CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:00 PM by Mayor Pro Tem Cory. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Anderson, Hull, Langenbach, Mathewson, Goldstein, Zubko and Mayor Pro Tem Cory City Staff Present: City Manager Dodge, Deputy Clerk Batchelor, Chief of Police Race, City Attorney Wines, Public Works Supt. Beauclair and City Engineer Hill MINUTES OF PREVIOUS MEETING: Anderson moved to approve the minutes of the September 9, 1991 meeting, seconded by Langenbach. Langenbach moved to amend the minutes as attached. Anderson moved to approve the minutes of the September 9, 1991 meeting as amended, seconded by Hull, passed. COUNCILMEMBER APPOINTMENT Hull stated the Review Committee was pleased with the four candidates that had responded to serve on the council. Hull stated the committee's recommendation was Anne Zubko and reviewed her background and qualifications. Hull moved to nominate Anne Zubko to fill the vacancy on the Council, seconded by Langenbach, passed unanimously. Hull thanked the three other candidates for their interest in serving the community and would like to see them serve on the other Boards and Commissions as they indicated their desire to do SO. OATH OF OFFICE Anne Zubko was sworn in as Councilmember with an expiration date of January 1994. APPOINTMENT OF MAYOR AND MAYOR PRO TEM Goldstein moved to nominate Mayor Pro Tem Cory to serve as Mayor for the balance of the unexpired term, seconded by Hull, passed unanimously. Langenbach moved to nominate Hull to serve as Mayor Pro Tem for the balance of the unexpired term, seconded by Mathewson, passed unanimously. AUDIENCE PARTICIPATION There was none. REPORTS AND DISCUSSIONS Library Issue Lynne Swoope, member of the Library Committee, recapped what the committee had accomplished to date. She stated that with the help of the joint library committee, a joint voters' pamphlet was produced for the cities of Medina, Clyde Hill, Beaux Arts, Hunts Point and Yarrow Point. Langenbach moved to authorize the City Manager to proceed with the mailing of the fact sheet on the library annexation to all the residents 4 or 5 days before the election day. Seconded by Hull, passed. Circular Driveway - 7700 NE 24th Langenbach excused himself from participating in the discussion because of a conflict of interest. Bruce Milne was present on behalf of his request and gave some background on his previous right-of-way request. Mr. Milne read a letter of approval for his circular driveway signed by several of his neighbors. The City Attorney stated the reason this request has come back to the Council is because the right-of-way license issued to the Milnes for use of unopened 77th restricted additional access onto NE 24th. Additionally, the Land and Tree Ordinance states that vehicular accesses to city streets shall be kept to a minimum. Jamie Milne stated there is no immediate parking or direct access to her front door as the garage and driveway are located at the back of the house. She felt the circular driveway is necessary for safety reasons. A lengthy discussion followed. Anderson moved that the applicants' license for a circular driveway be accepted as stated, seconded by Mathewson, passed. Langenbach abstained. The Council recommended marking the width of the driveway on the drawing and submit it with the application. Hull stated the following conditions should be attached to the application: 1) The driveway be used for drop off purposes only and not for parking. 2) No further expanded parking be made. SR 520 Bike Proiect Bill Moritz spoke on behalf of this project. He stated the reason this project came about was due to the increase of bicyclists along the SR 520 corridor. He gave a lengthy review of what the project entailed. He stated he has obtained support from many groups and would like Medina to pass a resolution supporting this project. Mr. Moritz concluded that two things he'd like to see the Council do is: 1) Pass a resolution in support of at least exploring the concept. 2) This project must appear on local transportation plans. Mr. Moritz also stated that D.O.T. owns the bike trail. Hull moved to pass a resolution in support,c€- the SR 520 concept -and instruct "'the City Manager to propose to the Council a r en to the Comprehensive Plan, and- it be inclAided in the City's-transportation element. Seconded by Anderson, passed. Indian Trail Proiect Langenbach stated that the City Engineer was asked to attend the Park Board meeting last month to describe the design of the project. Adjoining property owners were invited and most of them did attend and provided some input into the design. Linnea Ferrell, Thomas Berger & Assoc., presented a landscaping plan and made a presentation which met with the approval of the neighbors. Discussion followed. City Council Minutes October 14, 1991 Page Three Langenbach moved to authorize the City Manager to proceed with $6,000 worth of tree plantings based on Linnea's design and cost estimate, and that the trail entrance realignment and shrub plantings be scheduled for next year as part of our 1992 budget process. Seconded by Hull, passed. NE 11th St Drainage Project and Medina Park Improvement The City Manager gave some background on both projects that are presently out to bid. He stated the bids would be coming in before the next Council meeting and he recommended the Council give authority to the Public Works Committee to approve the bids if they are within the Engineer's estimate. The amount of the projects total approximately $45,000. Hull moved that the Public Works Committee be authorized to award the bids as requested. $20,000 for the 2 park projects and $30,000 for 11th St. project, seconded by Anderson, passed. Finance Committee Goldstein moved to accept as paid claims warrants No. 4715-4788 totalling $42,585.83 and Payroll Warrants No. 11865-11936 totalling $51,564.74. Seconded by Hull, passed. Public Works Report The City Manager introduced Don Beauclair, Public Works Superintendent, who was hired Sept. 17, 1991. He gave his background and qualifications and stated he was very pleased with his work. The Public Works Superintendent gave a review of the projects going on in the City. Contractual Services/Intergovernmental The City Manager reviewed the status of the Fire Contract and the Library System. City Manager's Report The City Manager stated the retreat was set for October 19, 1991. The workshop for the Council to review the budget is set for Oct. 28, 1991. There will be a special Council meeting on November 25th, 1991. Police Chief's Report Accepted as submitted. ORDINANCES/RESOLUTIONS - FINAL ACTION Ord. No. 541 - An Ordinance Regulating Structures in Unimproved Portions of Public Rights -of -way. Anderson moved to approve Ord. No. 541 as amended, seconded by Hull, passed. Mathewson voted naye. Resolution No. 207 - Designating the month of October, 1991 as Crime Prevention Month in the City of Medina. Langenbach moved to adopt Resolution No. 207, seconded by Anderson, passed. ORDINANCES/RESOLUTIONS - FIRST REVIEW Ord. No. 547 - Adopting provisions of the King County Code governing excessive noise and noise control. City Council Minutes October 14, 1991 Page Four OTHER BUSINESS New Business There was none. Executive Session - Litiaation The regular meeting was adjourned to Executive Session at 10:10 PM.
