REGULAR MEETING
MINUTES
December 9, 1991 Medina City Hall
7:00 PM 501 Evergreen Point Rd.
CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Cory.
The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Anderson, Goldstein,
Hull, Langenbach, Mathewson, Zubko and Mayor
Cory
City Staff Present: City Manager Dodge, City
Clerk Davis, Chief of Police Race,
City Attorney Wines, Public Works Super.
Beauclair and City Engineer Hill
MINUTES OF PREVIOUS MEETING:
Langenbach moved to approve the minutes of November 11, 1991,
seconded by Mathewson.
Langenbach moved to amend page 1, last para. Add "The Council
agreed that the request should be withdrawn." Page 2, under Non
Agenda Items, second para. add "and presented a letter to the
City Council outlining her observations."
Langenbach moved to approve the minutes of November 11, 1991 as
amended, seconded by Mathewson, passed.
November 19th Minutes
Langenbach moved to approve the minutes of November 19, 1991,
seconded by Goldstein, passed.
November 29th Minutes
Zubko moved to approve the minutes of November 25, 1991, seconded
by Hull.
Langenbach moved to amend third para., under 1992 Budget - "8%
for the Police Dept." should read "Police union members."
Langenbach moved to approve the minutes of November 25, 1991 as
amended, seconded by Hull, passed.
Presentation of Awards of Appreciation to outgoing Council
Members
Mayor Cory gave some background on Council Members Goldstein,
Langenbach and Mathewson as he presented them plaques for their
years of service and contributions on the Council. He also
thanked Langenbach for his many years of service and
contributions on the Board of Adjustment, Planning Commission,
and as Ex Officio to the Park Board.

AUDIENCE PARTICIPATION
Cindy Cahill voiced her appreciation to the Council for allowing
her to have the "giving tree" in City Hall again this year.
Susie Marglin, 2G23 Evergreen Pt. Rd. stated that her comments
from the November 11, 1991 meeting, were not included in the
minutes. She also stated that the residents should be informed,
through the newsletter, of openings on the different Boards to
give them the opportunity to apply for positions as they become
available.
Appointment of a Council Member to serve on the Suburban Cities
Association Regional Services Committee
The City Manager gave a little background on what issues the
committee deals with.
The Council agreed to postpone voting on the appointment until
the January meeting.
Park Board Appointment
Mayor Cory recommended Mark Lostrom, 802 84th Ave N.E. to fill
the vacancy on the Park Board. He reviewed his background and
felt he was well qualified for the position.
Mathewson moved to accept the Mayor's recommendation to appoint
Mark Lostrom to the Park Board with an expiration date of June
1992, seconded by Anderson, passed.
The Mayor stated there is one more opening on the Park Board and
any applications would be accepted and appreciated. A notice
will also be included in the newsletter.
REPORTS AND DISCUSSIONS.
Goldstein recommended Zubko replace her on the Finance Committee.
Zubko accepted.
Financial Reports and Claims
Goldstein reported on the warrants.
Goldstein moved to accept as paid Claims Warrant No. 4888-4979
and corrections 99-4738, 99-4908, 99-4954 and 99-4978 totalling
$125,119.04 and Payroll Warrants No. 11989-12000 totalling
$5G, 243. 31 be accepted as paid. Seconded by Hull, passed.
public Works Report
City Engineer, Greg Hill, gave a report on the signage situation
throughout the City.
Discussion followed.
The consensus of the council was to have the Public Works
Committee, along with staff, itemize a list of the areas in
r question. Then the committee, staff and any interested citizens,
make a tour of the city and then come back with suggestions.
Langenbach suggested changing the Parking Ordinance could do away
with a number of signs.

Mayor Cory asked Lynn Swoope, Library Committee Chairman, to
present a report to the council at the January meeting to
determine the functions of the committee.
Personnel Committee
Hull reported the Personnel Committee has been reviewing salary
ranges, merit adjustment and annual increase guidelines and will
submit the completed study to the council for their review and
approval.
Contractual and Intergovernmental
The City Manager reported on the Fire Contract.
The City Manager stated Medina and Clyde Hill are working on an
agreement to share building officials, on a temporary basis, when
needed.
City Manager's Report

The City Manager reported there was a d4-&�� in the City's
insurance payment for 1992.
He also reported that the City Administrator from Clyde Hill has
been working with the Public Defendor, who services the four
communities, on a service fee proposal for the four points
communities.
Police Chief's Report
Accepted as submitted.
ORDINANCES/RESOLUTIONS - FINAL ACTION
Ord, No. 550 - An Ordinance Levying Property Taxes for 1992 and
Creating a Travel Fund.
Hull moved that Ord. No. 550 be adopted, as written with the
exception of the deletion of Section 4 regarding the Travel Fund,
seconded by Miriam, passed.
Resolution No. 208. - Approving Amendments to the Washington
Cities Insurance Authority Interlocal Agreement.
Hull moved to adopt Res. No. 208, seconded by Mathewson, passed.
ORDINANCES/RESOLUTIONS - FIRST REVIEW
Ord No 551- Establishing Travel and Expense Reimbursement
Policies
Langenbach stated the Land and Tree Committee had spent many
hours generating a report that produced an ordinance. There are
several issues that still need to be addressed, such as parking,

Langenbach recommended a quarterly report of the budget be
submitted to the council and that the entire council should be
involved in the budget process.
Susie Marglin, 2623 Evergreen Point Road, stated that five years
have pas t;cpand the King property, which abuts Medina Park, ha$ not
been screened.
The City Manager stated that a contract for park improvements,
including screening, will be entered into by the end of the
month. Additionally, the project work will start after the first
of the year.
Wilma Edmonds, 7721 N.E. 24th, stated she wanted to publicly
thank Langenbach for the superb work he contributed to the Land &
Tree Committee and hoped that the Council would implement his
recommendations.
Executive Session - Litigation
The regular meeting adjourned to executive session at 9:00 PM.
The executive session returned to the regular meeting at 11:30
PM.
ADJOURNMENT
The meeting was adjourned at 11:30 PM.
