REGULAR MEETING
MINUTES
October 14, 1992 Medina City Hall
7:00 PM 501 Evergreen Point Rd.
CALL TO ORDER: The meeting of the Medina City Council
was called to order by Mayor Cory at 7:00 PM.
The meeting was tape recorded.
ROLL CALL: Present: Mayor Cory, Mayor Pro Tem Hull,
Councilmembers Guyton, Potts, Scholl
and Zubko
Absent: Kelly
City Staff Present: City Clerk Davis, Police
Chief Race, Public Works Super. Weigle, City
Attorney Wines, and City Engineer Hill
Absent: City Manager Papke
MINUTES OF PREVIOUS MEETING:
Zubko moved to approve the minutes of September 14, 1992,
seconded by Hull.
Guyton moved to amend the minutes to read "a second motion was
made to allocate funds during the budget process for 1993 to be
spent on the jet noise project through its completion."
Zubko moved to approve the minutes of the September 14, 1992
meeting as amended, seconded by Hull, passed.
The Mayor stated that the City Manager had a serious illness in
her family and due to a transportation, problem was unable to get
back in time for the meeting.
Appointment to City Council
The Mayor recommended Susan Potts to fill the vacancy on the City
Council. He gave an extensive background on her qualifications
and stated she had also served on the Land and Tree Committee and
the Planning Commission.
Hull moved to appoint Susan Potts to the City Council to fill out
the remaining term vacated by Anderson, seconded by Guyton,
passed.
Oath of Office
Susan Potts was sworn in as Councilmember by the City Clerk with
an expiration date of December, 1993.
The Mayor recommended a notice be put in the next newlsetter
stating that there is an opening on the Planning Commission.
ANNOUNCEMENTS
The Mayor stated he attended the Mayor's meeting. The Fire
Contract was discussed with a slight increase proposed. He also
stated that former Mayor Messmer has continued working with the
committee on behalf of Clyde Hill, Medina and the surrounding
small communities. He felt they were pretty close to drawing up
a final contract.
There was none.

REPORTS/DISCUSSION
Proclamation - Reader Roundup
The Mayor stated that King County Library System requested the
City sign a proclamation encouraging young readers to visit the
public libraries to discover for themselves the wide variety of
books written just for Reader Roundup months, October and
November, 1992.

Hull moved that the Reader Roundup Proclamation be approved,
seconded by Scholl, passed.
Interlocal Agreement for Surface Transportation Program (STP)
Fund Exchange
The Mayor recommended the City pass the Interlocal Agreement.
Discussion followed.
Hull moved to give authorization to the Mayor to approve the
Interlocal Agreement for Surface Transportation Program (STP)
Fund Exchange as presented to the Council, after reviewing it
with the City Manager. Seconded by Zubko, passed.
Financial Reports & Claims
Scholl moved to accept as paid Claims Warrant #5734-5828
totalling $163,879.07 and Payroll Warrants *12530-12578 totalling
$55,286.93. Seconded by Zubko, passed.
Public Works Report
The Public Works Super. gave an update report of general
maintenance in the City.
Hull stated the public works committee needs to check an the
status of the L.I.D. request. At this point, the staff is
carrying out the wishes expressed as •result of the special
meeting that was meld.
Police Report
Accepted as submitted.
RESOLUTIONS
Resolution - 210
A Resolution of the City Council of Medina ratifying with
conditions and objections of the City of Medina the Countywide
Planning Policies adopted by King County, pursuant to the Growth
Management Act.
Scholl and Zubko gave some background on how they came to the
wording of the resolution.
Scholl stated the Council needed to take action immediately. If
the City didn't return the resolution to King County by the 16th
of October, their non -action would be a yes vote.
Discussion followed.
Scholl moved to adopt Resolution 210, seconded by Hull.
Hull moved to amend Res. 210 so that item 4 reads, "Current
affordable housing policies are too ambiguous and incomplete to
be ratified at this time. Amendments should establish a
definition of affordable housing and provide as much flexibility
as soon as possible so it can be accomplished by each
jurisdiction.
Discussion followed.
Scholl moved to adopt Resolution 210 as amended, seconded by
Hull, passed.
Executive Session - Jet noise discussion
The regular meeting was adjourned to executive session at 8:05
P.M.
Executive session returned to the regular meeting at 6:40 Y.M.
