REGULAR MEETING
MINUTES
March 11, 1991 Medina City Hall

CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Messmer.
The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Anderson, Cory, Hull,
Langenbach and Mayor Messmer
Absent: Goldstein and Mathewson
City Staff Present: City Manager Dodge, City
Clerk Davis, Public Works Supervisor
Hammerquist, Chief of Police Race
and City Attorney Wines
MINUTES OF PREVIOUS MEETINGS:
Hull moved to adopt the minutes of the February 11, 1991 meeting,
seconded by Cory, passed.
Cory moved to amend the first para. on page 2, second line after
"Ord. No. 459 and" add "placing signs at..."
Third paragraph, first sentence, should read "Hull and Goldstein
volunteered...".
Langenbach moved to amend the third line of the third para.,
after owners, to read, "whose vegetation prevents adequate site
distance for visibility at intersection".
Minutes were approved as amended.
SPECIAL PRESENTATION
Jack Davis, Bellevue Police Department and Director of DWI
Eastside, Sherry Byers, presented Police Chief Race with a DWI
award for Medina Police Department's participation in the DWI
program.
REPORTS & DISCUSSION
Insurance Cost Comparison
The City Manager gave a report on the insurance comparison on the
City's coverage with Washington Cities Insurance Authority.
Discussion followed.
Selection of Councilmembers for Growth Manaqement Workshop
Discussion followed.
It was decided that Mayor Messmer, Councilmembers Cory, Anderson,
Langenbach, Hull, the City Manager, two Planning Commission
members and one Board of Adjustment member would attend the
workshop.
Policv on Administrative Review of Right-of-way Licenses
Tabled to the April meeting.

Financial Reports & Claims
Hull reported on the claims warrant.
Hull moved to approve as paid, claims warrant #4046-4171, 994113,
and Payroll Warrants #11480-11523, seconded by Cory, passed.
Public Works
The Mayor stated the State Grant, requested by the City for the
84th St. paving project, had been denied.
Discussion followed.
The Public Works Superintendent displayed a map which showed the
projects that have been completed and what projects need to be
completed by 1994.
He also reported that the tennis court reconstruction is out for
bid. March 21st had been scheduled for the bid opening.
The City Manager stated that proposals have gone out to
engineering firms for bids for engineering work within the City.
Animal Control for Yarrow Point
Chief Race reported on the proposal.
Discussion followed. No action was taken at this time.
Police Chief's report was accepted as submitted.
Other Reports:
Contractual Services
The Mayor reported he was disappointed at Bellevue's lack of
response to the issues of the fire contract.
City Manager's Report
The City Manager stated he was approached by the agency for the
Geese Relocation Program to participate in the program. The
total fee would be $2,000 a year. The Park Board recommended the
City participate in this program. The purpose of this program is
to move the geese elsewhere.
The Council approved entering into the Geese Relocation Program.
Appointment
John Campbell was reappointed to the Park Board with an
expiration date of June 1995.
ORDINANCES/RESOLUTIONS - FINAL ACTION
ORDINANCE NO. 519 - An Ordinance relating to oversized and
overweight vehicles, vehicles which may damage City rights -of -way
and construction vehicles.
Langenbach moved to approve Ordinance No. 519, seconded by Hull.
Ordinance No. 519 was approved as amended, passed.
The Mayor recommended that the Council review this ordinance
again in 6 months.

ORDINANCE NO. 531 - An Ordinance repealing Medina Municipal Code
Sections 10.16.010 through 10.16.040 and amending Medina
Municipal Code Section 8.04.020 B relating to sight visibility at
intersections.
Hull moved to approve Ordinance No. 531, seconded by Anderson,
passed.
ORDINANCE NO. 534 - An Ordinance authorizing execution of an
interlocal agreement creating an intergovernmental planning
council for King County.
Hull moved to approve Ordinance No. 534, seconded by Langenbach.
Ordinance No. 534 passed as amended.
ORDINANCE/RESOLUTION - FIRST REVIEW
ORDINANCE NO. 535 - An Ordinance requiring developers, applicants
and owners to comply with all applicable building codes and
zoning code requirements.
The City Attorney reviewed the ordinance.
Discussion followed.
EXECUTIVE SESSION
Labor Relations
Hull moved to adjourn the regular meeting to executive session at
9:20 PM, seconded by Langenbach, passed.
The executive session returned to the regular meeting at 9:50 PM.
ADJOURNMENT
The meeting was adjourned at 9:51 PM.
