The meeting of
the Medina City Council
was called to order
at 7:00 PM.

MINUTES OF PREVIOUS MEETING:
Scholl moved to approve the minutes of the June 8th and the June
15th, 1992 meetings, seconded by Zubko, passed.
AUDIENCE PARTICIPATION
Steve Marglin. 2623 Evergreen Pt Rd., addressed the Council with
criticism regarding the Indian Trail project.
REPORTS AND DISCUSSION
Open ditches on HE 7th
Herb Lyon, 8645 NE 7th, Steve Beaudry, 8658 NE 7th, and George
Chvoj, 8659 NE 7th, were present and encouraged the Council to
approve financing for filling in the ditches.
The City Engineer was asked to give his report and findings on
this project.
Discussion followed.
Zubko moved to authorize the City Manager to spend up to $18,000
and that the City Engineer get bids on the project to fill in the
ditches on both sides of NE 7th Street for a distance of 340 ft.
The motion died for a lack of a second.
Hull moved to continue this item until the newly hired public
works superintendent is able to make a project analysis to assess
the priorities and come back to the Council with a report and
recommendations. Seconded by Scholl, passed.
Board and Commissions Appointments
The Mayor recommended Herb Stevenson, a long time resident of
Medina, to fill the vacancy on the Board of Adjustment with an
expiration date of June 1993.
Hull moved to accept the nomination of Herb Stevenson to the
Board of Adjustment, seconded by Scholl, passed.
The Mayor accepted the reappointment of Carol Krengel and Paul
Saad to the Planning Commission with a term expiration date of
June 1996.
Financial Reports & Claims
Scholl moved to accept as paid Claims Warrant #5425 in the amount
of $708.78, *5441 (used out of sequence), *5495-5563 totalling
$70, 424. 10. Payroll Warrants *12369-12417 totalling $53, 146. 37.
Seconded by Zubko, passed.
Public Works Report
The City Manager reported that Anne Weigle was hired as Public
Works Superintendent with a starting date of July 16th. She
stated she had all the qualifications required for the position.
The City Engineer reported on the progress of 84th project and
the L.I. D.

Other Reports
Public Works Committee Report
The City Manager stated that the committee had held a meeting on
July 21, 1992 to review the proposed undergrounding and LID. It
was decided to hold a public meeting on September 22, 1992, at
7:00 PM and invite all the residents that would be affected by
the proposed undergrounding.
Intergovernmental
City Manager Papke stated that the City is working on the fire
contract with the City of Bellevue and it is getting closer to
completion. She noted that Disaster Management will be included
in the new contract.
City Manager Papke stated that we are coordinating our recycling
program with the City of Bellevue. She stated that in exchange
for our grant funds Bellevue will administer our contracts and
will involve our citizens in their recycling programs to the
extent that the Bellevue residents are.
City Manager Papke stated that the City of Bellevue collects a 3
1/2% utility tax for the City of Medina as part of their
water/sewer- charges. She stated that the City of Bellevue no
longer feels it can collect this fee for us, so we are looking at
alternative solutions.
City Manager Papke stated that we are hosting a meeting for the
five point communties on September 24, 1992, at 7:00 PM, to
discuss the Growth Management Act.
Police Report
Accepted as submitted.
City Manager's Report
City Manager Papke reported that union negotiations are
continuing. She also noted that she has scheduled the first full
department head meeting for Thursday, August 13, 1992 for all
department heads and city consultants.
City Manager Papke stated that she had recently gone on a tour of
the Medina shoreline with the Marine Patrol which she found to be
very informative, and she also learned more about the actual
Marine Patrol operations.

Discussion on Robert's Rules of Order.
Executive Session
The regular meeting adjourned to executive session at 8:50 PM.
The executive session returned to regular meeting at 10:55 PM.
Adjournment
The meeting was adjourned at 10:56 PM.

Police Report
Accepted as submitted.
City Manager's Report
The City Manager stated the City had chosen Bill Treverton, Labor
Law Attorney, as Labor Relations Consultant in negotiations for -
the Union Contract. Hr Treverton has agreed to waive part of his
standard fee in consideration, of City budget restraints.
The City Manager stated that the City is in negotiations for a
new contract on the fire services. She stated that Dean Messmer,
former Mayor of Medina, is involved with the negotiations team.
Messmer is very knowledgeable in this area and the Council
appreciates his continued involvement.
The City Manager also reported on the Growth Management issue.
ORDINANCE - FINAL ACTION
Ordinance No. 560 - An Ordinance Identifying and Establishing
Protective Measures for Environmentally Sensitive Areas as
Required Under the State Growth Management Act.
Scholl moved to adopt Ordinance No. 560, with modifications as
proposed by the Planning Consultant, seconded by Hull, passed.
Executive Session - Various Litigation Matters
The regular meeting was adjourned to executive session at 9:05
PM.
Executive session returned to the regular meeting at 11:17 PM.
