CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:30 PK by Mayor Vall- Spinosa. The meeting was tape recorbed. ROLL CLLL: Present: Councilmembers Ellis, Goldstein, King, Messmer, Mathewson, Reagan and Mayor Vail-Spinosa Staff Present: City :tanager Dodge, City Clerk Davis, Planning Consultant Burke, Director of Public Safety Anglin and City Attorney `.lines MINUTES OF PREVIOUS MEETINGS: [Messmer moved to adopt the minutes of nugust 3, 1983, seconded by Ellis. Messmer moved t4at the following corrections be made: Page one, under heading "Audience Partici- pation, "4leyman" be corrected to read "Quinan", delete from "spokesman" to "they are," and add "spoke" in favor.. Page three, line four, "big boy" should read "big toy". Minutes stand approved as corrected, passed. Reagan moved to adopt the minutes of August 22, 1903 Special Meetin;, seconded by Mathewson. Messmer moved to 2dd to the first page of the minutes, second paragraph, sixth line, after personnel "and others" in the.. Third page of minutes, second paragraph, first line after "ordinance", add "prepare for discussion" changing.. Mayor Val!-Spinosa move: to add to second page, "Kennedy stcted the Nayor" should read "former Mayor King". The minutes stand approved as corrected, passed. Ordinance No. 477 - Eliminating the Department of Public :Safety and establishing the position of Chief of Police. King moved to pass Ordinance No. 477 as presented, seconded by Ellis. Discussion followed. The Mayor asked the City danagor for his comments. The City Manager stated after careful consideration of the police services and the reorganization as recommended by the Delaine Study, he recommended the adoption of Ordinance No. 477. Ne also stated that Director Anglin and the City have reached a mutual acceptable position for him during the transition period from Public Safety Director to a Police Chief Department which he would be providing services to the City as a consultant. The City does recognize and appreciates the many years of service that Al Anglin has been employed by the City of Aedina. Anglin stated it has been a real pleasure working for find 1lith the residents of Medina for the past 23 years. His decision to resign was made ,aith a great de- l of anquish, but under t1le present situation decided it is in his best interest to do so. Anglin thanked the residents, the City Council and the City Manager for their support in the past years. The Council expressed thoir appreciation and gratitude for Anglin's 23 years of service. The public Meeting was then closed. Mayor Vall-Spinosa asrced the City Tanager to give an overview of the ordinance. Reagan moved to adopt Ordinance lo. 477, seconded by Ellis. iMessmer moved to make an amendment to page 2, paragraph 1.6, delete the word "accepts" and add "after reviewing" the Study. The amendment was carried by the Council. Adoption of Ordinance No. 477 was carried with Goldstein votin naye. A ten minute rocess was called by the ',Mayor. DISCUSSION Striping of 34th Ave. 1HE The City Nanager gave the background for striping 34th Ave. tar. The City Council had asked the City i-Tanager to get a proposal for doing striping on IMedina's side of 34th only. ? copy of t'r:e proposal was displayed. He gave a rough estimate on the cost of striping 34th Ave. :`JE as a bi!:e lane and a one -lane configuration. The meeting was opened for public participation. Fred Pneuman, 2616 7 9th HE stated he ra .s a met,iber of the first joint Clyde Hi11/i°ledinz, Study. He gave a little background on the study at that time which was similar to the proble-is of today. Herb Stevenson, 309 Overlalce Dr. E. also gav,� some background. The following residents gave their views pertaining to the striping and bile lanes, etc. on 34th. Medina City Council Minutes September 12, 1988 Page 3 After a lengthy discussion, the public hearing was closed. All agreed that the traffic has increased grit?a each year and felt something needs to be done to make it less hazardous. The City Nanager stated he will have a representative froT:1 Gray Osborne at the October meeting to answer any questions the Council and audience may have. The City Attorney was requested to prepare a resolution for the next meeting for their review. Setbacks on Lake Ilashington The Planning Consultant gave the background on his report on the recommendations frori the Planning Commission. He stated the Planning Commission had been reviewing the setbacks from shorelines for many Months. In 'May, a public hearing was held, which was posted in the Journal American, ,rith an articl, in the newsletter. 'after discussing various al'-.ernatives and after considering the public testimony and revisions to the existing ordinances, they completed their recommendations. A copy eras included in the Council packet. Vassos Demetriou, arch., 205 Lake St., Kirkland and Joel Haggard were present on behalf of their client Richard Fowler who plans to build on his waterfront property. T,iey were not in favor of the stringline method. Dale Dior, 1605 73rd Ave. NE and Bob Rogers, 10,27 73rd Ave. 'NE felt the string -line method should be considered. David i;cGrath, o3G5 Overla'ke Dr. 1. presented an architectural display of waterfront properties and the advantages of the stringline method versus setbacks from the shoreline. lengthy discussion followed. Messmer requested this be a discussion item for the October agenda and put a special notice in t'ie newsletter informing the residents of what is being considere-. Sign Regulations Postponed until next meeting. Open Burning The City 11anag ;r gave the background on this item. A burning permit was requested by a contractor viantinn, to burn a larg:� amount of material that ',Qs the result of clearing the lot. It was too excessive to burn so a permit eras refused by the Bellevue Fire Department and the City. The City Manager stated the City does not have any ordinance :against burning. Gary Linden, 2011 Evergreen Point Rd., neighbor to this property, said he has a high bank c•raterfront property. His concern about issuing burning permits to residents on the hillside would be extremely dangerous. The tayor requested more research be doge on this issue. City Manager's Report Most had been previously covered. Marine Patrol The City Manager stated that 'fiercer island is considering buying another boat to help enforce the boating speed lacks. They also discussed placing signs on "ho shoreline noting speed limits, and placing marker buoys in the crater for safety factor, which 'the City has already done.
