The regular meeting of Medina
City Council was called to order at
8:00 p.m. by Mayor King. The
meeting was tape recorded.

MINUTES OF PREVIOUS
MEETING:
Amendments to minutes are as follows: First page, third paragraph,
third line, "ban" should be "band" together. Fourth paragraph,
Mr. Dodge questioned" should read "asked" second line "airport"
should read "Boeing Field". Under the heading "Revised Planning
Permit Fees" first line "comparitive" costs, corrected to read
comparative . Third page, heading "Vacation" on the Planning F
Commission, changed to read "Vacation".
Messmer moved to adopt the minutes of June 8, 1987 with the above
five corrections, seconded by Reagan, passed.
ACTION
Revising Planning Fees
Mr. Dodge reviewed the fee schedule and turned the discussion over to Mr. Bob Burke,
Planning Consultant. Mr. Burke explained he recommended the rye Planning fee schedule-'
based on time spent and cost incurred by consultant and staff.
Discussion followed. The Council felt the tree trimming fee should remain at $20.
The City Manager then recommended reducing the tree trimming cost as proposed from
$100 to $20.
Vall-Spinosa moved to approve the revised fee schedule as presented with the exception
of the tree trimming fee remaining at $20, seconded by Reagan.
Dietrich made a proposal to keep the variance at $100 plus $50 for each additional
item. Yoler seconded. Amendment did not pass for a lack of a majority.
The motion on the floor passed. Dietrich opposed it.
Medina Park Project Bid
The City Manager received bids from four contractors for dredging Medina Park. The
low bidder was General Power Corp., 8520 14th Avenue N.E., Seattle, with a bid of
$69,173. The City Manager recommended the Council approve the low bidder.
City Engineer, Bob Hastings, reviewed the background and qualifications of General
Power Copr. Mr. Hastings verified General Power Corp.'s qualifications and was
highly recommended. He felt very confident the project will be completed within
budget. If the contract is awarded, the contract will be sent to the contractor the
following day. In accordance with the specifications, the contractor has 10 days to
return the contract to the City Engineer's office for their review; then forwarded to
the City Attorney for review, and returned to the City for signatures.
Once the City executes the contract and the City Engineer authorizes them to proceed,
the contractor has 10 days from that day to begin the project.
Messmer moved to accept the bid for General Power Corp. to perform the contract on
Medina Park Ponds, seconded by Vall-Spinosa, passed unanimously.

Approval of Participation in County Voters Pamphlet

The City Manager explained the procedure for participation in the County Voters
Pamphlet.
Messmer moved to authorize the City Manager to enter into an agreement for participation
in the County Voters Pamphlet, Vall-Spinosa seconded.
Messmer amended his motion to add a provision that the authorization is based on the
understanding that the agreement is a one-year commitment, seconded by Vall-Spinosa,
passed unanimously.
Ordinance No. 452 - Annexation
City Attorney Wines updated the Council on the Boundary Review Board's decision.
The Boundary Review Board signed a waiver, which they are authorized to do, because
of the small area being annexed.
Vall-Spinosa moved to adopt Ordinance No. 452 as submitted, Dietrich seconded,
passed unanimously.
DISCUSSION
The following residents spoke on many issues regarding the construction on N.E. loth
Street and their dissatisfaction.
John Galando, 8417 N.E. loth Mark Holland, 8420 N.E. loth
Vance W. Mylroie, 8416 N.E. loth J. Carlton, 1010 84th N.E.
Mayor King informed the audience that the construction on N.E. loth St. was partly
for safety reasons.
They include: Hazardous road conditions in winter time, visability, and the safety of
children going to school. Bus routes or traffic designation changes have never been
discussed. It will remain a 2-lane residential street. Mayor King also stated the
N.E. loth Street project will be a discussion item on next month's agenda at the regular
City Council meeting.
Removal of dangerous trees in the City's right-of-w
The City Manager referred to his report which was included in the Council packet. He
received an opinion by one of the legal counsels for the Municipal Research and Services
Center of the Association of Washington Cities. The report indicated that the RCW pro-
vided that the maintenance and removal of dead and dangerous hazards in the right-of-
way can be the responsibility of the property owner. The City can take care of the
situation and then recover the cost.
The City Manager proposed that he and the City Attorney review present ordinance and
prepare a more viable ordinance. He recommended the ordinance require: 1) property
owner should maintain right-of-way; 2) trim back hedges and other vegetation that
impedes pedestrian access and vehicle sight clearance; 3) remove dangerous trees,
grass, weeds, bushes, etc., that are a hazard to public safety.
The Council recommended the City Manager and City Attorney submit an ordinance in-
cluding the above recommendations.
Maple trees on 7th & 86th Street
Messmer reported on the maple trees on 7th & 86th Streets. After more discussion,
Messmer recommended the City find that these trees are unique.
Carol Rivkin, 8425 N.E. 7th, voiced concern for a particular tree in front of her
house. She secured an opinion from a tree expert who agreed that the tree trunk is
rotted on the inside and should be topped or removed.
Tony Caruso, 2235 79th, questionedthe reason for a permit to cut trees in the right-
of-way.

