REGULAR MEETING
MINUTES
June 13, 1988

CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 8:00 PM by Mayor Vall-
Spinosa. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Ellis, Goldstein,
Mathewson, King, and Mayor

Absent: Messmer and Reagan

MINUTES OF PREVIOUS MEETING: Goldstein moved to correct, page
2, paragraph 2, first line, delete
"that" and add "the NE 24" inter-
section, etc.
King moved to approve the minutes
of May 9, 1988 as corrected,
seconded by Goldstein, passed.
DISCUSSION
Aircraft Noise
Mayor Vall-Spinosa introduced Paul Sanders, State Representative,
to the audience. Representative Sanders stated that he was quite
concerned about the noise issue, instead of getting less it's
increasing. He also encouraged the audience to continue to write
to their Congressman, the Port of Seattle, and the airlines as
well. Also continue letting the FAA know of their concerns.
He also suggested forming a task force in Medina and the
surrounding areas. Identify residents with expertise; research
what other communities are doing, and what rights do we have.
Dr. Rudolph, resident of Medina, was introduced by the Mayor.
Dr. Rudolph brought the audience up to date on his research and
progress on the airplane issue.
He stated that 50 flights have been added and Medina is more
heavily impacted now than any other community except for those
communities that are adjacent to the airport. People bought
homes in Medina mainly because it was a quiet residential
community.
Dr. Rudolph strongly encouraged the Council to pass a Resolution
to the Port of Seattle and the FAA dealing with aircraft
overflights over the City of Medina.

Open House
Delay open house until August to coincide with Medina Days.
AWC Conference
Reservations for AWC Conference to be made.
Motorcycle Patrol
The City Manager had done some background investigation on the
value of implementing a motorcycle program in Medina.
The main purpose motorcycle patrol was developed was to help
control traffic during heavy traffic periods and quick response
to get to the scene of an accident where cars cannot. Conditions
that need to be met before an officer can operate a motorcycle
are special equipment such as a helmets that can be connected to
the radio for communication, boots, pants, jacket, rain gear,
etc. Special training is also needed.
Discussion followed.
Ordinance Codification
Should be complete within a week.
Church Banners
St. Thomas Church banners were discussed. The City Manager
stated they needed to get permission from City Council first if
they plan to hang banners more than twice a year.
Buoys
Two buoys have been purchased.
Director of Public Safety's Report
Accepted as submitted.
Financial Report
Accepted as submitted. The Council requested a break down by
funds at the next meeting.
NEW BUSINESS
Park Board
Names were requested by the Mayor to fill the vacancy on the Park
Board. The Mayor also requested the City Manager to order a
plaque for Marianne Langenbach, outgoing Park Board Chairperson,
for her many years of service.
Mayor Vall-Spinosa made reference to a letter received from Don
McKay, NE 10th. He was not in favor of the one-way street in the
beginning but after a 6 month period is convinced it was a good
move because there has been a reduction in traffic.
The audience and the Council applauded Dr. Rudolph.
PUBLIC DISCUSSION
The following residents voiced their concerns.

After a lengthy discussion, the public meeting was closed.
The City Manager encouraged the residents to add their names to
the sign-up list to assist Dr. Rudolph in getting more organized.
Also to put pressure on the Port Authorities to put restrictions
on the type of aircraft to be used.
Discussion followed.
ACTION
King moved to adopt Resolution No. 188 and No. 189 to the Port of
Seattle and to the FAA dealing with aircraft overflights over the
City of Medina and urging implementation of programs to abate
noise pollution resulting from such overflights. Seconded by
Mathewson, pass unanimously.
The Mayor requested the City Manager and the City Attorney look
into the steps to be taken for legal action toward FAA.
Ordinance No. 472 - Amending ordinance No. 28 to change the time
of the Council meeting.
King moved to adopt Ordinance No. 472 changing the meeting time
from 8:00 PM to 7:30 PM.
Ordinance No. 473 - An ordinance permitting blanket utility
permits.
The City Manager explained that this ordinance allows the City to
grant blanket utility permits for installation in the Right -of -
Way to utility companies holding a valid franchise. The work
will still be monitored and fees will be collected by the City.
The staff's handling of permits will be minimized, consequently
the utilities can complete their installation in a more timely
manner.
King moved to adopt Ordinance No. 473 as written with one
exception - paragraph 2, Section 2, line 2 -add after "length of
term - not to exceed 1 year." Seconded by Mathewson, carried.
DISCUSSION
Request for reimbursement of library expense from Ruth Perkins.
No action taken by the Council.
The Council will be reviewing the change on NE 10th and its
effect on the neighborhood.
Discussion for the next traffic meeting with Clyde Hill and
surrounding towns followed.
Claims Warrant
Goldstein moved to approve claim warrants 763-946, plus
corrections 990694-990915, as presented, Mathewson seconded,
passed.
Ad iournment
Meeting was adjourned at 10:25 PM.
