interest.

C;choll, on behalf of the City Council, thanked the Planning
Commission for the good int, that they have done and the many
hours of hard work that. they have spent relatiriq_ to the Clverlake
Volt & Country Clut; issue.
Z.ubko moved to close the Public Hearing portion of the meet:,-r,q_,
seconded by Hull. Guyton voted naye, passed.
Planninq Consultant. Burke stated that in response to the (_'it.y
Council's request, he and the City c:ngir;ee:r, Greg Hill, had
— prepared an analysis of the alternatives for a second access to
NE 1 'th for the Over lake Golf and Country Club. He also crave
review on the City's Comprehensive Plan, on the Planning
Commission approval process: and he reviewed the conditions placed
on the Country Club by the Planning Commi.=_:sion. He discue �•ed the
drawings he submitted showing four alternative prc,posal.s :r,t thF
entrance. He comc?ared the proposed alternatives and options.
Planner Burke stated that of the alternative: analy_ed, he
believes that the prupa�_ al of the Cr_Intry Club with a or'e-way
entrance from 12th adDacent to the 8Ctth Street ROW and a one-way
exit or, 16th v;t, is a reasc,nable, workable solution when taker, i.r,
context of the remaining ter, ccr,nditions imposed by the Planning
Commission.

Anderson moved to require that the entrance be a two-way_ar:e,
Kelly seconded.

Z;ubko moved to adopt a one-way entrance lane, off of NE ' 7'th to
the Overlake Golf and Country Club. }lull seconded{ the motion.

Hull voted aye, Ar,cierson voted aye. C uytc,n voted aye, voted
naye and Zubko voted aye. The amendment to the motion passed.

City Attorney Wines dr_c•.0 .,Zed what would happen if the cctuncil
places a condition on the approval and how it would affect the
construction of the ICI ubhou se.
Hull moved that the grant of a conditional use permit be also
conditioned on the construction of the one-way lame entrance/e..it
arid that it not be permitted if the Country Club encounters an
obstacle and c.anriot construct the -road, that they come back
before the Council befc:re proceedinq. Zubko seconded the motion.
Discussion on the motion.
Hull restated the motion to state that the condit.ir_inal usia be
conditioned upon t.hc- rnecess7'ary cr€-_rmits: for the construction, of
the road must he in place prior to the issuance of the building
permit for the Clubhouse and the completion of the road be
coincident with the issuance of the occupancy permit for the
Clubhouse. Zubko seconded the motion. The motion passed.
Zubko moved that the one-way entrance lane be at least 1`, It.
wide. Anderson seconded the motion, passed.

City Attorney Wines stated that all the ('lannincI C"ommi.ssion'S
conditions would remain in Effect and the City C:oun(7il writ<ld not
have to take any action or. the -_conditions.

Hull moved that the road be located per' the diagram provided by
the Country Club (diagram A).

for the ingress.
Hull restated the motion tr, state that the road bkz, locatF'd, per
the diagram marked alternat:Lve A, on Club property with the
exception of the point wt,ere it intersects 12th and as needed
City right-of-way can be uo(-d to provide a safe point of
entrance. Motion failed for lack of a second.
Zubko moved that the Fite access road be located primarily or, the
Overlake Golf & Country Club property, but the road wc?uld cross -
City right-of-way at its intersect, -or, with NE 12th and that they
offer some flexibility in the design of the road i.fIt need,: to
go onto City right-of-way. Hull seconded the motion.

it is currently using as' an encroachment onto the City ri�ht-of-

events:, based on prior approval by the City, at that time. Hu11
