Special Meeting
MINUTES
April 21, 1992 Medina City Hall
7:40 PM 501 Evergreen Point Rd.
Zubko moved to appoint Councilmember Scholl to chair the meeting
in the absence of Mayor Cory and Mayor Pro Tem Hull, seconded by
Anderson, passed.
CALL TO ORDER: The special meeting of the Medina City Council
was called to order at 7:40 PM.
The meeting was tape -recorded.
ROLL CALL:
Present: Councilmembers Anderson, Guyton,
Kelly, Scholl, and Zubko
Absent: Mayor Cory and Mayor Pro Tem Hull
City Staff Present: Interim City Manager Larse,
City Clerk Davis, Planning Consultant Burke and
City Attorney Wines

Overlake Golf & Country Club to construct a new clubhouse
The City Attorney gave the background on Overlake Golf & Country
Club's conditional use and the appeal that had been filed. He
stated the Council can agree or disagree with the Planning
Commission's decision, remand it back to the Planning Commission,
or call for more information.
The Planning Consultant gave a chronological background on the
conditional use that had been approved by the Planning Commission
at their February 1992 meeting. He stated that one of the key
issues that had been raised at those meetings was the issue of
increased traffic. He stated that after much deliberation the
Planning Commission had approved the conditional use, but with
several conditions that dealt with all the issues that had been
raised at the meetings.
Linda Young, an attorney representing William Mundt, Mark
Mathewson and John O'Hara, the residents that had filed an
appeal, was present and she spoke on their behalf. She referred
to a petition that that had been signed by over 257 Medina
residents protesting the expansion of Overlake Golf & Country
Club, unless a second entrance was provided.
Jerry Cichanski, Mithun Partners, representing Overlake Golf &
Country Club, spoke to the concerns of parking, use of the club,
noise issues and traffic.
Bill Squires, manager of Overlake Golf and Country Club spoke on
the proposed maximum allowed membership and how it related to the
parking. He also stated he would be willing to notify the
adjacent neighbors of special events that would be held at the
club and that they would only schedule activities that would not
exceed the maximum number of parking spaces.
There were many residents present that expressed their concerns
relating to the appeal, along with the many letters that were
sent to the Council relative to this issue.
A lengthy discussion followed.
The Planning Consultant made reference to his memo that was
submitted in the Council packet with his findings and
recommendation for approval, subject to his 10 listed conditions.

Anderson moved that a second entrance be required as a condition
of approval of the Conditional Use Permit for the Overlake Golf &
Country Club. He stated that the City Council does not have
adequate information at this time to specify where that entrance
should be located. Seconded by Guyton.
Discussion followed.
Anderson moved to amend his motion to state that the plans be
remanded back to the Planning Commission for approval of a second
access and that this needs to be determined before any permits
are issued for reconstruction of the club house. Guyton seconded
the amendment to the motion.
The City Clerk polled the Council on the motion:
Anderson - Aye
Guyton - Aye
Zubko - Aye
Kelly - Aye
The amended motion passed unanimously.
