CALL TO ORDER: The regular meeting of the Aedina City Council
was called to order at 7:30 PA by Mayor Vall-
Spinosa. The meeting was tape recorded.
ROLL CALL: Present: Councilm tubers Goldstein, Kin;,
Mathewson, Langenbnch, Aessmer, Reagan
and Mayor Va:ll-Spinosa

MII'dUTES OF PREVIOUS MEETINGS:
Goldstein moved to amend the minuses of the August 14, 1989
meeting as follows:
Ad page, Ord line, after increase, should read "the cost of the
project which would require installation of a catch basin and
pipe.,,
King made a correction on page 4, bottom of page, 12:20 "PNII
should read "AN".
Langenbach changed the langu2ge on parse 4 for clarification,
paragraph 4, line 3, after Medina, delete sentence and insert,
"To review Medina's existing ordinances and determine if
additional ordinances or policies should be enacted to deal with
tree preservation and other landscaping on both public and
private property to carry out the ; o`is set; out in Nedinv's
Comprehensive Plan, taking into consideration the related issues
of view preservation, vegetation for slope retention and the
impact of living hedges."
Messmer moved to adopt the minutes as corrected, seconded by
Langenbach. Passed unanimously.
AUDIENCE PARTICIPAT ICI'
Susie Harglin, 2623 'Evergreen Point Rd., read a prepared
statement relating to activities of the former Park Board to
resolve damage done to the Medina Park by George ring in the
development of his property.
Dogs/Pare
Many people spoke on the enforcement of the Or&. lo. 403,
'-- establishing rules for Public Parks. Some were in favor of
enforcing the leash law in 'Medina Par':, while others granted it
left at no leash but have dog under voice control.
A lengthy discussion followed.

Messmer stated the Park Rules specifically relating to dogs >rcre
adopted in part because of the many complaints the City had
received regarding dogs rurnin-, loose in the parks. Iie suggested
putting this item on the agenda for the October meeting to give
people on both sides a chance to address the subject.
Langenbach recommended dealing with Ordinance 11o. ' ou, sections
(h) and (1) only. They read as follo:rs:
Section (h) No pets shall be allowed that are not leashed.
Section (1) All dog feces shall be picked up by the owner or
handler and removed from the public par! Lnd/or adjacent private
property.
Langenbach proposed stating on the October Agenda that those two
sections be the issues of discussion only and be properly posted
throughout 11edina. Reagan seconded, passed unanimously.
The Mayor called for a two minute recess

Land Review Development
The Mayor gave a little history on .;he issue. At the last
meeting, the Council spoke on the concerns of the redevelopment
of i1edino which is happening rapidly. T'zey if ?it bras tiM2 t0
reexamine the ordinances that have been changed in the last fear
years, which address heights, setbacks, density exceptions, otc.
He stated at the last Council raeeting t':z^ Council usl.ed for the
establishment of a group, representing one person from the
Council, Planning Commission, Par'_, Board, Board of Adjustment and
3 PIedina citizens to be chosen. T ,is -roup will worl1 together
and discuss the issues in its entirely, and make recommendations
to the City Council as to 71gat they �rould li::e to see in terms of
changes.
After some discussion, the consensus of the Council was to direct
this committee to review landscaping and tree preservation, both
on private property and City rights -of -:ray.
The Council chose Read Langenbach to be on :,he committee.
Councilmembers Mathewson, Rya gan and llessme'r were selected to
choose the 3 citizens for the commit -too.
Applications for this committee from,. t1ic citizens were
encouraget?.
Reagan moved to proceed Frith the City 1,12nagerls recommendation,
inform Clyde Bill 1:rhat we are doing is tcmporpry and :could li'.e
to proceed viith the original p Lan next ye�r, seconded by Ilessmer,
passed.
Messmer stated putting a paragraph in the next nel.rsletter
explaining it has been done and it.rill be reviewed next >pring.

Public ttor's Superintendent
!Iammerquist stated that the poving project has been delayed
because Bellevue has not completed thcir wcter main replacements.

Discussion folloi-red. The Council recommended putting the
pressure on Lellevue to get the job completed.

License Reauest
Reagan abstained in any discussion or voting; on this issue,
because of a conflict of interest.
Terry Taylor, 2606 80th 1TE, was present on behalf of her
application.
She explained that her application is to install 2 light posts in
the City right -of -gray.
Discussion followed.
Messmer moved to authorize the entering into a license a reemc:i,
with respect to these light structures, and the license a r7 r.2ement
cover the improveri2nts as previously authorized. Seconded by
King, passed.
Council of Governments
Langenbach, was designated as i;Aember representing the City with
,Messmer and Goldstein as baccup.
Claims Aarrant
Reagan moved to accept for payment .currants ; 2�2 2 - 2 i4 , Payroll
Warrants r10553 - 1062'. Goldstein seconded, passed.
Executive Session - City Tanager's Evaluation
