CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Cory.
The meeting was tape recorded.

MINUTES OF PREVIOUS MEETINGS:
April 13, 1992
Null moved to approve the minutes of the April 13, 1992 meeting,
seconded by Scholl, passed.
April 21, 1992
Amendment to pg. 1, last paragraph, add the following:
1. Receipt of a variance to allow a portion of the roof to extend
four feet above the allowed height to conceal required mechanical
equipment.
2. The Country Club will prepare an agreement in a form
acceptable to the City stating their membership will be kept to a
maximum of 1,035.
3. The Country Club will prepare a statement in a form acceptable
to the City that the club facilities are for the exclusive use of
members, quests and their families and that at no time these
facilities will be used as a commercial enterprise.
4. A storm drainage and runoff analysis and plan will be prepared
based on a fifty year storm event and approved by the City
Engineer, to be submitted with the building plans.
5. A construction activity mitigation plan will be prepared that
will address temporary erosion control; maintenance and repair or
replacement of affected streets; location of construction vehicle
and worker parking and construction vehicle access; provision of
fencing for security and safety; renovation of temporary worker
parking off 24th to be completed within 30 days after completion
of the Clubhouse; adequate buffering of ponds and wetlands; to be
approved by the Building Official and City Engineer. Overlake
must hire a construction mitigator to monitor the project.
6. Meet provisions of the Landscaping Requirements and Tree
Preservation Ordinance related to landscaping on adjacent rights -
of -way. Landscaping will be installed prior to issuance of any
occupancy permit. Submit landscape play, for approval by the City
Landscape Architect and City Planner with building plans.
7. Improvements to the golfcourse will include provisions of the
City's Sensitive Areas Ordinance (under consideration) such as:
delineation of wetlands and streams, 25 ft. buffers (proposed)
from wetlands and streams, and a management program related to
maintenance and fertilization that incorporates the best
management practices available in the vicinity of identified
sensitive areas.
8. There shall be notices sent by Overlake notifying neighbors in
the event of any large gatherings being held at the Club.
9. Either increase available parking and/or develop a program to;
1) utilize off --street spaces for employees during peak events
(e.g. schools or church) with shuttles, and/or employee car pool
programs with carpools given preference for on -site parking,
and/or Club subsidized transit pass programs; to be approved by
the City Engineer and City Planner. First phase of construction
must include the reconfiguration of the parking nearest the
clubhouse to organize/maximize the parking spaces.

10. 16th Ave. needs an evaluation by the City Engineer to make a
determination of ways to slow the traffic.
11. In the event that Overlake makes a golfcourse redesign, they
must add a second entrance.
AUDIENCE PARTICIPATION
Hearing none, the meeting continued.
DISCUSSION
Request by Overlake Golf & CclurltrY Club for Reconsideration
the Council's Decision
Mayor Cory excused himself from the hearing of the
reconsideration due to a conflict of interest.
Councilmember Scholl chaired this portion of the meeting.
Hull wanted it noted for the record that, although he had not
attended the City Council meeting on April 21, 1992 regarding
hearing of the appeal of Overlake Golf & Country Club, he has
subsequently reviewed all the written materials and tapes from
that meeting and is prepared to hear the request for
reconsideration.
City Attorney Wines gave a -review of the background on Overlake
Golf & Country Club's conditional use, appeal and request for
reconsideration.
Tayloe Washburn, attorney, Foster Pepper & Shefelman, was present
to represent the Overlake Golf & Country Club in their request
for reconsideration. He stated that the reconsideration should
be based on the following considerations: 1) The limited impacts
of the Overlake proposal do not merit the second entrance
condition imposed by the Council. 2) The Council exceeded its
authority by imposing a condition which is not reasonably capable
of being performed. 3) Popular opposition to the proposal does
not justify the Council's action. 4) The Council's consideration
of the appeal was procedurally flawed.
Linda Youngs, attorney, Hanson, Baker, Ludlow and Drumheller, was
present on behalf of a group of adjacent property owners to
Overlake Golf & Country Club that are in opposition of the
reconsideration.
Ms. Youngs stated that the Council must abide by Roberts Rules of
Order in processing the request for -reconsideration of the
decision. She stated that if a motion of reconsideration is
granted, the Council must base its decision upon the evidence in
the record. A reopening of the public hearing would require
public notice, which she stated has not been given.
City Attorney Wines noted that Roberts Rules of Order are not
adapted to quasi-judicial proceedings.
Discussion on the reconsideration and on whether Overlake Golf &
Country Club had actually made a thorough enough effort in trying
to find an alternative ingress/egress. He also discussed the
safety of the proposed alternate routes.
Planning Consultant La-rgen discussed the identified wetlands in
Medina. He stated that although the ponds at the south end of
the golfcourse were riot officially identified as wetlands, that
they may impose some constraints in constructing an access in
that area.
Hull stated that he would like the City and the Overlake Golf &
Country Club to work together to come up with a feasible
alternate ingress/egress.
Discussion followed.
Guyton moved to deny the request for reconsideration, Belly
seconded the motion.

