Rd. ----------------------------------------------------------------------------------- CALL TO ORDER: The regular meeting of the Medina City Council was called to order by Mayor King. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Dietrich, Goldstein, Messmer, Reagan, Yoler, and Mayor King. Absent: Vall-Spinosa. Staff Present: City Manager Dodge, City Attorney Wines, Planner Consultant Burke, and City Clerk Wyatt MINUTES OF PREVIOUS MEETING: Dietrich moved to accept the July 14, 1986 minutes as written, seconded by Messmer, motion carried. PUBLIC HEARING PLANNED RESIDENTIAL UNIT DEVELOPMENT - Continued Wilma Edmonds, 7721 N.E. 24th, said she felt the language was too vague. Had two things she asked the Council to give serious consideration to in the PRUD Ordinance: 1) The bonus in R-16 of 20% is excessive -- would like to see zero; 10% is the absolute maximum, and 2) No cluster housing. Would like to do away with PRUD's. Helen Smith, 1407 Evergreen Pt. Rd., endorsed what Wilma Edmonds had said. Sarah Damske suggested that we go back to a 5 acre minimun and not a 2 acre. Newell Bossart said the rules and lot sizes exist -but immediately somebody comes in and asks for a variance. He hoped Council would not allow additional reductions. Myrle Bossart, 3311 78th P1. N.E „ felt that the citizens should be better informed. Wanted a bigger article in the newsletter on the PRUD. James Quinn, Evergreen Pt. Rd., inquired about Planning Commission recommendations. The Mayor announced that the Public Hearing will be continued until the September meeting which will be the final opportunity for public input and comment on the PRUD Ordinance. ACTION MEDINA HEIGHTS STUDY - Recommendations from the Planning Commission Mayor King called for a motion. Messmer moved to take Ordinances No. 425 and No. 426 which were passed earlier this year, No. 425 being the basic ordinance and No. 426 having to do with certain modifications, and the changes I would recommend are these: First with No. 425, that we amend that to provide that in the R-16 Land Use District there would be one lot coverage percentage, namely 25%. That there be one maximum height which would be 27 feet from the lowest point of the original grade at the building's wall to the highest point of the roof proper. And then with respect to No. 426 and substandard lots that we eliminate the ability to reduce sideyard setbacks beyond the 10 foot minimum that applies generally. Secondly, that Ordinance No. 426 states that on a substandard lot that you can reduce the front yard setback from 30 feet to 20 feet and the rear yard from 30 feet to 15 feet and my recommendation is that 22 112 feet would be the smallest front and rear setbacks that would be permissible. The last part of my motion would be that we eliminate the lot coverage bonus for substandard lots that Ordinance No. 426 provides so that 25% coverage is maximum regardless of the size of the lot. Motion seconded by Dietrich. A discussion followed of Ordinance No. 426 operating off of Ordinance No. 425 and the Medina Heights Study Group's recommendations. Reagan said "I would like to speak to the motion regarding Medina Heights. 1) Their recommendation for front and back setbacks, i.e., is 30 feet, not 15, not 20; it's 30. As I understood it, their proposed ordinance was a substitute for Ordinance No. 425 and it does not repeal Ordinance No. 426 as it applies to these lots." Reagan moved to amend Messmer's motion saying everything in his motion stands with the exception that the height be a maximum of 25 feet. Motion died for lack of a second. City Council Minutes, August 11, 1986 Page 2 Messmer moved to reduce the 27 feet to 26 feet. Motion died for lack of a second. Dietrich stated he would second Reagan's motion. The Mayor stated "It has been moved and seconded that we amend Messmer's motion to make a maximum height of 25 feet in lieu of 27 feet. The vote was all ayes except Messmer voted no. Amendment to the motion carried. Dietrich moved to amend Messmer's motion regarding setbacks to be 25 feet minimum front and rear, but retaining the minimum of 10 feet on either side. Reagan seconded, motion carried. Mayor King called for the vote on Messmer's motion as twice amended. Motion carried unanimously. City Attorney Wines will revise the Ordinances and they will be acted on at the September meeting. ORDINANCE NO. 432 - Puget Sound Power and Light Co. Franchise Deferred as still being negotiated. DISCUSSION CITY MANAGER'S FINANCIAL REPORT City Manager Dodge gave his financial report. (On file with City Clerk) CITY MANAGER'S REPORT Dodge presented his report. Council agreed to set October 27th as a working session on the budget. POLICE CHIEF'S REPORT Chief Anglin was present on behalf of his report. CITY TREASURER'S REPORT Accepted as presented. OTHER BUSINESS APPOINTMENT TO DESIGN BOARD The Council approved Mayor King's appointment of Edward LaBelle to the Design Board. 82ND AVE. N.E. City Engineer Mike Jauhola recommended approval of 82nd Ave. N.E. Discussion of requesting better compation around the catchbasins followed. Dietrich moved approval subject to conditions outlined. Yoler seconded, motion carried. CLAIMS WARRANTS Goldstein recommended approval of Warrants #4326 through #4440, Yoler seconded, motion carried. EXECUTIVE SESSION Reagan moved to adjourn to Executive Session at 10:40 p.m., seconded by Messmer, motion carried. Appeal on Bellevue Place was discussed with City Attorney.
