MINUTES
April 11, 1988

CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 8:00 PM by Mayor Vall-
Spinosa. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Ellis, Goldstein,
Mathewson, Messmer, Reagan and Mayor Vall-
Spinosa
Absent: King
Staff Present: City Manager Dodge, City Clerk
Davis, Director of Public Safety Anglin and City
Attorney Wines
MINUTES OF PREVIOUS MEETING:
Messmer moved to approve the minutes of March 14,
1988 as presented, seconded by Goldstein, passed.
DISCUSSION
Audience Participation
Dale Dier, 1605 73rd NE, voiced his concerns about boats of all
— kinds, speeding and traveling too close to shore. He said the
number of boats has increased and wanted to know what could be
done to solve this problem. Discussion followed.
Mayor Vall-Spinosa suggested that Dr. Dier and the City Manager
get together to work out a solution to this problem.
Gerard Kern, 2402 80th NE, asked about Medina's 10 yr. street
plan. The City Manager explained what was proposed in the 1988
Street and Storm Construction Schedule. Mr. Kern wanted to make
sure the City was aware that they wanted a sidewalk on 80th Ave.
and that the property owners were willing to pay for this
improvement when the street work was done.
Ordinance NO. 471
Relating to right-of-way maintenance and tree removal.
The City Manager gave a brief review of the ordinance.
Discussion followed.
Dr. Irving Stern, 247 84th NE, had some input on the ordinance.
He felt strongly that neighbors should try to settle their
differences on tree cutting before coming to the City.
Joel Haggard, attorney, 2426 Financial Center, Seattle was
present. He reiterated that he would be available to assist in
any way he could on the tree ordinance.
Discussion followed.
Mayor Vall-Spinosa requested the City Manager have available, at
the May Council Meeting, the original tree ordinance and the new
tree ordinance in final form. Agreed by the Councilmembers.

Public Disclosure Reports
The City Manager reminded the Council that April 15th was the
deadline for their Public Disclosure Forms to be submitted.
Street Improvements - _1988
The City Manager reviewed the street improvements that he would
like to have overlaid this summer. They will be going out for
-- bids.

Accepted as submitted.
Financial Report
Accepted as submitted.
OTHER BUSINESS
New Business
Mayor Vall-Spinosa reported on the traffic meeting, March 16th,
at Clyde Hill City Hall. He stated the primary consideration at
this point is a "test" 4-way blinking light at 24th & 84th. He
informed them Medina would consider that test only after one of
Clyde Hill's representatives had a complete discussion on this
issue with Medina Councilmembers. To date, the City has been
unsuccessful in getting in contact with the engineer to schedule
a meeting.
After some discussion, the City Manager stated there is another
meeting on traffic scheduled at the Tukwila City Hall. It is a
King County City Officials Meeting, Wed. April 20th, 10:00 AM.
Councilmembers are encouraged to attend.
Claim Warrants
Goldstein moved to adopt Claims Warrant #466-660, and 99211,
seconded by Mathewson, passed.
Park Board Liaison
Reagan accepted the position as liaison to the Park Board.
Executive Session
Messmer moved to adjourn the regular meeting to Executive Session
at 9:40 PM. Seconded by Goldstein, carried.
Executive meeting returned to regular session at 10:00 PM.
Adjournment
Meeting was adjourned at 10:01 PM.

CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 8:00 PM by Mayor
Vall-Spinosa. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Ellis, Goldstein,
King, Mathewson, Messmer and Mayor Vall-Spinosa
Absent: Reagan
Staff Present: City Manager Dodge, City Clerk
Davis, Attorney Wines and Building Official

MINUTES OF PREVIOUS MEETING:
Messmer moved to approve the minutes of February
8, 1988 as presented, seconded by Ellis, passed.
ACTION
Proclamation
Mayor Vall-Spinosa signed the proclamation in recognition of the
"Eastside", proclaiming April 10th through April 16th, 1988 as
"Eastside Pride Week" in the City of Medina. He also urged all
residents of our City to become involved in this event.
Resolution No. 186
Messmer moved to adopt Resolution No. 186 to approve seeking
amendments to the Interlocal Agreement creating the Washington
Cities Insurance Authority, seconded by King, passed.
DISCUSSION
Audience Participation
Members of the newly formed local residents' group called CATNAP,
"Citizens Against Traffic, Noise and Pollution" were present.
The following members voiced their concerns:

Mayor Vall-Spinosa referred to his letter that was sent to a
number of the residents thanking them for their concerns and
encouraging them to attend the Traffic Committee meeting
Wednesday, March 16, 1988, 7:30 PM at Hunts Point Town Hall.
Right -of -Way Use and Maintenance
The City Manager outlined policies the Council wanted implemented
along with the list of issues on right-of-way that was discussed
at last month's meeting.

Mr. Joel Haggard, attorney, was present on behalf of his client,
Richard Willard, who is very concerned about this subject. A
letter from Mr. Haggard was enclosed in the Council packet in
reference to tree maintenance. He has had experience in drawing
up an ordinance on trees and stated he was available to assist in
any way he could.
After discussion, the Council asked the City Manager to come back
with an ordinance covering trees in the rights -of -way at the next
Council meeting.
Appointment to Committees
Mayor Vail-Spinosa asked the Council for recommendations and
names for the upcoming vacancy on the Park Board.
Funding Appropriation_for Completion of City Hall
The City Manager brought the Council up to date on the City Hall
project and stated it was near completion. The contract for
construction has been close to the bid amount. There were a few
unexpected costs that were a result of poor maintenance over the
years. Utility cables were required to go underground which was
more costly.
Building Official Lowell Erickson summarized the project and was
quite pleased with the progress the contractor has made.
The City Manager stated he would need an ordinance to
reappropriate funds for the completion of City Hall.
REPORTS
City Manager's Report
AWC Conference
The City Manager reminded the Council of the AWC Conference, June
28th through July 1st.
Solid Waste Meeting
The Council was encouraged to attend the joint meeting on Solid
Waste, Monday, March 28, 7:30 PM at Clyde Hill Town Hall.
Church Banners
Mrs. Christine Linden, 2011 Evergreen Point Road, wrote a letter
to the Council in concern of the Church's banner. She felt it
was out of character. Many phone calls were also received by the
residents.
The City Manager wanted some direction as to whether a policy
regarding banners should be established.

OTHER BUSINESS
Medina Park
The growing number of birds and ducks in the park were discussed.

Suburban Cities
Mayor Vail-Spinosa encouraged the Council to attend the Suburban
Cities meetings whenever possible.
Claims Warrant
Goldstein moved to approve Claims Warrant 277-465, seconded by
Messmer, carried.
Adjournment
Mathewson moved to adjourn the meeting at 10:45 PM, seconded by
King, carried unanimously.
