THE CITY COUNCIL
February 10, 1986

CALL TO ORDER: Mayor King presiding, the regular meeting was called to order at
8:00 p.m. in the Council Chambers of the Medina City Hall. The
meeting was tape recorded.
ROLL CALL: Councilmembers Dietrich, Goldstein, Messmer, Reagan, Vall-Spinosa,
Yoler, and Mayor King were present.
MINUTES OF PREVIOUS MEETING: Messmer moved to approve the January 13, 1986,
.minutes as submitted, Yoler seconded, carried unanimously.
ACTION
ACCEPTANCE OF GROAT POINT ESTATE REPLAT
The City Manager, City Engineer, and City Attorney have checked the replat and
find no reason to delay signing off. When we have accepted the street, a street
sign will be installed and the "No Trespassing" sign removed. Vall-Spinosa
moved to accept the Groat Point Replat, seconded by Reagan, carried unanimously.
ORDINANCE NO. 421 - Establishing a Fee Schedule for Development Permits
Anglin explained that this ordinance is a result of the changes to the fee schedule
that were recommended by our Planning Consultant and brought before the Council
last month. It is basically an attempt to recover our costs. Mayor King called
for a motion, Vall-Spinosa moved to accept Ordinance No. 421, Reagan seconded.
Mayor King started the discussion by recommending that in Section 7 we add the
Building Consultant's name to the other consultants used by the City --these are
listed in two places. Upon inquiry, Wines said that it would be appropriate if
the Building Official were called in for consultation purposes, but not acting
as an inspector. Mayor King moved to amend it to that affect, seconded by Reagan.
After further discussion, it was decided it was not necessary to add the Building
Inspection into Section 6. If the Building Official's fee is included, then it
can be charged back to the homeowner in a separate billing as is presently being
done.
Council discussed Section 8 which was accepted.
In Section 6 Dietrich moved to set the fee for Variances at $75.00, motion died for
lack of a second. After further discussion Reagan moved to amend the fee for
"Variances and Other Applications to the Board of Adjustments" to $100.00, Yoler
seconded, motion carried unanimously. There is another amendment out to add the
words "Building Official" twice in Section 7 as an additional consultant to be
added to that Section, motion carried.
Messmer moved to amend the fee for "Conditional Use Permits" from $150.00 to $100.00,
seconded by Dietrich. Messmer explained that his experience on the Planning Com-
mission lead to the conclusion that most of these were pretty noncontroversial and
logic would dictate a lower fee. Motion carried.
Mayor King called for a vote on Ordinance No. 421 as amended. Motion carried.
REPORT ON STORM DRAINAGE
Interim City Manager Anglin reported that the storm damage in Medina was costly.
The Rambling Lane slide has been cleaned up, and the Overlake Drive slide has
been repaired with ecology blocks. Cost of cleanup and repair has exceeded $22,000.
He described various instances of flooding within the City. According to our in-
surance carrier (PSCIA) nothing would have handled this rain.
Jauhola gave a report on flooding conditions and discussed curves that are used to
measure storms.
The Chair recognized John Maxwell, 8040 N.E. 8th, who stated that the water had
severely damaged his basement. He bought the house in 1974 and had no trouble
until 1979 with water in the basement. For the last 5 years the property has

