CALL TO ORDER: The meeting of the Medina City Council was called to order by Mayor Cory at 7:00 PM. The meeting was tape recorded. ROLL CALL: Present: Mayor Cory, Mayor Pro Tem Hull, Councilmembe-rs Guyton, Kelly, Scholl and Zubko City Staff Present: City Manager Papke, City Clerk Davis, Police Chief Race, Public Works Super. Weigle, City Attorney Wines, and City Engineer Hill. MINUTES OF PREVIOUS MEETING: Hull moved to approve the minutes of the August 10, 1992 meeting, seconded by Guyton, passed. ANNOUNCEMENTS Guyton moved to change the order, of the agenda to hear audience participation on Ordinance No. 559, aircraft noise, seconded by Zubko, passed. Mayor Cory explained the change of format in the agenda. He stated the Council, Mayor and staff will have the opportunity at this time to speak on items that are not included in the agenda. The City Manager stated the City is still accepting applications for the vacant council position. The closing date is Monday, September 21st at 5:00 P.M. She encouraged any resident interested in this position to pick up an application from the City Clerk. AUDIENCE PARTICIPATION The Mayor stated that any letter received by the Council with reference to the aircraft noise will become part of the record. Dr. Bob Rudolph, representing ECAAN, stated his appreciation for the Council's support over the past year on the jet noise issue. He then requested that the Council continue to move forward with the project to decrease jet noise over Medina. Dr. Rudolph proceeded to give an update report on the progress on this issue. Lengthy discussion followed with many residents present voicing their concerns about the quality of life and property values going down because of the jet noise pollution. They also encouraged the Council to allocate money to continue to retain legal counseling and to go ahead on this project. The City Manager stated that while she recognizes the importance of this issue, the City is not in a position to further contribute financially. Discussion followed. Guyton moved to allocate $40,000 from the contingency fund to be spent within this budget year in pursuit of this issue to cover expenses to completion, seconded by Kelly. Discussion followed. The motion to allocate $40,000 from the contingency fund for the purpose of attorney and consulting fees for aircraft noise, was passed. 5 minute break was called. Meeting resumed. Medina City Council Minutes September 14, 1992 Page Two PUBLIC HEARING 6 Year Transportation Improvement Program for Years 1993-1998 City Engineer Hill gave an overview of the projects as to the priority of the work. Lengthy discussion followed. Scholl moved to adopt the 6 Year Transportation Improvement Plan for the years 1993 through 1996 with the understanding that the description of Item #7, Ove-rlake Dr. W., be written to read "resurfacing and repairs as required" and if a dollar amount is required, it should read $20, 000 or $30, 000 at this point. Seconded by Hull, passed. REPORTS AND DISCUSSION Appointment to the Planning Commission Mayor Cory recommended Peter E. Jorgensen be appointed to the Planning Commission with an expiration date of June 1994. He then gave some background on Mr. Jorgensen and felt he was well qualified. Hull moved to approve the appointment of Peter Jorgensen to the Planning Commission, seconded by Guyton, passed. Open ditches on NE 7th The City Manager stated the top priority on this project was enclosing the ditch on the south side of the lower section for about 100 feet. She stated that addressing the safety concerns on the northside, a guardrail would be the best solution. The City Engineer stated he received one bid from a contractor for $8,200 to complete this project. Discussion followed. The consensus of the Council was to table this item until the budget process. Financial Reports & Claims rbG �- Scholl moved to accept as paid Claims Warrant # 5733 and #995455, 995506, totalling $124,794.89. Payroll Warrants #12475- 12529 totalling $60, 161. 45. Seconded by Zubko, passed. Public Works Report The Public Works Super. gave an update report of projects that have been completed. The City Engineer reported on the completion of 84th Ave. overlay project and the L.I. D. Discussion followed. The City Engineer reported on the street striping concerns. He stated that U.O.T. standards state that in the bar type crosswalk the bars shall be at least 12 inches and shall not exceed 24 inches in width and that they shall be placed in spacing not to exceed 24 inches in width. Discussion followed. 1 The suggestionithe Council was to go with the minimum width requirements of striping to cut visual pollution. Public Reports The City Manager stated there is a L.I.U. Meeting scheduled on September 22nd. All the residents affected by the L.I.U. have been notified and invited to attend the meeting. Intergovernmental Zubko stated there is a Growth Management meeting at Hunts Point on September 24th. Medina City Council Minutes September 14, 1992 Page 3 Police Report Accepted as submitted. ORDINANCE - FINAL ACTION Ordinance No. 559 - An Ordinance Authorizing a Transfer of Funds from the Contingency Fund to the Current Expense Fund in the 1992 Budget for the Purpose of Retaining Legal Counsel and Consulting Services Scholl moved to adopt Ordinance No. 559 as amended, seconded by Guyton, passed. Ordinance No. 562 An Ordinance enabling the City to recover all costs associated with purchasing, providing and delivering radon detectors to single family residences as mandated by the State of Washington Hull moved to adopt Ordinance No. 562, seconded by Scholl, passed. New Business New Business The Mayor stated that interviews for the City Council applications will be held at his office on September 29th at 7:00 P.M. Executive Session - Litigation Update The regular meeting was adjourned to executive session at 10:35 P.M. Executive session returned to the regular meeting at 12:30 P.M.
