Mayor Becker called the Study Session of the Medina City Council to order at 4:34 p.m. ROLL CALL Present: Councilmembers Thomas Morgan, Todd Nunn, Robert Rudolph and Mayor Becker Absent: Councilmember J. Drew Blazey and Deputy Mayor Odermat Staff Present: City Manager Doug Schulze, City Attorney Kirk Wines, Kristen Hoffman, OTAK, and Chad Weiser, OTAK No announcements at this time. ANNOUNCEMENTS OTHER BUSINESS Discussion of Ordinance No. 743, Tree and Vegetation - City Manager Schulze reported he had put together a cover memo re - procedures. Kristen Hoffman summarized the changes that have been made. They have inserted, redefined and attempted to change all adjacent to adjoining. Replacement trees have been changed to a minimum size of 2 '/2". Specific size for removal of 36" and larger are on page 11, replacement trees for these trees should be a minimum of 4". Councilmember Rudolph referred to definition of significant trees, and thought certain significant trees should be excluded, also several Councilmembers felt certain "junk trees" be excluded. Discussion was held on replacement trees in the Right of Way, and how it has been addressed. Chad Weiser, OTAK, explained other changes that have been proposed, and answered questions from the council. City Attorney made some recommendations on Shoreline requirements, with Councilmembers adding some other ideas. City Manager Schulze asked if the changes should be made at the August meeting. The main thing is that we need to notify people concerning the changes, maybe we should put something in the newsletter. Mayor Becker suggested we identify the difference between the current code and what changes are proposed, so citizens who attend the meeting can be prepared. Discussion of City Facilities. City Manager Schulze reported that staff is looking for direction to develop the space needs proposal for Council consideration. He referred to the staff memo and outlined its contents, and stated that we need clarification on options and direction on the acceptable amount of space for specific uses. Mayor Becker thanked the City Manager, noting it was a lot of work. It was noted that there were only four Councilmembers present at this time. and it would be helpful to have more discussion for a future decision. Councilmember Rudolph stated he has no specific questions, and asked about how many square feet was specified. P.W. Director Jahn explained the process that had been used for arriving at the total square feet, utilizing a spreadsheet from Lawhead, and by using their formula, arrived at a total of 14,862 square feet. Councilmember Morgan stated he was in favor of a new facility in a new location, and thought the 2nd method is best. Councilmember Nunn also was in favor of new facility, but felt it will be challenging to sell it to the public, we will have to communicate the need. P.W. Director Jahn explained that one option being looked at is remodeling this building, or expanding making it more efficient. Mayor Becker felt that a large new facility is not going to happen and supported looking at expansion current facility to the north. Councilmember Morgan stated the Council was originally looking at building a new police facility and remodeling the existing building. Councilmember Rudolph stated that people living in Medina wanted a high quality services. He did not support a significant enlargement of the existing building. He felt there could be some minimal expansion here, but not alter the character of this building. City Manager Schulze suggested holding another workshop to brainstorm these types of things. Councilmember Rudolph thought an architect might be helpful. City Manager Schulze will put together a proposal for the August meeting on how we will go about this.
