Road ------------------------------------------------------------------------------ CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 8:15 p.m. by Dietrich, Mayor pro tem. The meeting was tape recorded. ROLL CALL: Present: Councilpersons Goldstein, Messmer, Vall-Spinosa, Yoler, and Dietrich, Mayor pro tem. Absent: Reagan and Mayor King. Staff present: City Manager Dodge, City Clerk Davis, Director of Public Safety Anglin and City Attorney Wines. MINUTES OF PREVIOUS MEETING: The following corrections/changes were noted: first paragraph, third line, "Evergreen Point Road," should read: "Evergreen Point Bridge." Second paragraph, second line, "Out of 82,000 people," should read "Out of those who responded." With these two corrections, Messmer moved to adopt the minutes of November 10, 1986, seconded by Vall-Spinosa. Motion carried. Anglin was asked for his report on the Park and Ride recommendation. He explained that an ordinance had been drawn up by City Attorney Wines, designating areas within the City for permit parking only. Discussion on permits followed. Anglin said he had the police officers deliver to each house on the streets affected by this parking problem, to comment and give some input on the matter. He received only 4 telephone calls in response. Jim Hickey, 2608 79th was present. He said the parking in front of his house is very serious and that he is quite concerned about a solution and is in favor of parking permits. Vall-Spinosa felt we should have a paragraph in the newsletter explaining to the residents what the City is planning to do regarding permits. The Council agreed to postpone the adoption of the ordinance until the January meeting. 1987 Budget City Manager Dodge explained his proposed changes and adjustments in salary ranges. After further discussion, Dodge said, "If you agree to these changes and agree with the budget, you adopt it by the ordinance." Messmer asked about the Library contract. Dodge explained that he notified the Library in October that we were cancelling our contract for 1987, but left option open that we may change our minds later. That had to be done, otherwise the contract automatically went into effect another year. The way the budget reads, we will not have a contract with the King County Library Services in 1987. Val]-Spinosa made a motion to adopt Ordinance No. 439 as proposed, seconded by Yoler, carried. Dietrich voted aye. Resolution No. 182 authorizing the City to participate in WCIA Workman's Compensation Retro Plan. City Manager Dodge explained the resolution. Messmer moved the adoption of Resolution 182, seconded by Vall-Spinosa, motion carried. City Council Minutes, December 8, 1986 Page 2 Agreement with King County on Filing Fees Anglin gave a report on the agreement. He recommended the Council approve it. Messmer made a motion to authorize the City Manager to execute the filing fee agreement, seconded by Yoler. Motion carried. Proclamation - National Drunk and Drugged Driver Awareness Week. Anglin explained that it was a state-wide program. He said he would participate in a press information gathering of all the police agencies in the greater King County area at the State Patrol Office. Each city will be represented and they will begin their DWI emphasis program for the holidays. Mayor pro tem Dietrich indicated that Mayor King would like to sign the Proclamation. Messmer made a motion to authorize Mayor King to sign this Proclamation, Yoler seconded, motion carried. Right -of -Way License Mr. and Mrs. Bossart, 3311 78th P1. N.E. have applied for a Right -of -Way Permit to replace a retaining wall and steps protruding into the City right-of-way. Mr. Bossart was present on behalf of his application. Dodge explained that Mr. Bossart was replacing his driveway and putting in a retaining wall and replacing his steps. It is in the City right-of-way which it was before. It is just a technicality that he needs to get permission from the City Council to do this. Dodge did inspect it and there is no greater infringement now than there was before. It is just that the ordinance requires this. Vall-Spinosa moved to approve Mr. Bossart's license for the retaining wall and steps in the City right-of-way. Seconded by Messmer, motion carried. REPORTS City Manager's Report - accepted as submitted. Director of Public Safety's Report - accepted as submitted. Financial Report - Dodge explained the slight change in the format of the report. Accepted as submitted. Dietrich informed the Council that David McGrath, Planning Commission Chairman, submitted his resignation as of January 1, 1987. Mayor King has accepted his resignation with regret. Dietrich also said it would be appreciated if the Council could submit some names of people who would be interested in serving on the Planning Commission. NEW BUSINESS Cable T.V. Franchise City Attorney Wines explained the fee change in the City of Medina will not go into affect until February which will have given us 90 days to make a determination as to whether the Council wishes to review the fees or not. There appears to be two changes that do not go along with the basic services requirement of our Franchise Ordinance. Our Franchise Ordinance requires that they provide all VHF stations originating in Seattle, Tacoma, and Bellingham. Mayor City Council Minutes, December 8, 1986 Page Three King was under the impression that they were eliminating a Bellingham station, Channel 12. According to Mr. Speck, General Manager, they are not dropping Channel 12. They are definitely dropping a PVS station from Tacoma which duplicates Channel 9. They are replacing that channel with Channel 28 which will provide exciting and innovative programming to the City. Mr. Speck indicated that it would be very difficult and expensive to provide different programming to the City of Medina than to other areas. He also welcomed the opportunity to discuss and/or meet with the Council as a whole or with any individual Councilpersons about their selections of programming. The Council recommended it be put on the agenda for January. Messmer reviewed the Claims Warrants 4799-4897 and they appeared to be in order. He moved that they be approved, seconded by Vall-Spinosa.
