CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:00 PM by Mayor Cory. The meeting was tape recorded. ROLL CALL: Present: Councilmembers Guyton, Hull, Kelly, Potts, Scholl and Mayor Cory Absent: Zubko City Staff Present: City Manager Papke, City Clerk Batchelor, Public Works Supt. Weigle, Police Chief Race and City Attorney Wines MINUTES OF PREVIOUS MEETING: Hull moved to approve the minutes of the November 8, 1993 meeting, seconded by Scholl, passed unanimously. ANNOUNCEMENTS Mayor Cory, on behalf of the City Council and the citizens of Medina, awarded a plaque to Mayor Pro Tem Hull and to Councilmember Zubko for their dedicated service to the City of Medina by serving on the City Council. Although Zubko was not in attendance, Mayor Cory commended both Hull and Zubko for their many contributions to the City during their terms of office. REPORTS/DISCUSSION Licensing Procedure for Special Events City Manager Papke stated that the City had recently received two requests regarding special events in the City of Medina. She asked that the Council consider whether these requests should continue to go to staff and/or Planning Commission for approval or whether they would like to consider setting up a special procedure for the licensing of these events. After considerable discussion, it was decided that the current procedure which would generally require the applicant to obtain a special conditional use permit for special events be continued for the present time. Appointments to the Planning Commission and Park Board Mayor Cory recommended that Mary Odermat and Lynda Saxauer be appointed to the vacant positions on the Planning Commission. He also recommended that Martha Woodman be appointed to the Park Board. Hull moved that Mary Odermat and Lynda Saxauer be appointed to the Planning Commission. Potts seconded the motion, passed unanimously. Hull moved that Martha Woodman be appointed to the Park Board. Scholl seconded the motion, passed unanimously. Medina City Council Minutes December 13, 1993 Page Two Financial Reports & Claims Scholl moved to approve the November claim warrants #6893-6971 totalling $299,844.02 and November payroll warrants #13200-13243 totalling $58,173.12. Seconded by Hull, passed unanimously. Police Report Accepted as submitted. Public Works Report Public Works Supt. Weigle reported that there have been no reports of any damage as a result of the recent storm. ORDINANCES/RESOLUTIONS Ordinance No. 578 - An ordinance providing for the appointment of a Secretary and Chief Examiner for the Civil Service Commission. Discussion followed. Scholl moved to approve Ordinance No. 578. Hull seconded the motion, passed unanimously. Ordinance No. 579 - An ordinance providing for restricted parking. Discussion followed. Hull moved to approve Ordinance No. 579, Potts seconded the motion. Scholl and Kelly voted naye, passed. Ordinance No. 580 - An ordinance adopting a budget for the year 1994. Hull moved to approve Ordinance No. 580, Potts seconded the motion. Guyton, voted naye, passed. Ordinance No. 581 - An ordinance certifying the 1994 tax levy. Hull moved to approve Ordinance No. 581, Scholl seconded the motion. Guyton voted naye, passed. Ordinance No. 582 - An ordinance lowering the alcohol breath level. Discussion followed. Hull moved to approve Ordinance No. 582, Scholl seconded the motion. Kelly and Potts voted naye, passed. Resolution No. 222 - A resolution to authorize the Mayor to sign an interlocal agreement with King County regarding the distribution of 1993-94 Growth Management Act grant funds. Hull moved approve Resolution No. 222. Scholl seconded the motion, passed unanimously. Potts seconded the motion, passed unanimously. NEW BUSINESS Executive Session - Personnel The regular meeting was adjourned to executive session at 8:35 PM.
