Hammcrquist informed the Council that -;Oth N.E. is included in the overlay project which is out to bU at this time. Gene Sprout, Engineer for the project, was asked to speak. Ee stated that a decision has to be made as : o whether the surface water ditch would be asphalt or concrete, whether or not sidewalks should be put in at this time. -'installing them at a later date would be very costly. Discussion followed Some residents spoke in favor to proceed with the drainage, road improvements, and asphalt walking path along this street as stated in Hammerquist's letter that was previously sent to the residents along that street. Reagan moved to make a motion, using the City Lana ger's Demo, page 9, as a basis. Reagan moved to proceed with plans: 1) overlay the street, install storm drain lines, fill the ditch, t© ereae-gre?� sh-ou14,r. 2)- same as -above except pave the shoulder of the road with an asphalt walning path. Fessmer seconded, passed. ACTION ORDI1ANCE NO. 486 - Ordinance to Define and Extend ;fork for which a Building Permit is not Required end to Provide for Extension and Renewals of Building Permits. Kin; explained that he and the 3uilding Official had revised this ordinance raising the threshold of Ue building permit to 02,500. Discussion followed. King moved to adopt Ordinance No. 06 with one correction; Teem B10 - glazing "loation " corrected to read "location", seconded by Mathewson, passed. Ordinance Ido. 487 - An Ordinance Repealing Ordinances and t edina ;Municipal Code Sections Establishing the :Medina Design Commission and the ttedina Board of Park Commissioners. King moved to adopt Ordinance No. 487 for purposes of discussion, Messmer seconded. r_ lengthy discussion followed. King withdrew his :notion at this time, Messmer withdrew his second to the motion. King moved to table this ordinance for the next meeting, to get recommendations on how to combine these functions, seconded by Goldstein, passed. The Eayor recommended Goldstein ::and Mathewson to a committee to wore: with the Part_ Board and come back with a recommendation on establishing a more functional Board. The discussion was opened to the public. Audience discussion was lengthy and concentrated on the lack of clear understanding; of the Park Board's role in policy and management. Gary Eilers, Park Board member, stated he was asked to resign from the board due to absenteeism caused by otter commitments. He now finds he has the time and would like to retain his position on the board. Tom Beckwith, Chairman, addressed a letter to the Council �hich was also discussed. He reiterated that because of Qiscgreement within the board, no decisions coulC be made. City Council 1linutes Page Public meeting was closed. Reagan resigned as ex officio member of the Park hoard, replaced by King. The Council agreed that ; councilmembers meet l;Tith the Park Board at their next meeting, ;lay 15), 1989. The City met with the contractor and obtained an agreement to do all the Viorlc that Puget Power was not going to meet for (r5,550. Puget Power will remove only 5 trees under the power lines that were identified as dangerous, and some extensive pruning on 5 others. Messmer moved to approve spending an cdditional >550. Police Reoort The Council requested the Police Report contain comparison dates from previous year to date and amount of incidents that have occurred. Financial Report Accepted as presented. The Council would also like to see comparison figures from previous year to ea`,e on building permits.
