RESOLUTION NO. 397
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MEDINA, WASHINGTON
ADOPTING THE COUNCILS 2018-2019 WORKPLAN
WHEREAS, the City Council held a Retreat on March 10, 2018; and
WHEREAS, the City Council discussed their 2018-2019 Workplan; and
WHEREAS, The Council identified four Goals around which to focus their Workplan in
the next two years, and some specific tasks/desired outcomes under each Goal;
THE CITY COUNCIL OF THE CITY OF MEDINA, WASHINGTON, DOES RESOLVE THAT
THE FOLLOWING 2018-2019 WORKPLAN BE ADOPTED.
Goal 1: Quality Infrastructure
Survey street and sidewalk conditions, identify priorities for funding over the
next 1-3 years, and then fund/construct projects to address approved
priorities.
o Staff deliverable: survey of conditions, proposed priority list,
estimated cost for repair
o Council action on a prioritized project list and funding authorization
520 Noise monitoring/follow-up
Goal 2: Neighborhood Character
Review building code for potential improvements
o Staff deliverables:
• A proposed process for identifying potential code improvements.
• Develop budget for and conduct a LEAN process on some portion
of current code processes to identify ways to streamline/save
money
• Proposal for enhancing code enforcement
o Council Action:
• Approve development code review process & priorities, provide
funding to support it, review results and then decide what code
amendments to approve.
• Authorize any funding required for LEAN process; review results
and determine actions/amendments to code
• Review process/funding proposal for code enhancement and
determine what steps to take.
Goal 3: Financial Stability
• Adopt General Fund financial plan

o Council Action: engage with staff FCS in identifying strategies for
analysis, review information, approved financial plan, determine next
steps.
Goal 4: Efficient City Government
• Improve internal coordination and communication in City Hall
o Staff deliverable:
• Change approach on department reporting to address work plan
items and how performance is tracking against those items.
• Work with Planning Commission to help them also report to
Council using this new approach.
o Council Action: Confirm whether new reporting approach is satisfactory.
