CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:00 PM by Mayor Messmer. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Anderson, Hull, Goldstein, Langenbach, and Mayor Messmer Absent: Mayor Pro Tem Cory and Mathewson City Staff Present: City Manager Dodge, Deputy Clerk Batchelor, Chief of Police Race and City Attorney wines MINUTES OF PREVIOUS MEETINGS: Hull moved to adopt the minutes of the April 8, 1991 meeting, seconded by Anderson, passed. AUDIENCE PARTICIPATION The audience voiced their concerns about a convicted rapist, Nicholas Lee Punteney, that had recently moved into Medina and is presently residing at 1026 Evergreen Point Rd. Police Chief Race gave_ a lengthy background on Mr. Punteney and addressed some of their concerns regarding public safety. Discussion followed. WPADTNrc Right-of-way License - Candoo - 7677 NE 14th St. - Request to install two illuminated driveway post lights and address within street right-of-way. Mr. Ross Candoo was present to explain his request. Discussion followed. Langenbach moved that the application to construct the two (2) structures be permitted on the condition that the applicant file with the City, an applicant -prepared landscape plan, generally consistent with the city's landscape requirements for that street and the Comprehensive Plan, seconded by Hull, passed. REPORTS & DISCUSSION Authorization for Interlocal Agreement for Puget Regional Council The Mayor reviewed the functions of this agreement. The unique topography of the site (steep slope and extensive natural landscaping) would. require a larger structure than if the slight encroachment were permitted. City Council Minutes May 13, 1991 Page 2 Hull moved that Ord. No. 533 be tabled to next month's meeting with the stated amendments included. Goldstein seconded, passed. RCAAN A letter that Dr. Rudolph, president of ECAAN, sent to Flight Plan Options Subcommittee Chairman was discussed. Sigrid Guyton was present and outlined the status of ECAAN. She encouraged letters be written in support of their request. The Mayor stated he would be happy to write letters to the different organizations on behalf of the Council. He also thanked Sigrid Guyton, and all the people who represent ECAAN for their continuing efforts in reducing the aircraft noise over the Eastside. Policy Allowing Staff to Issue R-O-W Licenses Langenbach stated he was working on an ordinance covering which rights -of -way licenses should be approved by staff, and would present the ordinance to the Councillcori�pleted. AWC Conference The City Manager stated he needed to know who would be attending the AWC Conference in Spokane from June 19 to June 21, 1991 ORDINANCES/RESOLUTIONS - FINAL ACTION ORDINANCE NO. 532 - An Ordinance repealing Medina Municipal Code Section 8.04.020 R which declared the existence of any rock, post or other object within any right-of-way likely to increase the risk of damage to automobiles which leave the traveled surface of any roadway or their occupants to be a nuisance. Hull moved that Ord. No. 532 be adopted, seconded by Langenbach. Discussion followed. Ord. No. 532 was passed unanimously. ORDINANCE NO. 537 - An Ordinance establishing policy and procedures for review of public records. Anderson moved that Ord. No. 537 be adopted, seconded by Hull, passed. ORDINANCE NO. 533 - An Ordinance amending Medina Municipal Code Section 17.80.060 C 2 to allow temporary commercial real estate signs to be placed on City rights -of -way. Discussion followed. Hull moved to table Ordinance No. 533, seconded by Goldstein, passed. Resolution No. 205 - A Resolution supporting multi -jurisdictional transportation planning. The City Manager gave an overall review of Resolution No. 205. Langenbach moved to table Resolution No. 205, Anderson seconded, passed. City Council Minutes May 13, 1991 Page 3 ORDINANCE/RESOLUTION - FIRST REVIEW Ordinance No. 538 - An Ordinance establishing general cable franchising conditions. Ordinance No. 539 - Granting non-exclusive franchise to TCI Cable. REPORTS Financial Reports & Claims Goldstein reviewed the claims. Goldstein moved to accept as paid claims warrant #4250-4349, 994223 and 994279 and Payroll Warrant #11589-11641. Seconded by Hull, passed. #iis518-voI-0 Public Works The City Manager reported on the status of different projects in the City. Other Reports The Mayor gave a short review on the Library issues and the Fire Contract. He also reported on the Growth Management Workshop. Discussion followed. City Manager's Report Previously covered. Police Chief Accepted as submitted. Executive Session Hull moved to adjourn to Executive Session at 11:05 PM, seconded by Anderson, passed.
