REGULAR MEETING
MINUTES
February 13, 1989 Medina City Hall
7:30 PM 501 Evergreen Point Rd.
CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:30 PM by Mayor Vall-
Spinosa. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Ellis, Goldstein,
Reagan, Mathewson and Mayor Vall-Spinosa
Absent: King and Messmer
Staff Present: City Manager Dodge, City Clerk
Davis, and City Attorney relines
MINUTES OF PREVIOUS MEETING:
Ellis moved to accept the minutes of January 9, 1989, seconded by
Reagan, passed.
There was none.
AUDIENCE PARTICIPATION
ACTION
Participation in the Puget Sound Council of Governments SR-520
Corridor Study
The City Manager recommended the Council approve the
participation of the City in the :Itudy by contributing the
requested $500, and also sending an interested citizen as a
representative to serve on a committee. A lengthy discussion
followed.
Reagan moved to approve the payment of $500, seconded by
Goldstein, passed unanimously.
Travel Expenditures and Background for Police Chief Candidates
The City Manager brought the Council up to date on the status of
Police Chief applicants.
Compensation Analysis
The City Manager conferred with the Police Chief and Personnel
Manager from surrounding cities who are assisting him with the
hiring process. They felt the number of qualified candidates
that applied was greatly reduced due to the low salary being
offered. After a comparison of salaries with other Police
Departments, the City Manager recommended hiring a consultant to
analyze all City positions. He also recommended two members of
the Council be appointed to help him select a consultant to do
the study.
The Council approved the City Manager's request and appointed
Ellis and Messmer to work with him in selecting a consultant.

DISCUSSION
Budgetary Revisions
The City Manager recommended the follo,,aing budget appropriation
changes:
1) $50,000 to the Contingency Fund
2) $75,000 to the Country Club detention
3) $3,500 to travel and accommodations for Police Chief selection
4) $5,500 consulting fees,
a) *2,000 background investigations on top thre• police chief
finalists
b) $1,500 salary and fringe benefit analysis
c) $2,000 miscellaneous
DISCUSSION
Citv Legislative Conference and Tour of the Capitol
The Council agreed to attend the 1g39 City Legislative Action
Conference and tour the Capitol in Olympia on February 23, 19-9.
Street Addresses
The City Manager stated that many houses in 1edina do not have
addresses on their homes which makes it difficult for the Fire
Department to respond to an emergency call in the shortest period
of time possible.
After a short discussion, the 111-yor recommended the City Attorney
to research this issue and prepare a proposed ordinance for the
March meeting.

The agreement with Clyde Hill is still under negotiation.
Metro's transit related improvements at the intersections of
12th,
20th and 24th was discussed. Medina's share for this project
would be approximately $25,000 under iietro's proposal.

Reagan requested including the number of building permits issued
each month plus an estimated value being included in the
Treasurer's Report. Also to keep a runnin? total of year to date
figure plus value amount.
Claims Warrant
Goldstein moved to accept 11117irrant3 ;'1637-1 ;'80 and Payroll
Warrants #10234-10275, seconded by t,lathewson, passed.
1EW BUSINESS
Solid ,Taste Program
The City Manager informed the Council that the Consultant hired
to research the Solid Taste Program has submitted a grant to King
County.
A franchise with Eastside Disposal was also discussed. The City
Manager recommended the Council take a tour of the disposal
plant.
Flag Pole
Installation of an illuminated flag pole outside of City Hall was
discussed. The Council directed the City 1'lanager to have a flag
pole and lights installed.