been under water. He indicated hart of the problem was caused when the channel
was dredged out on the south side of Medina Park.
Mayor King explained that the City has tried to get permission to repair the pipe
but the property owner has denied access. Interim City Manager Anglin said we
have verbal permission now to go in and have applied for a state grant to reroute
the pipe. Mayor King also explained that we have agreed to vote Councilmatic
Bonds.
City Engineer Jauhola reported that they have completed some soil samples and are
in the process of writing the report. He feels we can utilize the soils on site.
They plan to have this project ready to go to bid early this summer. Siltation in
the Medina Park ponds was discussed.
TRAFFIC ON 84TH
Mayor King and Vall-Spinosa have been attending meetings on this problem which is
getting worse and worse. Anglin reported that in the last 6 to 8 months there
has been a 20% increase in traffic on 84th resulting in some tremendous backups
and lines of traffic which have created some unique problems. He has met with
a State Highway Consultant. They are working to see if they can make it a local
access into SR 520 and not a freeway into SR 520. Mayor King has asked Vall-
Spinosa to take the lead in working with Anglin. A Bellevue traffic plan gives 84th
as a Bellevue outlet instead of fixing Bellevue Way. This is not acceptable.
1986 GOAL PLANNING
The Mayor invited members of the audience and particularly Councilmembers to sub-
mit issues for the agenda or ideas for committees they would like to see formed,
and to think about what contributions they could make. He would like to set some
goals for 1986 and start working in that direction.
REPORT ON N.E. 7TH PROJECT
— Anglin reported that Jauhola and he have met with the Brogs who own the property.
They are willing to help buy some of the planting. He said we will be getting some
prices and Mr. Ward will be going ahead on the project. When the plan is complete,
the Brogs are willing to sign away the area of encroachment.
CITY MANAGER'S REPORT
Fairweather Bay Dock
Anglin reported he has bids of $12,600 from waterfront construction firms to re-
build the dock as it was. They recommended some new piling and a new decking
material which is a nonslivering wood. The dock was not covered by insurance. A
discussion followed on whether there will be funds available to repair the dock
and whether the number of people using it warrant the expenditure. After a sug-
gestion that the Park Board should be consulted, Frank Pattison, who was in the
audience, was asked to express his views. He thought that the dock is not well
known but that a lot more people use it than the survey indicated. He said he
thought it should end up in the Park Bond Issue and we could work out something
in the meantime or temporarily block it off. Mayor King would like a written
recommendation from the Park Board. If we need to designate it a park that is
something we can do.
Marine Patrol
Mercer Island's representative, Fred May, introduced HB 1366 which gives the City
of Mercer Island a share of the excise tax on boats. As a result King County is
now coming to Mercer Island saying let's talk. If it did pass, those funds for
the Marine Patrol would reduce our costs substantially.
POLICE CHIEF'S REPORT
Chief Anglin reported we had another good month with very low criminal activity
throughout the community.

APPOINTMENT OF PLANNING COMMISSIONER
Mayor King announced that he would like to appoint Joan W. Griffes to fill the
unexpired term on the Planning Commission. She has attended the meetings and is
up to date on the Proposed Comprehensive Plan. Council concurred.
NEW BUSINESS
Street Lighting - It was noted that many of the street lights are not working.
Anglin said he will talk with management. He understands that they are having
bulb and sensor problems.
Library Contract - The $38,000 contract fee is based on assessed valuation. We
would not be able to withdraw from the system until next year. Jane Seatey,
1255 Evergreen Pt. Rd., asked the Council not to do anything that would lessen
the service. Helen Smith, 1407 Evergreen Pt. Rd., also spoke in favor of the
library service. Both Bellevue and Issaquah have withdrawn from the King County
Library System.
Comprehensive Plan - Most of it was transmitted from the Planning Commission and
there will be a public hearing in March. Mayor King said it is probably one of the
most far-reaching and important pieces of legislation we are likely to deal with and
will have more impact on the community. Vall-Spinosa said that we have a bigger issue
to deal with which is the PRUD Ordinance and we still have the Medina Heights area to
be spoken to. Mayor King advised that this document lays the groundwork of the
character of the City. He recommended that everyone read it -- it's worth reading.
CLAIMS WARRANTS
Warrants #3612 through #3714 were presented for approval. Mayor King asked about
Claims Warrant #3636. This was a payment to a lady in the Park & Ride who punc-
tured the gas tank of her car on a piece of protruding metal. We have the respor=
sibility for maintaining the lot. Yoler inquired whether we really want that lot.
Mayor King asked her if she would like to head a committee to take a look at it --
the one on Evergreen Point Road. She accepted and Reagan offered to give her a
hand. They will explore the possibility of restricted access.
Goldstein moved that the warrants be accepted as presented, King second, motion
carried.
INTRODUCTION OF POLICE LIEUTENANT
Mayor King introduced Lt. Kenneth Hagstrom who has been with the Department for
six years. He was congratulated by the Council. Chief Anglin informed that Phillip
Conrad is now the Senior Patrolman.
EXECUTIVE SESSION
On a motion by Dietrich, seconded by Messmer, and carried unanimously, the
Council adjourned to Executive Session at 9:37 p.m.
Selection of the City Manager was discussed.
On a motion duly made and seconded, the meeting adjourned at 10:54 p.m.