Mr. Washburn requested that if the reconsideration is not
granted, that the Council indicate that this is not the final
decision and that they are willing to work with the City to come
up with a solution.
Anderson moved to amend the motion to state that the motion for
reconsideration be denied subject to the Council revisiting the
reconsideration within 90 days from today's date (May 11, 1992).
Hull seconded the motion. Zubko voted aye. Kelly and Guyton
voted naye, Scholl abstained. The motion passed.
The City Manager was requested to have the City Planner be
available to respond to questions and technical issues that are
brought to the City by Overlake Golf & Country Club.

f Hull idoved to appoint Paul Demitriades and John Dern-Palmer to
the Civil Service Commission, Scholl seconded the motion, passed.
Library Board
Cory gave the background on the function of the newly formed
Library Board. He stated that the board would be Medina's voice
to the King County Library Service.
The following citizens were appointed to serve on the Library
Board, effective immediately:
Hull moved to appoint Yates Hickey and Sharon Reams to four year
terms; and Dan Becker, Jill Quinn and Lynne Swoope to five year
terms, as established by ordinance no. 557. Seconded by Zubko,
passed.
Award of Drainage Project Bid
City Engineer Hill reported that a contract was awarded for the
Overlake Drive Subsurface Drainage Project. The bid was awarded
to James A. Guess Construction Inc., for the amount of $25,869.
This project was budgeted last year for 1992 construction. The
project is being completed under the C:ity's small works roster
program. Four local contractors were invited to bid, three
responded to the invitation. The bid was slightly less than the
engineer's estimate.
REPORTS AND DISCUSSIONS
Financial Reports and Claims
Zubko moved to accept as paid Claims Warrant No. 5327-5397
totalling $97,459.88 and Payroll Warrants No. 1225G--1231G
totalling $51, 762. 33. Seconded by Scholl, passed.
Public Works
Don Beaulcair reported on the painting of Medina City Hall, the
poor condition of some of the sidewalks in Medina that may be
potential safety hazards, the repair of the bridge at Fairweather
Park and the removal of some trees on Evergreen Point Road that
may also be potential safety hazards.
Scholl moved to approve the painting of Medina City Hall, the
repair of the bridge but wait on the repair of the sidewalks
until the City receives more bids, seconded by Hull, passed.
Other Reports
Intergovernmental
Larry Larse stated that they are still working with the City of
Bellevue on the Fire Contract and the Disaster Management
Program. He stated that Medina and the five point communities
are considering tieing in with the City of Bellevue's recycling
program. He discussed the police interaction between Medina and
Clyde Hill and stated that in the future there may be a possible
consolidation of the police departments.
Contractual
Interim City Manager Larry Larse stated that effective May 12,
1992 the water restrictions will be imposed by the City of
Bellevue. He stated that these restrictions included the
prohibiting of any lawn watering.

Accepted as submitted.
City Manager's Report -
Larse discussed the landscaping requirements. He discussed
allowing the issuance of the certificate of occupancy if the
applicant submits a bond to the city which will be returned after
the landscaping requirements are met. This procedure will. be in
effect until the water restrictions are lifted by the City of
Bellevue.
Larse turned his keys over to the new city manager, Joyce Papke.
He noted that he would be submitting a final report to the City
Council in the coming weeks.
ORDINANCESIRESOLUTIONS FINAL ACTION
Ordinance 556- Employee Conflict of Interest
Scholl moved to adopt Ord. No. 556 as amended, seconded by Hull,
passed.
Ord. No. 560 - Ident.ifies and Provides Regulations for
Environmentally Sensitive Areas
It was the consensus of City Council to hold a Public Hearing on
this issue at the next City Council meeting.
ORDINANCES/RESOLUTIONS - FIRST REVIEW
Ord. No. 557 - Creating a Library Board
Ord. No. 558 - Park Board Procedures
The concensus of the Council was to send this issue back to the
Park Board and they suggested making these proposed changes as
part of their park board procedures.
Ord. No. 559 - Personnel Ordinance
OTHER BUSINESS
New Business
It was decided by the Council to hold an Open House for Medina's
new city manager on June 1, 1992, from 4:00 PM to 8:00 PM. It
was also decided that a special mailing would go out with an
invitation to all Medina residents inviting them to the event.
