CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:00 PM by Mayor Dewey Taylor. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Cory, Guyton, Koelemay, Potts, Ross, Scholl and Mayor Taylor MINUTES OF PREVIOUS MEETING: Potts moved to approve the minutes of the December 12, 1994 meeting. Ross seconded the motion, passed unanimously. DISCUSSION SR 520 Proposal Several members of T.R.U.S.T. (Tolls Represent Unfair Taxes) were present to testify against the proposed SR 520 Project. They expressed frustration over their attempts to get information from the WSDOT and asked that the Medina City Council join T.R.U.S.T. and the other Points Communities in jointly opposing the current proposal. The following people spoke against the proposal: Paul Demitriades, 2254 Evergreen Point Rd., Medina Fred McKonkey, 3009 Fairweather Place, Hunts Point David Krull, 2451 78th Pl. NE, Medina Arnold Bear, 3217 Evergreen Point Rd., Medina Dan Becker, 8005 NE 28th, Medina Tom Morgan, 3242 Evergreen Point Rd., Medina Discussion followed. City Attorney Wines was directed by the City Council to excuse himself from the meeting and draft a resolution opposing the Washington State Department of Transportation/Washington Transportation Partners SR 520 Improvement Program. City Attorney Wines returned to the meeting with the draft resolution. The Council reviewed the resolution. Scholl moved to approve Resolution No. 229. Potts seconded the motion, passed unanimously. REPORTS Police Report Accepted as submitted. Page Two City Council Minutes Public Works Report Accepted as submitted. DISCUSSION View Ordinance Continued discussion to identify issues which should be included in a revised view ordinance. City Attorney Wines reviewed a memo dated January 4, 1995 he had sent to the council which identified different issues that he requested guidance on before he proceeded with drafting an ordinance. Discussion followed on the Tiburon and other city view ordinances that are in place and are working in those specified communities. It was decided that City Attorney Wines draft a view ordinance for consideration at the next council meeting. The council requested that the draft ordinance be distributed to them at least a week prior to that meeting in order to provide them with ample time for review. REPORTS (CONTINUED) Financial Report & Claims Scholl moved to approve the December claim warrants #7973-8068 totalling $188,606.92 and payroll warrants 913849-13901 totalling $72,583.30. Seconded by Potts. OTHER BUSINESS Building Department Workshop City Manager Papke announced that in an effort to educate the council and planning commission on the building permit process and city codes which affect it, city staff had recommended that an informal workshop be held. It was decided to conduct a workshop on a date to be announced. Setbacks from the Shoreline (Continued) James Sisley, 3450 Evergreen Point Rd., was present to again express his concerns regarding the zoning designation for his shoreline setback. City Manager Papke stated that city staff would review and would respond to Mr. Sisley's concerns.
