CALL TO ORDER: The meeting of the Medina City Council was called to order at 7:00 PM. The meeting was tape recorded. ROLL CALL: Present: Mayor Cory, Mayor Pro Tem Hull, Councilmembers Guyton, Kelly, Scholl and Zubko City Staff Present: City Manager Papke, Secretary Batchelor, Police Chief Race, City Enginer Hill, Public Works Supt. Weigle, Planning Consultant Burke and City Attorney Wines MINUTES OF PREVIOUS MEETING: Hull moved to approve the minutes of the July 13, 1992 meeting, seconded by Scholl, passed. AUDIENCE PARTICIPATION Mark Mathewson, 1456 Evergreen Point Rd., and Helen Smith, 1407 Evergreen Point Rd. expressed concern that there had been no mention of the litigation relating to the Over -lake Golf and Country Club in the August Newsletter. John O'Hara, 1601 77th Ave. NE, voiced his concerns relating to the appeal filed by the group of homeowners of the PUD along 80th and the resulting litigation. Art Dietrich, 707 Over -lake Drive East, requested the status of the study relating to the airplane overflight noise. Mayor Cory stated that this issue would be discussed during Executive Session. REPORTS AND DISCUSSIONS Medina Days Committee Request to Allow a Fireworks Display at the Medina Days Celebration Kathy and Mike Higgins, Chairpersons for Medina Days, were present to request that the City Council reconsider allowing fireworks for the Medina Days Celebration. They assured the Council that the display would be put on by a reputable professional pyrotechnic and discharged from a barge offshore. Discussion on the request. Scholl moved to allow the Medina Days Committee to proceed with the fireworks display, as long as they meet all of the city permit requirements. Kelly seconded the motion, passed. Medina Days Request to Allow Helicopter Rides at the Medina Days Celebration City Manager Papke stated that she was soliciting their views on the request. She stated that she had some concerns relating to the liability exposure. Discussion on the request. It was the concensus of the Council that it would not be in the best interest of the citizens to allow helicopter rides. The Mayor and City Council personally thanked the Higgins for all the work they are doing to help make this year's Medina Days Celebration a success. Medina City Council Minutes August 10, 1992 Page Two Resionation of Councilmember Michael Anderson Discussion on Councilmember Michael Anderson's letter, submitted on July 31, 1992 stating that because of a possible conflict with his running for a judicial position while concurrently holding an elected office, he was resigning his council position. Discussion on the process for selecting a new councilperson to fill the vacant position through 1993, when the position comes up for election. It was the consensus of the Council that applications would be accepted for the vacant position through Monday, September 21 at 5:00 PM. Mayor Cory stated that an appointment would be made at the Council meeting on October 12, 1992. Addendum to City Manager's Employment Contract Regarding Residency. City Attorney Wines stated that an addendum was needed to the City Manager's employment contract waiving the state requirement that the City Manager reside within the city limits. Guyton moved to approve the addendum to the City Manager contract, Scholl seconded the motion, passed. 6 Year Street Plan City Engineer Hill passed out a copy of the preliminary draft of the 6 Year Transportation Improvement Program for 1993-1998. He recommended that a public hearing be scheduled to take public comment on the priorities of the plan. Discussion followed. It was decided to hold a public hearing on the 6 Year Street Plan at the next Council meeting on September 14, 1992. Financial Reports & Claims Zubko moved to accept as paid Claims Warrant *5564-5663 and *995598, totalling $309, 189. 51. Payroll Warrants #12446-12474, totalling $58,660.38. Seconded by Scholl, passed. Scholl stated that the Finance Committee had met with Joyce to discuss and become more familiar with the budget so that they will be better prepared to go into the upcoming budget hearings. City Manager Papke gave a review of the city's current budget condition. Guyton stated that she would like to see more detail in the financial -reports. Papke suggested a narrative format she has used in the past and will supply this on a quarterly basis. Public Works Report City Manager Papke stated that the Park Board had decided not to do some of the smaller projects that they had budgeted for in 1992 in an effort to have enough money to do two large projects. She stated that the projects are the resurfacing of the tennis court at Medina Park and the refurbishing of the restrooms in Medina Park. The City Manager introduced Arne Weigle, the new Public Works Supterintendent. She stated that Anne had an impressive background, most recently she had been in the Army and had directed some important projects. Public Works Supt. Weigle gave an update on the ongoing study of Fairweather Park; the tennis court resurfacing; painting bids for the restrooms at Medina Park; street striping on some arterials and she noted that a new 4-way stop sign had been erected at the corner of 7th and 86th.
