CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:30 PM by Mayor Vall-
Spinosa. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Ellis, Goldstein,
Mathewson, Reagan and Mayor
Vail-Spinosa
Staff Present: City Manager Dodge, City Clerk
Davis, Director of Public Safety Anglin,
City Engineer Hammerquist and City Attorney Wines
MINUTES OF PREVIOUS MEETING:
Ellis moved to approve the minutes of June 13,
1988 as presented, seconded by Goldstein, passed.
PUBLIC DISCUSSION
Audience Participation
There was none.
ACTION
Ordinances/Resolution
Ordinance No. 474 - An ordinance adopting by reference State
Criminal Code Section 9A.36.041, Assault in the Fourth Degree.
Ordinance No. 475 - An ordinance adopting by reference Appendix
Chapters 32 and 70 of the Uniform Building Code.
Ordinance No. 476 - An ordinance adopting the Medina Municipal
Code.
Goldstein moved to adopt Ordinance No.'s 474, 475 and 476 as
amended, seconded by Reagan, passed.
Resolution No. 190 - A resolution to establish a procedure for
notification of hearings and preliminary agenda Council Meetings.
Right-of-way Request by Fir Tree Homes
Applicant D.E. "Tim" Hay, President, 931 129th Pl. NE, Bellevue,
was presented on behalf of his request.
His request is to construct a decorative pillar of used brick on
the City right-of-way at 7675 NE 14th.
Photos were submitted.
Reagan moved to approve the right-of-way request as submitted,
seconded by Ellis, passed.

Award Bid for Street Paving
Authorization of Mayor to award bid for 1988 Road Overlay
Program.
Hammerquist reviewed the program and stated the project should
begin within 10 days of awarding contract.
--- Reagan moved to approve authorization of the Mayor to award the
bid for the 1988 Road Overlay Project, seconded by Mathewson,
carried unanimously.
Park Board Appointment
Torn Beckwith was reappointed for a second term with an expiration
date of June 1, 1992.
Harry Davidson, 8723 NE 4th, was appointed to the Park Board with
an expiration date of June 1, 1992.
Confirmed unanimously by the City Council.
REPORTS
City Manager's Report
Airplane Overflight Noise
After a short discussion, the City Manager stated there will be a
meeting at City Hall, July 20th at 10:00 AM. Attending the
meeting will be Congressman Miller, the FAA and a few other
people that have been involved in protesting changes that have
been made.
Flexible work Hours for Employees
The City Manager explained the advantage of working flex hours
would be greater productivity without the interruption of
telephones and public activity.
The Council gave their approval.
Director of Public Safety Report - Accepted as submitted.
Financial Director - Accepted as submitted.
DISCUSSIO14
Consolidation of Police services with Clyde Hill.
Discussion followed. The consensus of the Council is not to take
any action at this time.
NEW BUSINESS
Claims Warrant
_ Goldstein moved to accept warrants no. 947-1084 and corrections
No. 900433, 991047, 903908 as presented, seconded by Ellis,
passed.

Adjournment
Ellis moved to adjourn the meeting, seconded by Mathewson,
passed. The meeting was adjourned at 9:23 PM.
