CALL TO ORDER:
The meeting of the Medina
City Council
was called to order
at 7:00 PM.

MINUTES OF PREVIOUS MEETING:
Scholl moved to
approve the minutes
of the May 11, 1992 meeting.
Seconded by Zubko, passed.
AUDIENCE PARTICIPATION
Earl Johnson, 8711 Ridge Rd., spoke of his concerns relating
merchants tacking notices on mail boxes for advertising purposes.
Art Dietrich, 707 Overlake Dr. E. spoke on the maintenance of
City Streets and rights -of -way, specifically on Overlake Dr. E
and 7th streets.
PUBLIC HEARING
Ordinance Ho. 560 - Identifying and Establishing Protective
Measures for Environmentally Sensitive Areas as Required under
the State Growth Management Act
City Planner Burke reviewed the ordinance.
Lengthy discussion followed.
REPORTS AND DISCUSSION
Open ditches on N. E. 7th
Art Dietrich, 707 Overlake Dr. E., Bob Lund, 8611 7th and Herb
Lyon, 8645 N.E. 7th were present and voiced their concerns on the
safety of the open ditches along NE 7th. A petition was
submitted into the record, with many residents' signatures,
requesting that the City fill in the ditches.
Beauclair stated he had many such requests from residents to fill
in other ditches. He felt it would be setting a precedence if
the City filled in these ditches. Beauclair stated if it were
done, it should be done at the residents' expense.
City Engineer Hill stated that issues such as this, should be
covered under the 6-year street plan and funding would be
included when considering next year's budget. He recommended not
filling the ditches in at this time.
Scholl moved to table this issue to next council meeting, Zubko
seconded, passed, with Kelly abstaining.
Discussion on the Special Meeting Tour of the Overlake Golf and
Country Club Is proposed second entrance
Mayor Cory excused himself from this portion of the meeting
because of a conflict of interest.

Scholl chaired this portion of the meeting. He stated the

action, remand it back to the Planning Commission,or after
hearing testimony from the County C_:lub's representatives, _, decld,:-
to either have a public-, m•eetinq next month, or set up a special
meeting.
The City Attorney recommended the Council hear from Planning
Consultant Burke and from the attorneys for the Country Club as
to what their proposal Is and then the Council can decide to
consider their decision at this meeting Or at a later date'
Scholl Mated, for the record, the Council did have a especial
meeting on Friday, June 5th, at the Country Club to walk th(_'
proposed one way entrance in to golf course.
The Planning Consultant gave a report on the Country C:lub's•
proposal. He stated after reviewing the proposal and the impacts
on 16th and Evergreen Point Road, it appeared that the
combination of an entry only from 12th as proposed, with the exit
only on 16th would provide a workable alternative. He also
stated thatother improvements associated with this option would
be to -require installation of signing to direct members and
visitors to the 12th Street entry; crosswalk improvements from
the pedestrian walk on firth Street to Medina Park to as,s"re•
safety; and restriction of turning movements to 77th Ave. from
the 16th Club exit.
Discussion followed.
Judy konstad, attorney, Foster, Pepper and Shefel.man, Jerry
Cichansk.i, Mithun Partners, and Bill Stuht, Pres. were Present On
behalf of Overlake Golf And Country Club.
Linda Youngs, attorney, Hansom, Baker, Ludlow & Drumhe1 iel , was.
present on behalf of the adjacent property owners.
A large number of resident: were present and voiced their
concerns about the proposal.

Andes_:or, moved to c accept Ove1 lake Golf and Country C lub' s
proposal for the one way entrance into the golf course tram 12th
Street. Hull seconded, motion failed.
Anderson moved to have an alternate prOposal back to the Club,
same location but thnt thoy widen the road to accommodate two
lanes and that the City accept some incursion into unopened 80th
Street if it were essential to accommodate the wiser road. Eubko
seconded, motion failed.
Guyton moved to reconsider and approve the plans submitted by
oVerlake Golf and County Club with the stipulation that the
through flow, with entr nr4ce off 12th and exit only with th
exception: of service ve,h lc i F Off 16th. Hull seconded, motion
failed.
Guyton moved to table this item. Seconded ty Hull.
Discussion followed.
Anderson moved to amend the motion to continue this (tteetl09 U:
Monday, June 15, 1` 9 at 7:00 PM At Medina City Hall, seconded by
Hull, passed.

Public Works Report
The City Manager reported that Public Work Superi tondent
Beauclai-r turned in his resignation and that ads were put in the
papers for that position with a deadline of _'une 15th.

Burris and his crew, were doing a great job of keeping everything
of concern in the F'ubl is Works department under control.
The City Engineer brought the Counci.l up to date On the pr _::recLs
going on in Medina.

Council spoke at the Mayors' meeting. She explained what t heU.
function was and where they were going. Another item of
discussion was the ha saw ter Management Flan.

accomplished in the past month and what her priorities are.
