REGULAR MEETING
MINUTES
November 11, 1991 Medina City Hall

CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Cory.
The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Hull, Zubko,
Langenbach, Goldstein, Mathewson and
Mayor Cory
Absent: Anderson
City Staff Present: City Manager Dodge, City
Clerk Davis, Chief of Police Race,
City Attorney wines, City Engineer Hill,
Planner Burke and Building Official Erickson
MINUTES OF PREVIOUS MEETING:
Hull moved to approve the minutes of the October 14, 1991
meeting, seconded by Mathewson.
Hull moved to amend page 2, last para., under SR 520 - to read:
Hull moved to pass a resolution supporting the SR 520 concept and
instructing the City Manager to propose to the Council an
appropriate amendment to the Comprehensive Plan.
Seconded by Mathewson passed.
Langenbach moved to amend page 1 under Oath of Office after
Councilmember to read "to serve the remainder of the term which
expires Dec. 31, 1993.
The amendments to the minutes were approved.
Hull moved to approve the Oct. 14, 1991 minutes as amended,
seconded by Langenbach, passed.
Review of Dock Recommendations
Mayor Cory asked the City Manager to report on the Medina Beach
Dock at this time.
The City Manager stated that the Park Board had a meeting on the
dock and after hearing the citizens' concerns the following
recommendations were made:
1. The Grant request to ALEA be withdrawn.
2. The Park Board study the needs, size and design for a new dock
and report back to the Council some time in the future.
3. The City set aside money to finance a future dock project with
our own resources rather than seeking a grant.
He stated unless the Council wishes otherwise, he would withdraw

Presentation on Airplane Overflight Noise Issues
Bob Rudolph gave a summary of the analysis report from the law
firm of Shute, Milhaly & Weinberger on the airplane overflight
noise issue. The firm recommended that additional information is
needed from the FAA and the Port of Seattle under the Federal
Freedom of Information Act and the Washington Public Records Act.
Based on this information, the cities will be in a much better
position to evaluate their course of action. Obtaining and
evaluating this information would take additional funding.
A lengthy discussion followed.
Members of the audience spoke in favor for the City contributing
additional money for legal review.
Langenbach moved that the City contribute up to $22,000 to fund
the inquiry and the hiring of a consultant (as recommended in the
Shute report) and that both the City and ECAAN be clearly
designated as clients of the Shute firm. Also, that the City
contact Hunts Point and Clyde Hill and request a contribution.
Hull seconded, passed.
AUDIENCE PARTICIPATION
Non Agenda Items
Steven and Sigrid Guyton, 7404 NE 18th St., spoke on the problems
they are experiencing from the major construction going on at the
adjoining property. They asked that the City closely monitor
this project.

1992 BUDGET HEARING
The City Manager reviewed the budget calendar process and gave an
overall review of the budget.
The audience was imformed that they could ask questions or make
comments during the Council's review of the budget.
The Council then proceeded to review the budget.
The Council set November 19, 1991, for a budget workshop and
continued the hearing until the special meeting on November 25,
1991.
REPORTS AND DISCUSSIONS
Financial Reports and Claims
Goldstein reported on the warrants.
Goldstein moved to accept as paid claims warrant No. 4789-4887
totalling $76,460.17 and Payroll Warrants No. 11937-11993 and
9-11991,9-11992, and 9-11993 totalling $55,388.23 be accepted as
paid. Seconded by Hull, passed.

Public Works Report
The City Manager stated bids will be awarded Tuesday, November
12, 1991, for the drainage project on N.E. 11TH Street.
The Council authorized the Public Works Committee to award the
bids for the 11th St. drainage at $30,000 and parks and Indian
Trail projects at $26,000 total.
City Manager's Report
The City Manager reported on Wilma Edmunds' letter in reference
to excessive signs throughout Medina.
Discussion followed.
The Council recommended the Public Works Committee discuss the
signage situation with the city engineer and report back to the
Council at the December meeting.
Police Chief's Report
Accepted as submitted.
ORDINANCES/RESOLUTIONS - FINAL ACTION
Ord. No. 547 - An Ordinance Adopting Provisions of the King
County Code Governing Excessive Noise and Noise Control.
Hull moved that Ord. No. 547 be adopted, seconded by Langenbach,
passed.
OTHER BUSINESS
Langenbach recommended that the Council meet on Tuesday, November
19th, at 7:00 PM to review the budget further. The Council
agreed.
New Business
The City Manager stated it was recommended that the City make
available a brochure to give to the public coming in for a permit
for any remodelling, new construction, etc. in the City of
Medina.
This brochure will serve as an educational program and is meant
to be a guide only.
Executive Session
The regular meeting adjourned to executive session at 10:25 PM.
The executive session returned to the regular meeting at 11:30
PM.
ADJOURNMENT
The meeting was adjourned at 11:30 PM.
