REGULAR MEETING
MINUTES
May 9, 1988

CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 8:00 PM by Mayor Vall-
Spinosa. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Ellis, Goldstein,
King, Mathewson, Messmer, Reagan and Mayor
Vall-Spinosa
Staff Present: City Manager Dodge, City Clerk
Davis, Director of Public Safety Anglin and City
Attorney Wines
MINUTES OF PREVIOUS MEETING:
King moved to approve the minutes of April 11,
1988 as presented, seconded by Reagan, passed.
ACTION
Ordinance NO. 471 - Amending Sections of No. 406 Governing
Removal and Trimming of Trees Growing in the Public Right -of -Way
and Adding New Regulations Concerning Right -of -Way.
Messmer moved to approve Ordinance No. 471, seconded by Reagan.
Discussion followed.
Joel Haggard, Attorney, 1515 IBM Bldg., Seattle, was present
representing his client. Mr. Haggard recommended deleting the
word "special" from the first paragraph of Section 1.
Kathleen Albrecht, Attorney, 2700 One Union Square, Seattle, was
present representing her client. Ms. Albrecht recommended not
deleting the work "special".
More discussion followed.
Reagan made a motion to delete the word "special" from the
ordinance, seconded by King. The motion to amend Ordinance No.
471 was passed with Mathewson and Messmer voting "Nay".
A motion to adopt Ordinance No. 471 as amended, was passed.
Resolution NO. 187 for a Legislative Body Relating to a Deferred
Compensation Plan.
The City Manager gave a brief background on the resolution.
Reagan moved to approve Resolution No. 187, seconded by
Goldstein, passed.
DISCUSSION
Traffic Control
The City Manager gave the background on the traffic control study
up to this date.

Mayor Vall-Spinosa stated that Clyde Hill had made their own
study and their proposal was to have a 4-way stop at N.E. 24th
and 84th Avenue N.E. He then asked Mike Jauhola, Gray & Osborne,
Inc., for his report on the traffic study his firm had made. He
gave his analysis and recommendations for improving traffic flow
and safety on 84th Avenue N.E. He stated that a study was
prepared for the Town of Clyde Hill by Mr. Cottingham,
Transportation Engineer, which addressed traffic improvements
along 84th Avenue N.E. Mr. Cottingham also recommended reducing
the traffic to one lane in each direction and to reduce the speed
limit from 35 m.p.h. to 25 m.p.h.
Mr. Jauhola stated the traffic at that intersection justifies a
traffic light. They both agreed on improvements which would
establish 84th Avenue N.E. as a residential street in keeping
with the nature of the bordering communities.
Nancy Broback, 3223 Evergreen Pt. Rd. and Rebecca Bossart, 8627
N.E. Lake Washington Blvd., voiced their concerns on the increase
of traffic on 84th Avenue N.E.
Lengthy discussion followed.
Mayor Vail-Spinosa requested the Council take some direction as
to what the next steps taken should be.
The Council felt a joint -committee meeting on traffic should be
scheduled between Clyde Hill, Hunts Point, Yarrow Point and
Medina. The Council also requested the City Manager to write up
a proposal with a cover letter inviting them all to attend the
joint -committee meeting.
Franchise Change Request _(TCI)
Mayor Vall-Spinosa requested Council members King and Messmer
meet with a representative from TCI and make a recommendation at
the next Council meeting.
REPORTS
City Manager's Report
The City Manager stated he and the City Manager of Mercer Island
had discussed the boating problems. Mercer Island is in the
process of negotiating with King County for receiving part of the
boat taxes. He stated that if the City of Mercer Island is
successful, he would recommend they use that funding for
additional summer patrol.
The City Manager recommended the purchase of a couple of buoys.
He asked Director of Public Safety, Anglin for his report on the
subject. Anglin stated that State Law gives the City of Medina
jurisdiction over waters on Lake Washington to the mid point
between Medina and neighboring cities or counties.
The Council requested the City to write letters to inform the
tour boats about their concerns about speed and getting to close
to the shore. Also gave their approval to purchase two buoys.
Airplane Noise
The City Manager stated he will be getting involved with Bellevue
and work together on this issue.

NEW BUSINESS
The timeliness of the newsletter was discussed.
Changing the time of the Council meetings from 8:00 P.M. to 7:30
P.M. was agreed upon by the Council. The City .Attorney was
directed to bring back an Ordinance for the next meeting to make
the change.
Claims Warrant
Goldstein moved to accept Claims Warrant 661-791 and 900722,
Mathewson seconded, passed.
AdJournment
Reagan moved to adjourn the meeting 10:50 P.M., second by
Messmer, passed unanimously.
