REGULAR MEETING
MINUTES
August 8, 1988 Medina City Hall

CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:30 PM by Mayor Pro Tem
Messmer. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Ellis, Goldstein,
Mathewson, Reagan and Mayor Pro Tem Messmer
Absent: King and Mayor Vall-Spi.nosa
Staff Present: City Manager Dodge, City Clerk

MINUTES OF PREVIOUS MEETING:
Mathewson moved to approve the minutes of July 13,
1988 as presented, seconded by Reagan, passed.

PUBLIC HEARING
Medina Six Year Street Plan
Public Works Superintendent Hammerquist reviewed the projects to
be improved for the coming year.
ACTION
Resolution No 191 - Adopting the Six Year Transportation
Improvement Program including Urban Arterial Trust Fund Projects.
Goldstein moved to adopt Resolution No. 1910 Reagan seconded,
passed.
DISCUSSION
Landscaping requirements for portion on Medina Park
The City Manager explained this issue had developed between the
Park Board and two Medina residents who had built two houses on
82nd Ave. N.E. next to Medina Park. He stated when the land was
cleared for construction, a strip of the park next to the drain-
age ditch was also cleared which the Park Board felt should not
have been. George King and Ellen Johnson, owners of the two
properties in question, 909 82nd and 907 82nd Ave. N.E.,
submitted revised landscaping plans to the park based on the
requests of the Park Board which were not acceptable. Mr. King
requested presenting this matter to the Council to be resolved.

The City Manager reiterated what was discussed at the Park Board.
They agreed to the planting scheme that was presented by Mr. King
with the lawn not going beyond the property line and ground
covering and shrubs to screen the property from the park.
Mr. Reagan moved, with respect to Exhibit B, the line of new
plantings shall be the Johnson's property line. The width of the
plantings of screening shall be as shown on Exhibit B, including
the natural grasses and regenerating vegetation closest to the
creek. The trees (Quaking Aspen and Birch) shall be at least 10
in number, at least 6 foot plantings, the Evergreen shrubs shall
be at least 34 in number and shall come from the submitted list
providing those shrubs shown on the submitted list are Evergreen
native shrub species that will be 4 to 12 feet in height at
maturity. The sprinkler system shall also remain in place and
insist that the Kings and Johnsons maintain these trees. They
shall also be responsible for the maintenance of these trees
until November 15, 194-$. The view line , as depicted on Exhibit
B, shall be removed and a line drawn parallel to the lower left
hand rectangle protrusion extending out. There shall be no tall
shrubs or trees planted on that line. Completion of the lands-
caping and plantings in this area shall be completed by November
15, 1989. The motion was unanimously passed.
Mayor Pro Tem Messmer stated that the Council has given the City
Manager specific direction and with the help of the City
Attorney, will put together a written agreement in defining what
will be done and get it implemented as soon as we can.
Striping of 84th Ave. N.E.
The City Manager gave a report on the Traffic Study that had been
done, Gray and Osborne prepared a striping plan for 84th Ave.
N.E. which was included in the packet for Council's review. He
stated that if after reviewing the plans and making appropriate
changes, the Council may want to submit them to Clyde Hill, Hunts
Pt. and Yarrow Pt. for their comments.
If this is agreeable to all four communities, he would get a cost
estimate for the project.
Dog Control
Dogs running loose in Medina has increased. The City Manager
stated if the Council was interested in hiring a part-time Animal
Control person, he would provide an estimate of cost involved.
He added that revenues generated by the sale of licenses and from
fines would off -set some of the cost.
Special Council Meetin
The City Manager requested that a special Council meeting be held
to review the study of the Police Department by the Delaine Group
and hear comments by the Director of Public Safety.
Mayor Pro Tem Messmer read a memo verbatim into the record as re-
quested by Director of Public Safety Anglin. Anglin was unable
to attend the regular Council meeting, and requested a special
Council meeting be scheduled so he would have sufficient time to
discuss his response to the "Study of Administrative and Opera-
tional Practices of the Medina Police Department.
Messmer gave an overview of the Study for the audience. A
Special Council meeting was scheduled for August 22, 1988 at 7:30
pm at Medina City Mall.

REPORTS
City Manager Report
The City Manager referred to a letter written by Russell Bossart
who is a Medina resident. Bossart stated he was currently
working towards his Eagle Scout award and for his project he
would be willing to install a "big bay" (play equipment) for the
City in Medina park.
The Council referred this matter to the Park Board.
Director of Public Safety Report
Accepted as submitted.
Public Works Superintendent Report
Hammerquist brought the Council up to date on the various
projects that had been completed since May of 1987.
Financial Report
Accepted as submitted.
NEW BUSINESS
Mayor Pro Tem requested the City Manager have the Sign Ordinance
on the September Agenda.
Claims Warrants
Goldstein moved to accept for payment Claims warrant No. 1085 -
1221, seconded by Mathewson, passed.
Reagan requested the City Manager have figures on Marine Patrol
Service that the City of Renton and Mercer Island pays versus
City of Medina.
Adjournment
Reagan moved to adjourn the meeting, seconded by Mathewson,
passed. The meeting was adjourned at 9:30 pm
