Board Present via Zoom: Bui, Dickmann, Gray, Johnston, Stengel McMullen (online at 4:31PM), Emeritus Member: Martin, Youth Advisory Member: Lathia Board Absent: None Staff Present via Zoom: Sauerwein, Osada, Nations, Crickmore 2.ANNOUNCEMENTS 3.APPROVAL OF PARK BOARD MINUTES ACTION: Motion Stengel second Johnston and carried by a 6-0 vote. # - # 1.Park Board Meeting of May 19, 2020 Recommendation: Adopt. Staff Contact: Dawn Nations, Deputy City Clerk 4.PUBLIC COMMENT None. 5.NEW BUSINESS 1.Fairweather Park Update – National League of Young Men will be at the park on June 17th to do park cleanup. 2.Seasonal Lifeguard Program Update – City is currently researching how to open the beach safely. Dock and ladders are currently closed. 3.Medina Parks Opening and Guidelines Update – Tennis courts are open. Playgrounds are due to open in Phase 2 per Governor Inslee’s orders. Sidewalk Hedge Trimming Update – Gray gave update from the City Council meeting - Council gave direction for Public Works dept. to hand out notices to residents of hedge trimming needing to be done. If not completed; the City will hire a contractor to complete the work at the resident’s expense. 6. OTHER BUSINESS 7. PARK REPORTS Fairweather & Lid Stengel stated looks fine and blackberries need to be trimmed. Indian Trail Bui stated looks good. Grass good. Gray stated looks fantastic. Lake Lane Gray stated looks great. Martin added pruning looks great. Medina Beach Park Dickmann stated looks nice. Flowers look nice. Additional sand would be great. Six umbrellas will be put at picnic tables. Medina Park Gray stated grass looks awesome. Dickmann added looks great. Viewpoint Park Looks great. 8. A.The following rules shall apply to and be enforced in Medina Park: 1.The area to the west of the dividing line shown on Exhibit A is hereby designated as a seasonal on-leash area. During the period of time from May 1st through September 30th and from 9:00 a.m. until 10:00 p.m. each day, all dogs in this area must be on a leash, tether or chain not to exceed eight feet in length. From October 1st through April 30th, this area shall be added to the off-leash area. 2.The area east of the dividing line shown on Exhibit A is declared to be an off-leash area. Dogs in off-leash areas of the park must be within positive voice control of their owner or handler and must respond promptly to the commands of the owner or handler. 3.No owner or handler shall have more than two dogs in the park at any time. 4.No dogs shall be permitted in the north pond, at any time. B.In Fairweather Park and Nature Preserve, no owner or handler shall have more than three dogs in the park at any time. Dogs shall be within positive voice control of their owner or handler and must respond promptly to the commands of the owner or handler. Violation of the public park, Medina Beach Park, or Medina Park rules shall constitute a Class 1 civil infraction per Chapter 7.80 RCW, which is incorporated by reference. The following rules shall apply and be enforced in all public parks: A. No alcoholic beverages shall be allowed. B. There shall be no loitering in or about the vicinity of bathhouses or restroom facilities. C. There shall be no overnight camping. D. No fireworks shall be allowed except for licensed displays. E. No firearms, airguns or weapons shall be displayed or used, except when displayed or used by duly authorized law enforcement officers in the performance of their duties. F. No privately owned motor-powered vehicles shall be allowed in other than designated parking or loading areas. G. No motor boats shall operate upon waters within 300 feet of the shore of a park facility at a speed in excess of seven knots, or approach within 50 feet of a roped-off swimming area, except in case of an emergency; provided, that motor boats may approach city docks at a slow rate of speed for the purpose of picking up or dropping off passengers only. No boats that cannot be hand-carried to the water shall be launched from any Medina park. H. Except as provided in MMC 12 .24 .020 (Medina Beach Park) and 12 .24 .025 (Medina Park), no pets shall be allowed that are not under the restraint of a leash, tether or chain in length no greater than eight feet, or within 35 feet of their owner or a competent person authorized by the owner, to the commands of whom they respond promptly; no pets shall be allowed which are annoying bystanders or other animals or causing physical damage. I. No fires shall be allowed in other than approved cooking containers or in designated areas. J. No domesticated pets other than dogs complying with subsection (H) of this section shall be allowed. L. All dog feces shall be picked up by the owner or handler and removed from the public park and/or adjacent private property. M. No nontennis activities shall be allowed on a tennis court. N. No loud music or vulgar language shall be allowed. O. No littering of any type, including throwing away of cigarette butts, shall be allowed. P. No dogs shall be allowed within designated playground areas, except when under the restraint of a leash, tether or chain. Q. Handlers must be in possession of one leash per dog at all times. R. No dogs shall be allowed within the fenced perimeter of any tennis court.
