CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:30 PM by Mayor Vall- Spinosa. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Ellis, Goldstein, Messmer, Mathewson and Mayor Vall-Spinosa Absent: King and Reagan Staff Present: City Manager Dodge, City Clerk Davis, City Planner Burke and City Attorney Wines MINUTES OF PREVIOUS MEETINGS: Messmer moved to correct the minutes as follows: Page 2, 6th paragraph, 4th line, From 1184th to N.E. 20th should read N.E. 24 TO N.E. 12th". 5th line after bike lane, delete "including and add and", 6th line, add period after 20th. Delete "a single lane --on", add "at" N.E. 12th. 7th line add "lane" before only and delete "the" and add "a", delete "is" after lane. 8th line, add "turn" after left. After corrections it should read: From N.E. 24th to N.E. 12th, a single lane southbound with a bike lane and a left turn lane at N.E. 20th. At N.E. 12th, a right turn only and a center lane for straight on 84th or left turn. Correction to the motion carried "unanimously" should read, Mathewson voted naye. Last page, under NEW BUSINESS, third line after stockpiling, add "of dirt" Ellis moved to accept the minutes as corrected, seconded by Messmer. PUBLIC HEARING Building Setbacks from Lake Washington - Ordinance No. 479 Burke, Planning Consultant, gave an overview of the shoreline setbacks. The meeting was opened to the public. The following spoke on structures in the setback: Joan Griffes, 2431 Evergreen Pt. Rd., David McGrath, 8305 Overlake Dr. W., Glenn Amster, Attorney for Mr. & Mrs. Sam Evans, 611 Evergreen Pt. Rd., Benson Chandler, 7745 Overlake Dr. The public meeting was closed. Discussion followed. The City Planner stated he would furnish the Council with an Environment Impact checklist for the December meeting. City Council Minutes November 14, 1988 Page 2 Messmer moved to table Ordinance No. 479 until all necessary steps have been taken, seconded by Goldstein, passed. Ordinance No. 480 - Levying Taxes for 1989 Ellis moved to adopt Ordinance No. 480 to raise the tax levy to — $727,294 for the tax year of 1989 effective January 11 1989. Ordinance No. 481 - Establishing a bicycle lane in the City of Medina Mayor Vall-Spinosa stated that the Mayor of Clyde Hill contacted him to discuss a joint striping program on 84th Ave. N.E. Clyde Hill sent a plan to the City indicating, if Medina agreed with the plan, they would pay 50% of the total cost including the bus turn outs on Medina's side of the street. The Mayor stated he and Reagan will work as mediator between Clyde Hill and Medina to work out details, maintenance costs, etc. A resolution should be brought to the Council no later than the end of January. Consolidation of the Police Department Mayor Vall-Spinosa made reference to the City Attorney's reply on consolidating police services. Wines pointed out that the creation of a separate entity to provide police services raises significant problems. At this point, Medina does not stand to gain a great deal from consolidation. Discussion followed. City Manager's Report The City Manager stated he wasn't pleased with the present engineering services or the price we are being charged for small projects. He would like to get proposals for engineering services, set some critera and ask for definite services and cost figures for engineering services. Budget Hearing The City Manager recommended meetings on November 28th and final hearing on December 5th. Treasurer's Report - Accepted Police Report - Accepted Airplane Noise Abatement - Dr. Bob Rudolph Dr. Rudolph brought the Council up to date on the 3rd mediation report. Claims Warrant Goldstein moved to accept for payment Claims Warrant #1409 - 1510, correction warrants #3200 and 99320, payroll warrants #10096 - 10137, seconded by Mathewson.