Messmer moved that the City voluntarily pay up to $250 of the cost to remove
threatening limbs from Carol Rivkin's property.
Messmer also moved the proposed ordinance include consideration to: 1) allow groups
of property owners to collectively file a request for tree trimming, 2) a procedure
that could be used to designate trees having special significance that will put them
in a different category. Vall-Spinosa seconded. Motion was opposed by a 4-2 vote.
Vall-Spinosa moved to change the order of the agenda. Item 2 to be changed with
item 6. Messmer seconded, passed.
Traffic route change on 83rd Ave. N.E.
The City Manager recommended that an ordinance be presented to the City Council for
adoption making 83rd Ave. N.E. between N.E. 8th and 84th Ave. N.E., a one-way street.
Discussion followed.
John Galando, 8417 N.E. loth, spoke in favor of the proposal and asked Council to
consider a designated cross walk with a stop sign at 84th.
The City Manager will send a letter to each of the residents on 84th to inform them
of the intent of making 83rd Ave. N.E. a one-way street. After some discussion,
Mayor King said the consensus of the Council was to ask the City Manager to come back
with an ordinance making 83rd Ave. N.E between N.E. 8th and 84th Ave. N.E. a one-way
street, also incorporate a walk path joining up with loth St. for the safety of children
walking to school.
Neighborhood and Block Density
The Planning Consultant reported the Planning Commission's recommendation to eliminate
the neighborhood and block density exceptions to the Code (Chapter 5-8).
Conditional Use Permits & Recreational Facilities
The present ordinance combines the two procedures. The Planning Commission recommends
deleting requirements for a Conditional Use Permit for recreational facilities, spas,
hot tubs, basketball hoops, etc., providing code requirements are met. Conditional
Use Permits will be restricted to the larger sports courts, swimming pools, etc.
Mayor King stated this will be a discussion item for the August meeting.
Recreational Vehicles Parking Regulations
The City Manager recommended no change to the existing ordinance at this time
agreed.
Library Reimbursement Program
City Manager reported to date, we have reimbursed $3,500 to residents.
The City Manager recommended a budget retreat with Council in September.

Council
AWC Conference
Councilmembers Goldstein, Yoler, Reagan, and City Manager Dodge attended. They all
agreed it was an excellent conference.
NEW BUSINESS
Vacancy on Planning Commission
The vacancy on the Planning Commission was filled by Dewey Taylor who was highly
recommended by Councilmember Messmer. He reviewed Mr. Taylor's background and stated
that he is well qualified to serve on the Planning Commission. The City Council
confirmed the Mayor's appointment of Mr. Taylor to the Planning Commission.

OLD BUSINESS
Joint Council Meetin
Mayor King reported he had met with the mayors from the three communities. The main
topics were drainage and communication.
Issues to be discussed at the September/October meeting are: 1) duplicate police
services, 2) share engineering technician capabilities, 3) equipment.
Suburban Cities Meetin
Mayor King encouraged the participation of the Council at the Suburban Cities
meeting.
OTHER BUSINESS
Computers
Councilmembers Messmer and Dietrich reported they have narrowed the selection to
three systems. The City Manager is looking into the Burrough system.
Aircraft Overflight
The Council recommended the City Manager write a letter to the Joint Committee on
Aircraft Flights ackowledging the improvement in the reduction of flight noise over
Medina, however, additional noise abatement is necessary.
CLAIM WARRANTS
Goldstein moved to approve claims warrant No. 3003 - 3162 as presented, seconded by
Vall-Spinosa, passed unanimously.
