CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:00 PM by Mayor Pro Tem Cory. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Anderson, Hull, Goldstein, Mathewson and Mayor Pro Tem Cory Absent: Mayor Messmer and Langenbach City Staff Present: City Manager Dodge, Deputy Clerk Batchelor, Public Works Supervisor Hammerquist, Chief of Police Race and City Attorney Wines MINUTES OF PREVIOUS MEETINGS: Hull moved to adopt the minutes of the March 11, 1991 meeting, seconded by Anderson, passed. AUDIENCE PARTICIPATION The sign ordinance was questioned by several people in the audience. Discussion followed. SPECIAL PRESENTATION Mayor Pro Tem Cory presented Jeanne Olsen with a plaque for her dedicated services on the Planning Commission from 1982 to 1991. REPORTS & DISCUSSION Award Bid for Tennis Court Reconstruction The Public Works Superintendent stated that the low bid on the tennis court reconstruction was $23,497, plus tax. The bid was awarded to Ram Contractors, Inc. The engineer's estimate was $19,000. Hull moved to authorize an increase not to exceed $24,000, seconded by Goldstein, passed. Policy on Allowing Staff to Issue Right -of -Way Licenses Discussion followed. Hull moved to table this issue to the next month's meeting, seconded by Goldstein, passed. Financial Reports & Claims Goldstein moved to accept as paid claims warrant #447-9-4249, Q9 and Payroll Warrant #11524-11587. Seconded by Hull, q9'yjzy r passed. City Council Minutes April 8, 1991 Page 2 City Manager's Report The City Manager reviewed his report. ORDINANCES/RESOLUTIONS - FINAL ACTION ORDINANCE NO. 532 - An Ordinance repealing Medina Municipal Code Section 8.04.020 R which declared the existence of any rock, post or other object within any right-of-way likely to increase the risk of damage to automobiles which leave the traveled surface of any roadway or their occupants to be a nuisance. Discussion followed. Goldstein moved to table Ordinance No. 532, seconded by Mathewson, passed. ORDINANCE NO. 535 - An Ordinance requiring developers, applicants and owners to comply with all applicable building code and zoning code requirements. Hull moved to adopt Ordinance No. 535, seconded by Mathewson, passed. ORDINANCE NO. 533 - An Ordinance amending Medina Municipal Code Section 17.80.060 C 2 to allow temporary commercial real estate signs to be placed on City rights -of -way. Discussion followed. Hull moved to table Ordinance No. 533, seconded by Goldstein, passed. ORDINANCE/RESOLUTION - FIRST REVIEW ORDINANCE NO. 537 - An Ordinance establishing policy and procedures for reviewing public records. Police Report Accepted as submitted. EXECUTIVE SESSION Labor Relations The regular meeting was adjourned to Executive Session at 8:45 PM. The Executive Session returned to the regular meeting at 9:03 PM.
