CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Pro Tem
Hull. The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Guyton, Hull, Kelly,
Potts, Scholl and Zubko
Absent: Mayor Cory
City Staff Present: City Manager Papke, City Clerk
Batchelor, Public Works Supt. Weigle, Police Chief
Race, City Attorney Wines and Planner Burke
MINUTES OF PREVIOUS MEETING:
Zubko moved to approve the minutes of the October 11, 1993 meeting,
seconded by Potts, passed unanimously.
ANNOUNCEMENTS
Mayor Pro Tem Hull expressed his thanks to all the candidates that
ran for the upcoming positions on the City Council.
City Manager Papke announced that the annual audit for the year
1992 was currently underway.
AUDIENCE PARTICIPATION
Susie Marglin, 2617 Evergreen Point Rd., congratulated Susan Potts
on her recent election to the City Council.
Ms. Marglin also commented on a letter, which had recently been
published in a local newspaper, that had been written by City
Council Member Zubko. Discussion followed on the appropriateness
of this letter and on whether the City Council meeting was the
proper forum for this discussion.
Susan Lawrence, 822 Evergreen Point Rd., questioned whether public
comment would be allowed regarding Ordinance No. 574 and Ordinance
No. 575. Mayor Pro Tem Hull stated that public comment would be
allowed later in the meeting during the discussion of those
ordinances.
REPORTS/DISCUSSION
Renew Contract for Building Official
City Manager Papke noted that the fees in the proposed contract
represent a 6% increase over the previous contract. She stated
that the proposed increase is reasonable when compared with what
other jurisdictions are paying and considering the high level of
service we are receiving. She recommended that the renewal of the
Building Official's contract be accepted.
Zubko moved to accept the renewal of the contract between the City
of Medina and Erickson Architects. Seconded by Kelly, passed
unanimously.

Public Works Supt. Weigle reported that the Overlake Drive slope
stabilization project went well and is now substantially complete.
She thanked all the residents that were affected by this project
for their patience. Public Works Supt. Weigle also reported that
the crosswalk painting is currently underway and that they have
just completed $2,500 of sidewalk repair.
ORDINANCES/RESOLUTION
Ordinance No. 574 - An ordinance amending Medina Municipal Code
Chapter 12.28 relating to Tree Preservation and Landscaping
Requirements.
Planning Consultant Burke reviewed the changes that had been made
based on the discussion of the City Council following the public
hearing in October on the draft recommended by the Planning
Commission.
Discussion followed.
Potts moved to table Ordinance No. 574 until the January City
Council meeting and in the interim give the proposed ordinance back
to city staff to review and incorporate citizen comments and the
Council's desired modifications as discussed in regard to
housekeeping issues, and also make the proposed ordinance more
consistent and more enforceable. Seconded by Zubko.
Discussion followed.
Potts moved to amend the motion to also include that two appointed
council members would also work with city staff to review the
proposed ordinance. Seconded by Zubko, passed unanimously.
Ordinance No. 574 was tabled until the January meeting.
It was the consensus of the Council that Potts and Hull work with
city staff on any changes to the proposed ordinance.
Ordinance No. 575 - An ordinance relating to View and Sun
Obstruction and Tree Removal.
Discussion followed.
Scholl moved to table Ordinance No. 575 until the January City
Council Meeting in an effort to allow the Council more time to
receive and review further information regarding the King County
Dispute Board and to receive further public written comments
regarding this issue. Seconded by Potts, passed unanimously.
Ordinance No. 575 was tabled until the January meeting.

Ordinance No. 576 - An ordinance to reduce the number of False
Alarms from Burglar Alarms.
Scholl moved to approve Ordinance No. 576. Seconded by Zubko,
passed unanimously.
Ordinance No. 577 - An ordinance repealing Sections 9.20.070 and
9.20.080 and adopting by reference RCW 66.44.270, the State Statute
prohibiting furnishing liquor to minors, possession of or
consumption of liquor by minors, and public intoxication by minors.
Scholl moved to approve Ordinance No. 577. Potts seconded the
motion, passed unanimously.
Resolution No. 221 - A resolution adopting an Interlocal Agreement
establishing District Court Filing Fees for certain Criminal and
Traffic Infractions Actions.
Scholl moved to approve Resolution No. 221. Kelly seconded the
motion, passed unanimously.
NEW BUSINESS
Executive Session - Personnel
The regular meeting was adjourned to executive session at 9:40 PM.
The executive session returned to regular session at 10:00 PM.
Adjournment
The meeting adjourned at 10:01 PM.
