HomeMy WebLinkAbout02-08-1988 - MinutesMEDINA CITY COUNCIL REGULAR MEETING MINUTES February 8, 1988 Medina Elementary School 8:00 PM 1000 80th St. NE CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 8:00 PM by Mayor Vall- Spinosa. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Ellis, Goldstein, Mathewson, Messmer, Reagan, and Mayor Vall-Spinosa. Absent: King Staff Present: City Manager Dodge, City Clerk Davis, Director of Public Safety Anglin, City Attorney Wines and Planning Consultant Burke. MINUTES OF PREVIOUS MEETING: Messmer moved to approve the minutes of Jan. 11, 1988 as presented, seconded by Goldstein, passed. PRESENTATION Mayor Vall-Spinosa introduced the Honorable Judge Gains of Bellevue Municipal Court. Judge Gains made a short presentation regarding improvements to District Court that have benefited the City. He felt Medina and Bellevue had a good working relationship. Judge Gains encouraged any questions the audience may have. Discussion followed. DISCUSSION 84th Ave. Traffic Mayor Vall-Spinosa gave some background on the 84th St. traffic and informed the audience that the City has been working on this problem for 2 112 to 3 years with neighboring Cities to little or no avail. Members of the audience who voiced their concerns were: Cathy & Mike Higgins, 8601 NE 12th St. Claudia Kendall, 8410 NE 20th Kristen & Phil O'Reilley, 1617 85th Ave., Clyde Hill Mary Petrie, 2685 84th P1. Ferris Perry, 1323 85th NE Anthony Bossart, 8624 NE Lake WA Blvd. Barre Siebert, 2515 85th Ave. NE Fred Pneumann, 2616 79th NE Their main concerns were: traffic, number of vehicles that travel 84th, speed, safety of joggers, lack of cross walks, and restriping of 84th. City Council Minutes February 8, 1988 Page 2 Former Mayor Bob Lund was introduced to the audience by Mayor Vall-Spinosa. He stated that the first road was built back in 1910. In the late 1960's-1968 it became an urban arterial. 84th was not designed to be a four lane highway. The area has grown and so has the traffic. Mayor Vall-Spinosa displayed a schematic for the audience, designed by the City's Engineering firm from 2 years ago. He explained it was an idea that was pursued at one time. It shows some possibilities that do exist such as an 8 ft. bike lane on the west side with a median strip down the middle. There is a drawing made since then showing 2 lanes going north bound with the curb lane curving off at 21st, 24th, Points Drive to 5520. City Manager Dodge brought the audience up to date on the project and that the City is concerned about this problem and has been working towards a resolution. He will be getting together with a traffic engineer to decide what kind of improvements need to be made to solve a number of issues that impact traffic and a way to reduce that traffic. He emphasized that we are not ignoring the problem and that it will take a substantial amount of money. Reagan encouraged the Clyde Hill residents to encourage their City government to be totally cooperative in this matter. Public hearing was closed. Ellis made a motion to move to the next item on the agenda which was Air Traffic Control, seconded by Reagan, carried unanimously. Air Traffic Control Dr. Rudolph, 1455 Evergreen Point Road, spoke on the increase of jet traffic and noise over Medina in the past year. After doing some investigation as to why the increase of traffic, Dr. Rudolph stated that approximately 10 months ago the FAA made a decision without consulting the Port of Seattle authorities, that all Los Angeles Basin flights, including those to San Diego, taking off to the north eastward over Medina and Clyde Hill rather than westward as it had been previously. This has increased the number of flights over our community by approximately 50 each day. This is in addition to the eastbound flights to Chicago, Denver, etc. He urged the audience if they agreed with him, now was the time to speak up and let their senators and congressmen know their concerns. Dr. Rudolph stated there is a commission and it was important that a member from this community be on that commission. Herb Stevenson, former councilman and retired airline pilot stated there will be some relief in 1989 when the engine on the DC9 and 727 will be changed or replaced. Earl Johnson, 8711 Ridge Road, agreed that the residents of Medina should get more organized. Messmer moved to authorize the Mayor to sign letters on behalf of the City to the FAA and the Noise Abatement Office voicing the City's interest and concern about this problem. Ellis seconded, passed. Reagan moved to appoint Dr. Rudolph a member of the Commission, Goldstein seconded, passed. Dr. Rudolph accepted graciously. City Council Minutes February 8, 1988 Page 3 DISCUSSION Shoreline Development Report - Planning Commission Burke Burke reviewed his report on setbacks from shoreline in comparison to other communities. His conclusions were: 1. That nearly three quarters of all lots would be effected by a 50 ft. setback from the shoreline. 2. Over 87% of the lots which are built to the 30 ft. setback and all of the nonconforming lots are in the R-20 or R-16 zone. 3. Most of the existing single lots with houses could conform to the 50 ft. setback if rebuilt. 4. The high bank areas may create situations where the 50 ft. setback would create a hardship in building a home. His recommendations were: 1. Take setback language out of Section 5-1.54 (bulkheads) and place it in each of the zones with a new section on shoreline setbacks. 2. Revise the shoreline setback regulations as follows: R-30 _- 50 ft. setback R-20 - 50 ft. setback with a provision that in high bank situations an exception, but not less than 30 ft., may be made either through a variance procedure or at the time a high bank density exception is approved. R-16 - 30 ft. setback minimum with string line provision to conform to average of adjacent houses. Alternative for R-20 and R-16 - Identify specific shore- lines where a number of lots/houses exist which, due to smaller size or high bank circumstances, it is logical to allow a 30 ft. setback. Discussion followed. Messmer moved that this item be referred to the Planning Commission with the indication that we feel it is an important one and should be considered, but we are not endorsing Mr. Burke's recommendations. Seconded by Reagan, passed. REPORTS City Manager Maintenance and tree removal in the City street right-of-way. The City Manager reviewed alternative policies for right-of-way use and control. The City Council discussed one they thought would be appropriate. After considerable discussion, the Council asked the City Manager to bring back a report on their discussion so they could finalize any recommended changes. Workshop City Manager Dodge reminded the Council that the Council workshop has been scheduled for Saturday, April 30th. Adjournment The meeting was adjourned at 11:05 PM.
