MINUTES
1.CALL TO ORDER / ROLL CALL
Meeting was called to order by Dawn Nations, Civil Service Secretary at 2:30 PM and
roll call was taken.
Commissioners Present: Dan Becker, John Bell, and Lou Hillenbrand
Staff Present: Steve Burns, Police Chief and Dawn Nations, Civil Service Secretary
2.ANNOUNCEMENTS
Police Chief Steve Burns announced the retirement of Dave Scherf, Police Captain.
Chief Burns announced the position would be filled per the Civil Service Rules.
Commissioner Bell announced former Commissioner Anthony Shapiro passed
away and wanted the record to reflect he was appreciated for his service.
Commissioner Hillenbrand announced former commissioner Bill Kinsel had a
serious accident and the commissioners are wishing him well in his recovery.
3.PUBLIC COMMENT
None.
4.NEW BUSINESS
1.Election of Chair and Vice Chair
Elections were held and John Bell was elected as Chair and Lou Hillenbrand was
elected as Vice Chair.
2.Civil Service Commission Meeting Minutes of January 16, 2020
Motion to approve by Bell, Second Becker. Minutes approved by 3-0 vote.
3.Approval of Hiring Process for Police Captain Anticipated Open Position
Commissioners Becker, Bell and Hillenbrand reviewed the hiring process and discussed
the anticipated open position with Chief Burns. Motion to approve Hillenbrand, Second
Becker. The hiring process was approved by 3-0 vote.

4. Civil Service Commission Annual Report for 2020
Motion to approve by Bell, Second by Hillenbrand. Annual report for 2020 approved by
3-0 vote.
