REGULAR MEETING
MINUTES
December 11, 1989 Medina City Hall
7:30 PM 501 Evergreen Point Rd.
CALL TO ORDER: The regular meeting of the Medina City Council
Was called to order at 7:30 PM by Mayor Vall-
Spinosa. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Goldstein, King,
Mathewson, Messmer, Reagan, Langenbach and
Mayor Vall-Spinosa
City Staff Present: City Manager Dodge, City
Clerk Davis, Chief of Police Race, Public Works
Supervisor Hammerquist, City Engineer Jauhola
and City Attorney Wines
MINUTES OF PREVIOUS MEETINGS:
Correction to the Nov. 13, 1989 minutes were as follows:
2nd para. under Discussion, 2nd line should read :the Chevron
Service
Station is represented by BP"... Page 3, Item 3. Any
recommendation to, insert "change" the ordinance...
Messmer moved to adopt the minutes of the Nov. 13, 1989, seconded
by Goldstein passed.
Nov. 27, 1989 - Special Meeting:
Under 1990 Budget, 3rd para., first line,
1990_Budget should read 1990 "Proposed_Budget"
Third para., should read, The Council ... "proposed" budget
"recommending" changes...
7th para., 6th line
8th para., 3rd line, third sentence, The Hunts Point Town Council
be changed to read, "Chief Race stated that the Hunts Point Town
Council expressed their appreciation to the Medina Police Dept.
for services provided for the many years and proposed a counter
offer of a 5-year contract with 20%, 15%, 10%, etc., increases..
Last para., the Council agreed to "respond to Hunts Point's
proposal with increases of....
Messmer moved the minutes be accepted as amended, seconded by
-Reagan, passed.
PRESENTATION
Airplane Overflight Noise - Dr. Bob Rudolph, President
Dr. Rudolph reviewed the background of the airplane flight
patterns.
He stated his committee is asking for an equitable sharing of
flights among all of the communities.

Dr. Rudolph recommended the Council send a letter to the FAA,
Port of Seattle, Congressional and State Delegation indicating
our support to the FAA's plan to disburse the flights more evenly
over the eastside. He also stated it would be helpful to have an
article in Medina's Newletter and West Bellevue

stating what
the citizens of Medina can do to support
disbursing flights. He feels the next 2 months will be very
crucial and that the decision will be made within the next 60
days.
Discussion followed.
Consensus of the Council was to write a letter to Temple Johnson,
Manager, Air Traffic Division FAA, stating the Council's
concerns.
Graham Ross and Al Clise, residents of Medina, stated the city
should have the City Attorney and a Councilmember involved and
take a stand at these meetings.
Proclamation
Eastside DWI Task Force - Diane Lewis
Chief Race introduced Diane Lewis, Coordinator of the Eastside
DWI Program. Ms. Lewis gave some background on National Drunk
and Drugged Driving Awareness Week Proclamation.
Mayor Vall-Spinosa stated the City of Medina supports the
Proclamation designating the week of December 10 through December
16th as National Drunk and Drugged Driving Awareness Week.
AUDIENCE PARTICIPATION
Cyndi Cahill, 8623 NE 10th St., gave a little background on the
Christmas tree that was put up in the city Hall. Paper ornaments
with needy children's names and sizes were put on the tree.
These children are from the Bellevue School District. Mrs.
Cahill stated anyone choosing a name can leave the gifts under
the tree and she would deliver them by Christmas.
REPORTS
Bike Lane Standards - Mike Jauhola
City Engineer Jauhola reviewed the bike lanes by the State
Standards. He stated the bicycle lanes as presently marked, do
meet the standards. He also stated when the lanes are marked
"bicycle lanes" bicycles take preference over all other
transportation vehicles.
Defining "additional _fees" for _Development _Process
The City Manager recommended changes to Ordinance No. 421 per his
memo to the Council.

The Council recommended the City Manager present a report with
more detailed information for the next meeting.
Right -of -Way Mower - Alan Hammerquist
Hammerquist stated that the City is in need of a mower that meets
O.S.H.A. requirements. He enclosed a proposal for an Articulated
Boom Mower in the Council packet for their viewing.

No action was taken.
Police Contract with Hunts Point
The City Manager stated Hunts Point is satisfied with the 1990
figure but would like to form a committee of Medina and Hunts
Point Councilmembers to negotiate for the remainder of the
contract.
Mathewson and Langenbach were appointed to this committee.

Previously discussed.
Police Chief's Report
Accepted as submitted.
Chief Race stated Lt. Wilson has submitted his resignation
effective February 15, 1990 to return to Quincy, WA as Chief of
Police.
Public Work's Report
Accepted as submitted.
Treasurer's Report
Accepted as presented.
Ordinances/Resolution - Final Action
— Ord. No. 490 - Changing Park Board's Role
Messmer moved to adopt Ord. No. 490 seconded by Langenbach,
passed.
Ord. No. 493 - Adopting 1990 Budget
Reagan moved to adopt Ord. No. 493, seconded by Messmer, passed.
Ord. No. 496 - Levying Taxes
King moved to adopt Ord. No. 496, seconded by Messmer, passed.
Ord. No. 497 - Making Reappropriations to 1989 Budget
Messmer moved to adopt Ord. No. 497, seconded by Mathewson,
passed.
Ordinances/Resolution - First Review
Ordinance No. 494 - Repealing Prohibition of Key Boxes
Ordinance No. 495 - Amending Sign Ordinance to allow Small Second
Sign in Private Lanes
Ordinance No. 498 - An Ordinance Amending Medina Municipal Code
Section 17.72.0 00 Relating to Setbacks where Access is Provided
by a Private Lane
The City Attorney recommended the Council designate the City
Council as the body to have a public hearing for this ordinance
so it can be placed on the Agenda for approval next month. The
Planning Commission will not be meeting in December and this
ordinance needs immediate action.

Langenbach moved the Council be designated as the body to conduct
the public hearing for Ordinance No. 498, Reagan seconded,
passed.
NEW BUSINESS
The Council discussed Airplane Overflight Noise.
The Council recommended the City Manager schedule a special
meeting and invite local politicians, announce it in the
newsletter and encourage residents to write to their
representatives and FAA. The City Manager will propose a
Resolution for adoption.
Sign Ordinance
Langenbach recommended the Council review the sign ordinance
because of its ambiguity.
Appointments to Boards
The Mayor appointed Peggy Glass to fill the vacancy on the Board
of Adjustment with an expiration date of July 1993.
Phil Rognier was appointed to fill the vacancy on the Planning
Commission with an expiration date of June 1992.
Claims Warrant
Goldstein made a motion that Claims Warrant #2662-2728 and
Payroll Warrants #10745-10789 including the credit, be accepted
as paid, seconded by Messmer, passed.
Messmer, on behalf of the Council, thanked Mayor Vall-Spinosa,
_ Councilmembers Reagan and King for their many years of service to
the City and that they will be missed.
EXECUTIVE SESSION
The regular meeting went into Executive Session at 10:35 PM.
The Executive Session returned to the regular meeting and was
adjourned at 11:15 PM.
