HomeMy WebLinkAbout01-11-1988 - MinutesJanuary 11, 1988 8:00 PM CALL TO ORDER: ROLL CALL: MEDINA CITY COUNCIL REGULAR MEETING MINUTES Medina Elementary School 1000 80th St. NE The regular meeting of the Medina City Council was called to order at 8:00 PM by Mayor King. The meeting was tape recorded. Present: Councilmembers Ellis, Goldstein, King, Mathewson, Messmer, Reagan and Vall-Spinosa Staff Present: City Manager Dodge, City Clerk Davis, Director of Public Safety Anglin and City Attorney Wines MINUTES OF PREVIOUS MEETING: Correction: second to last para., first line "additional" changed to "more" tax revenue, and "tan"changed to "than" was anticipated. King moved to accept the Dec. 7th, 1987 minutes as corrected and the December 14th, 1987 minutes as written, Reagan seconded, passed. Swearing in of Newly Elected Councilmembers The City Clerk gave the oath of office to Leland Ellis, Miriam Goldstein and Mark Mathewson. Vote for Mayor Nominations were called for Mayor. Reagan nominated King, Goldstein nominated Vall-Spinosa. There being no further nominations, nominations were closed. Vall-Spinosa was elected Mayor by majority vote. Vote for Mayor Pro-Tempore Nominations were opened. Goldstein nominated Messmer. There being no further nominations, nominations were closed and Messmer was elected Mayor Pro-Tempore unanimously. ACTION Approval of Ordinances City Attorney Wines stated after reviewing each of the ordinances, he prepared an ordinance repealing most of the ordinances that are no longer in effect in preparation of the City's new code Ordinance No. 469 - An Ordinance repealing ordinances and sections of ordinances which have been superseded or are obsolete. King moved to adopt Ordinance No. 469 as presented, seconded by Reagan, passed unanimously. Ordinance No. 460 - An Ordinance amending Ordinance Number 3, Section 1 dealing with special council meetings. King moved to adopt Ordinance No. 460, as received, Messmer seconded, passed unanimously. Ordinance No. 461 - An Ordinance amending Ordinance Number 6, Section 5 relating to authority for granting variances. King moved to adopt Ordinance No. 461, Ellis seconded. Discussion followed Messmer moved to delete section 1, seconded by Reagan, passed as amended. King opposed. Messmer requested a copy of Ordinance No. 461 be sent to the Board of Adjustment. Ordinance No. 462 - An Ordinance amending Ordinance Number 185, Section 2 providing for levies for the local improvement guarantee fund. Reagan moved to approve Ordinance No. 462 as presented, Messmer seconded and passed unanimously. Ordinance No. 463 - An Ordinance amending ordinance Number 267, Section 10-6.04(m) defining a dependent child. Reagan moved to adopt ordinance No. 463 as presented, seconded by Messmer, passed unanimously. Ordinance No. 470 - An Ordinance adopting by reference portions of R.C.W. 9A.20.021 in its current form and providing for future adoption by reference of amendments thereto. King moved to adopt Ordinance No. 470, Reagan seconded, passed unanimously. Ordinance No. 467 - An Ordinance establishing penalties for violation of ordinances of the City Of Medina which do not set forth specific punishments. Messmer moved to adopt Ordinance No. 467 with corrections as noted, seconded by King, passed unanimously. Ordinance No. 468 - An Ordinance establishing definitions and general provisions to be applied to all ordinances of the City of Medina. Reagan moved for adoption of Ordinance No. 468, seconded by Goldstein, passed unanimously. DISCUSSION Audience Participation Art Dietrich questioned authorization of the City to use Medina mailing address instead of Bellevue. It was explained that the City had been trying to get the Bellevue Post Office to grant their request. Councilmember Mathewson received a letter from the Post Office in answer to his request that the City can use Medina with a 98004 zip code. King reviewed the Council's accomplishments for the few years: Hiring a new City Manager Rewording of the Comprehensive Plan Major review of City Land Use Ordinances Long term Equitable Fire Service Contract Negotiated drainage settlement involving the Country Club Successfully diverted City's financial difficulties Purchase Computer System Bonding for City Hall Remodel Park improvements and drainage Other Capital Projects: Stan Taylor drainage line 82nd Ave. storm line Ruth Hyatt drainage line NE 10th St. Overlake Dr. W. storm drainage line 80th St. Medina Park drain line 32nd St. NE to Lake Washington King thanked the Council for allowing him the privilege of serving the City as Mayor for the past two years. In addition to all the accomplishments he stated that we need to improve communications and emphasize our leadership and take responsibility for our accomplishments. King thanked the Council again. Messmer added long range planning to that list and congratulated the City Manager and Councilmember King for a job well done. Reagan commented on the City Manager hiring a Public Works Supervisor in order to save the City money. After a comparison of figures paid to our engineering consultants in the years 1986 and 1987, the City saved approximately $50,000 in 1987 in consultant fees. Reagan complimented the City Manager on this decision. REPORTS City Manager's Report City Manager Dodge recommended that the Council attend a 6 hour workshop. Director of Public Safety's Report Accepted as presented. Financial Report Accepted as presented. NEW BUSINESS Claims Warrant Goldstein made a motion to approve claims warrant 3880-3993 and 101-152, approved as presented, Mathewson seconded, carried unanimously. King encouraged the Council to attend the Suburban Cities meeting. Executive Session King moved to go into Executive Session at 9:50 PM, Reagan seconded, carried unanimously.
