ROLL CALL: Present: Councilmembers Guyton, Hull, Kelly, Potts, Scholl, Zubko and Mayor Cory City Staff Present: City Manager- Papke, City Clerk Batchelor, Public. Works Supt. Weigle, Police Chief Race, City Attorney Wines and City Planner Burke MINUTES OF PREVIOUS MEETING: Hull moved to approve the minutes of the July 12, 1993 meeting, seconded by Zubko, passed unanimously. ANNOUNCEMENTS Mayor. Cory refer-r-ed to a letter that had been submitted by Henry Paulman, 1415 80th Ave. NE, -regarding false alarms and on various •residential false alarm systems. City Manager Papke stated that this matter had been referred to the Public Safety Committee. AUDIENCE PARTICIPATION D•r. Bob Rudolph, 1455 Everg-r,een Point Rd., requested an update on the status of the jet noise issue. Mayor. Cory gave a brief review of the City's cur-r-ent jet noise discussions with the FAA. Discussion followed. REPORTS/DISCUSSION Budget Calendar It was the consensus of the Council to approve the proposed 1994 Budget Calendar. Tree Preservation and Landscaping Requirementsry= Chapter 12 and Planning Consultant Burke was present to give a -review of the Planning Commission's current recommendations that had been submitted to the Council. He stated that the Planning Commission began to review a number of changes to the Zoning Code last fall. He also stated that the Planning Commission had held several public hearings to discuss the proposed changes. Discussion followed. Hull moved to hold a public hearing at the next regular- City Council meeting on October 11, 1993 to discuss the -recommendations of the Planning Commission. Scholl seconded the motion, passed unanimously. Financial Reports & Claims Scholl moved to approve July claims warrants #6558-6649 totalling 8147, 792. 31, and August claims war-r-ants #E,650-6731 totalling $57,684.26 and July payroll warrants #12995-13051 totalling $60,786.38 and August payroll warrants #13052-13106 totalling $66,234.63. Seconded by Hull, passed. City Council Minutes September 13, 1993 Page Two Committee Reports Intergovernmental Scholl gave an update on the Suburban Cities Association and their involvement with the County Council. He encouraged the Council to review the current committee appointments and to consider volunteering to sit on some of those committees. Public Safety_ Discussion on the possible addition of another Councilmember to the Public Safety Committee. It was agreed that this issue would be brought up during the Executive Session. Police Report Accepted as submitted. Public. Works Report Public Works Supt. Weigle reported on the 7th St. and Overlake Drive stabilization projects, the joint restriping of 84th Ave. NE with Clyde Hill and the repair of various city sidewalks. It was requested that a letter be sent on behalf of the City Council from the City of Medina to the Medina Elementary School in appreciation of the fine job they did with their recent landscaping project. ORDINANCES/RESOLUTION Ordinance No. 572 - An ordinance amending Medina Municipal Code Chapter 17.080.040 relating to political signs. Discussion followed. It was the consensus of the Council to hold a public hearing at their next meeting on October 11, 1993 to discuss this proposed o-r•dinance. NEW BUSINESS Medina Gays It was the consensus of the Council to send a letter to committee members of Medina Days to congratulate them on the great job they did with this year's festivities. Request for Refund Fred Welk, 300 Over -lake Dr. E., was present to request that the City Council approve a full refund of the $300 that he -recently paid to the City for a variance application. Discussion followed. It was the consensus of the Council that Mr. Welk should be refunded his $300. The decision for the -refund was based in part on the recommendation from the Board of Adjustment and also on Mr. Welk's testimony alleging miscommunication between him and City Staff. Gates' Mitigation Plan Discussion on some concerns that had been brought to the C:ity's attention in relation to the current mitigation plan that is in effect for the Gates' project. Discussion, followed. It was the consensus of the Council that the mitigation issue be sent to the Planning Commission for their -review and recommendations. It was further agreed that the Planning Commission should hold a public meeting, inviting neighbors and project representatives for their input. City Council Minutes September 13, 1993 Page Three Executive Session - Personnel The regular meeting was adjourned to executive session at 9:30 PM.
