Regular Meeting
MINUTES
January 10, 1994 Medina City Hall
7:00 PM 501 Evergreen Point Rd.
CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Cory.
The meeting was tape recorded.
ROLL CALL: Present: Counc.ilmembers Taylor, Kelly,
Guyton, Ross, Potts, Scholl and Mayor Cory
City Staff Present: City Manager Papke,
City Clerk Batchelor, Public Works Supt. Weigle,
Police Chief Race, City Attorney Wines,
Planner Burke and Building Official Erickson
OATH OF OFFICE:
Dewey Taylor and Grahame Ross were sworn in as Councilmembers
with a term expiration date of December 31, 1997.
ELECTION OF MAYOR AND MAYOR PRO TEM:
Guyton moved to nominate Taylor for Mayor, seconded by Potts,
passed unanimously.
Guyton moved to nominate Kelly for Mayor Pro Tem, seconded by
Ross. Motion failed.
Potts moved to nominate Scholl for Mayor Pro Tem, seconded by
Cory. Motion passed.
MINUTES OF PREVIOUS MEETING:
Cory moved to approve the minutes of the December 13, 1993
meeting, seconded by Potts, passed unanimously.
AUDIENCE PARTICIPATION
Marc Chomos was present to ask that he be allowed the opportunity
to have an informal meeting with members of the Police Department
to discuss enforcement issues in Medina. City Manager Papke
suggested that Mr. Chomos contact Police Chief Joe Race to set up
an appointment.
Wilma Edmonds, 7721 NE 24th, submitted a letter into the record
•regarding unopened 77th, known as the Indian Trail, on the south
side of NE 24th. She also spoke on this issue and outlined her
concerns regarding a berm, lighting, grass and wall that. have
been constructed in the public right of way. She asked that the
City Council require compliance with the variance that was
granted to the Odegards for the work that was done in the public
right of way and ensure that it is in compliance with our• city
ordinances.
Susie Mar-glin, 2617 Evergreen Point Rd., discussed her concerns
regarding signage in Medina. She asked that the Council consider
forming a committee to approve the design of city signs.
Guyton discussed her concerns in regards to the Gates' project.
She especially had concerns in regards to the city allowing the
project to work on the preceding Saturday and Sunday.
Christy Guyton, and Dr. Steve Guyton, 7404 NE 18th St., also were
present to state their concerns over the Gates' project and on
the negative impact they feel it is having on their lives.

Police Report
Accepted as submitted.
ORDINANCES/RESOLUTIONS
Ordinance No. 574 - An Ordinance amending Medina Municipal Code
Chapter 12.28 relating to Tree Preservation and Landscaping
Requirements.
Planning Consultant Burke reviewed the changes that had been made
to Ordinance No. 574 (Tree Preservation and Landscaping
Requirements) and to Ordinance No. 575 (View and Sun Obstruction
and Tree Removal) following the last council review.
The following residents were present to discuss Ord. 574:
Loren Cole, 822E Overlake Dr. W.
Susie Marglin, 2617 Evergreen Point Rd.
Earl Johnson, 8711 NE 4th St.
Wilma Edmonds, 7721 NE 24th St.
Discussion followed.
It was the consensus of the Council to continue the discussion of
this ordinance to the next meeting and in the meantime have the
Planning Consultant •revise the ordinance to include the
recommended changes.
Ordinance No. 575 - An Ordinance relating to View and Sun
Obstruction and Tree Removal.
The following residents were present to discuss Ord. No. 575:
Loren and Sally Cole, 8226 Overlake Dr. W.
Elizabeth Botch, 8730 Overlake Dr. W.
John Swihart, 3615 Evergreen Point Rd.
Susie Marglin, 2617 Evergreen Point Rd.
Discussion followed.
Cory moved to table Ordinance No. 575 until the next meeting,
Kelly seconded the motion. It was tabled unanimously.
NEW BUSINESS
Staff/Council
Discussion on the staff/council communication process. It was
suggested that the City Manager provide a memorandum, to be
included in the weekly Council mail packet, notifying the Council
when extraordinary or peculiar events occur in the City.
Concealed Weapons Permits
Chief Police Joe Race outlined the procedures for the issuance of
concealed weapons permits.
Gates' Project
Considerable discussion followed on the Gates' project and on the
mediation process that is currently underway.
