SPECIAL BUDGET HEARING
MINUTES
November 301 1988 Medina City Hall

CALL TO ORDER: The special meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Vall-
Spinosa. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Ellis, Goldstein,
Messmer, Mathewson, King, Reagan
and Mayor Vall-Spinosa
Staff Present: City Manager Dodge, City Clerk
Davis, Acting Chief of Police Wilson and Public
Works Superintendent Hammerquist
PUBLIC HEARING
1989 Budget
Mayor Vall-Spinosa asked for public input. Hearing none, the
public hearing was closed.
DISCUSSION
The Mayor asked the City Manager for the background of his budget
request. The City Manager gave a little history of where the
City was financially when he became City Manager. Since the tax
increase was implemented in 1987 the City has been able to move
ahead with projects that needed to be accomplished such as street
construction, maintenance of streets, getting back into the
library system and remodeling of City Hall.
Hammerquist gave his recommendation of a 5-year plan on what
streets should be done and in what order.
Art Dietrich, 707 Overlake Dr., suggested putting a sealer on
some of the newer roads that are beginning to show wear instead
of reconstructing the streets.
Lt. Wilson was asked for his budget request for the police
department. He had submitted several options to the Council for
purchasing police cars.
The first option was purchasing two new patrol carys with the
approximate cost of $32,000. The second option was to purchase
one new patrol car at the approximate cost of $16,000 and
refurbish two Fords at the cost of roughly $12,000.
Discussion followed.
The Council recommended Option one, buying two new patrol cars.
The City Manager was asked to make a salary comparison with other
cities of similar size for the next budget meeting.
The meeting was adjourned at 10:15 PM./-7
