I LOWIll i UP91= WHEREAS, this Ordinance amends that language to clarify that an alternate member may participate and vote when there is any regular member absent from the meeting, with both alternates being able to participate if there are two regular members absent from the meeting; r! THEREFORE,WHEREAS, the City Council adopted this ordinance at a regular council meeting; NOW COUNCILTHE CITY OF OF rINA, WASHINGTON, r• ORDAIN FOLLOWS: Section 1. Section 2.24.020 of the Medina Municipal Code is hereby amended to read as i • dEMI 1 ' 3, A. Type and number of members. The type and number of members of the parks and recreation ••. • shall be as follows: 1. Regular voting members. The parks and recreation board shall consist of seven regular voting members, each of whom shall be appointed as set forth in this chapter for a term of four years. Optional emeritus member. An optional emeritus member may be appointed to the parks and recreation board as set forth in this chapter. The optional emeritus member shall be entitled to participate in all discussions and Tmzk-41-40�1 ka" -114 vote, count toward the quorum, or serve as chairperson or vice chairperson. The term of the optional emeritus member shall be four years and shall expire on Jute 30ft. 4. Optional youth members. Up to three optional youth members may be appointed to the parks and recreation board as set forth in this chapter. Youth members shall be between the ages of 15 and 18 and enrolled in high school. The optional youth members shall be entitled to participate in all discussions and vote, count toward the quorum, or serve as chairperson or vice chairperson. The term of the optional youth member shall be one year and shall expire on June 30th. B. Appointment —Residence —Compensation. The council personnel committee shall interview all candidates for membership and recommend appointment, which shall require confirmation by the city council, for membership on the parks and recreation board. Except for the optional emeritus member, all voting., aI!e[0q1p_ and youth members of the parks and recreation board must reside within the city limits of Medina. Parks and recreation board members shall be selected and serve without compensation. C. Removal. Any member of the parks and recreation board may be removed at ,2ny time by the mayor, with the prior consent of the city council, for neglect of iuty, conflict of interest, malfeasance in office or other just cause, or for unexcused absence for more than three consecutive regular meetings. The 4ecision of the city council shall be final and there shall be no appeal. D. Vacancies. Vacancies occurring other than through the expiration of term shall be filled for the unexpired term in the same manner as for appointments as provided by this chapter. Section 2. Severability. If any section, sentence, clause, or phrase of this ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity of any other section, sentence, clause, or phrase of this ordinance. Section 3. Publication. This Ordinance shall be published by an approved summary consisting of the title. Section 4. Corrections. Upon the approval of the city attorney, the city clerk, and/or the code publisher is authorized to make any necessary technical corrections to this ordinance, Ordinance No. 1031 Page 2 of 3 ]ncluding but not limited to the correction of scrivener's/clerical errors, references, ordinand'T 0 :iumbering, section/subsection numbers, and any reference thereto. M Section 5. Effective Date. This ordinance shall take effect five days after publication as provided by law. .
