REGULAR MEETING

November 9, 1987 Medina City Hall

CALL TO ORDER: The regular meeting of the Medina City Council was called
to order at 8:00 PM by Mayor King. The meeting was tape
recorded.
ROLL CALL: Present: Councilmembers Dietrich, Goldstein, Messmer,
Reagan, Vall-Spinosa, Yoler and Mayor King.
Staff Present: City Manager Dodge, City Clerk Davis,
Director of Public Safety Anglin, Public Works Superintendent
Hammerquist, City Attorney Wines, Planning Consultant Burke.
MINUTES OF PREVIOUS MEETING:
Dietrich moved to approve the minutes of October 12, 1987
as presented, Yoler seconded, passed.
Messmer recommended to amend the October 20, 1987 special
meeting minutes, paragraph 3, to read Vall-Spinosa made a
motion "to accept the City Hall remodel bid and selected
alternatives as presented by the City Manager". Reagan
seconded, passed.
Dietrich moved to approve the minutes as corrected, Yoler
seconded, passed.
Mayor King introduced State Representative Roy Ferguson. Senator Ferguson stated
the issues that are being discussed in Olympia at this time are tax reform and tax
structure, education, local government, reorganization of Metro, Marine Patrol, etc.
There was a question and answer session.
Public Hearin
1988 Budget
Dietrich proposed going through the budget by the key items.
Audience participation was encouraged. Hearing none, the public hearing was closed.
Budget Review
The City Manager read his budget message. The main issues identified were; remodel-
ing City Hall, street overlays and storm drainage.
The City Manager explained that there is not alot of differences in the Budget from
1987. The revenues from Sales Tax Equalization will be less because of an increase in
1987 sales tax. However, cash carryover was greater than anticipated.
Councilmember Reagan asked if the City had to use the 1.06% tax adjustment. It was
explained that the City did not have to levy any property tax, it is only allowed
up to a certain level. The City Manager explained that the tax level increase of
$.90 per $1000 of assessed value authorized by the voter for 1987 was substantially
reduced from what staff felt was needed for a street program.
Councilmember Reagan stated that any additional revenue available should be trans-
ferred to the street fund.
The City Manager explained that some budget changes will be recommended because of
some unexpected revenues.
View Protection
City Planning Consultant Burke, made reference to his memo on regulations controlling
setbacks from Lake Washington Shoreline. He had not received all the information
needed to make a recommendation at this time and would like to submit his report at

next month's Council meeting.
Special Meetin4 Date
Council set Monday, December 7th, 7:00 PM as the.date for adoption of the 1988
Budget.
ACTION
License for construction of rockery in the City right-of-way Everil & Vesta Loyd,
414 Upland Road.
Plans were submitted by Bill Williamson/Robert Chittock Architect, 5252 University
Way NE, Seattle, representing the Loyds. Mr. Williamson reviewed the plans and
reasons for the extension of the rockery. Mayor King stated that every effort
be made to match the existing rock. The City Attorney will draw up the license
after all the requirements have been met and approved by the City.
Reagan moved to approve the license to construct the rockery in the City right-of-way
meeting all the conditions set forth by the City, seconded by Vall-Spinosa, passed.
Ordinance No. 464 - Levying Taxes for 1988 - Dietrich moved to adopt Ordinance No.
464 seconded by Val]-Spinosa, passed.
Discussion followed with the City Manager prioritizing the projects to be completed
throughout the year.
Ordinance Updatinq Code for Codification
Mayor King asked City Attorney Wines to furnish the Council with a packet of all the
ordinances for the December meeting. This ordinance was tabled.
Approval of Medina Park and Draina e Projects
Superintendent of Public Works Hammerquist gave his report on the projects.
1987 Storm Drainage Project
The project started on September 21, 1987 with a completion date of October 9, 1987
by Gary Merlino Construction Co. The engineer's estimate was $61,200, final cost was
$60,940.
The project actually consisted of three separate small projects, 400 feet of 12 fret
pipe at Overlake Dr. W and Evergreen Point Rd., 300 ft. of 15" pipe from 80th
Ave. NE into the lower Medina Park Pond and 300 Feet of 24" pipe from 32nd Ave. NE
and 80th Ave. NE into Fairweather Bay.
Messmer moved the acceptance of the Storm Drainage Project as submitted, Dietrich
seconded, passed.
Medina Park Ponds Protect
The project was started on August 26, 1987 and completed on October 8, 1987 by
General Power Corporation of Seattle. The engineer's estimate was $73,550, final
cost was $81,908.
During the course of construction, it was determined that there had not been enough
soil stockpiled to adequately cover all of the dredged unsuitable matter that had
been removed from the ponds. Consequently, a contract change order was negotiated
for $11,876 to haul, spread, rototill in the sawdust and fertilizer and spread
additional grass seed.
Dietrich moved the acceptance of Medina Park Pond Project as submitted, seconded
by Yoler, passed unanimously.
Ordinance No. 465 - Long Term Agreement with King County on Solid Waste.
Messmer moved to adopt Ordinance No. 465 seconded by Goldstein, passed.

Adjournment
Messmer moved to adjourn the meeting at 10:50 PM, seconded by Goldstein, passed
unanimously.
