MINUTES

CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Cory.
The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Guyton, Hull, Kelly,
Potts, Scholl and Mayor Cory
Absent: Zubko
City Staff Present: City Manager Papke,
City Clerk Batchelor-, Public Works Supt. Weigle,
City Engineer Hill, City Attorney Wines
and City Planner Burke
MINUTES OF PREVIOUS MEETINGS:
Hull moved to approve the minutes of the June 14, 1993 meeting,
seconded by Potts, passed.
ANNOUNCEMENTS
Mayor- Cory stated that the City had received several calls from
concerned residents regarding the section of proposed Ord. No.
569 that relates to height restrictions. He asked that City
Planner Bob Burke clarify the issue of height as presented in
Ord. 569.
City Planner Burke gave a -review of the proposed changes and he
assured everyone present that there would be no increase in the
maximum allowed height in any of the zones. He noted that one of
the proposed changes would be to change the point where height is
measured from "original grade" to "finish grade".
The City Managerstated that Lynn Batchelor has officially been
named City Clerk. She noted that Marge Davis' title would now be
City Treasurer.
AUDIENCE PARTICIPATION
Ted Tanase. 3611 Evergreen Point Rd., stated that he is in favor
of the City adopting a view obstruction/tree height restriction
ordinance.
Dr. Bob Rudolph, 1455 Evergreen Point Rd., requested an update
-regarding the jet noise issue.
Mayor Cory reported that the City is currently working with the
City of Mercer Island and the FAA in an effort to accomplish a
resolution that will be for the benefit of the City.
John Runkel, 8810 NE 2nd Pl., stated his concerns relating to the
jet noise issue.
REPORTS/DISCUSSION
Resolution No. 220 - The 6 Year Transportation Improvement
Program for the years 1994 through 1999.
City Engineer Hill and Public Works 'erupt. Weigle gave a
summarized review of the priorities of the projects that are
listed in the Sir: Year T. I. P.
Hull moved to adopt Resolution No. 220, seconded by Kelly,
passed.

Over -lake Drive East Slope Stablization__F`r_alect
City Engineer Hill stated that bids for this project were opened
on July 7, 1993. He stated that the appa-r-ent low bidder at the
time was Pearson Drilling, Inc.. He noted that upon further
review of their bid, it was determined that the bid contained
several irregularities which resulted in several mathematical
error-s in the total bid for the project. He stated that the
current low bidder, is now Donald B. Murphy Contractors, Inc. He
-recommended award of the contract to Donald B. Murphy
Contractors, Inc. for the base bid 2. A and 2. B Type "B" in the
amount of $94, 894. 00.
Hull moved that the City Managerbe authorized to enter' into a
cont-r-act with Donald B. Murphy Contractors, Inc. for the Overlake
Drive East Slope Stabilization Project. Seconded by Scholl,
passed.
Financial Reports & Claims

Scholl moved to approve June claims warrants #6479--6557 totalling
$160, 121. 87, and payroll warrants #1294 3-12994 totalling
$59,578.46. Seconded by Hull, passed.
Committee Reports
Intergovernmental
The City Manager stated that Dennis Scholl had recently been
elected the small cities representative on the Board of the
Suburban Cities Association. She stated that the Point Cities
are hosting the next SCA meeting on August 11th, at. the Bellevue
Athletic Club.
The City Manager gave a report on the items covered at the
Mayors' meeting.
Public -afety
There was discussion on the fireworks issue. It was noted by
Mayor- Cory that the adjoining communites prohibit the discharge
of fireworks. He stated that the Bellevue Fire Department had
requested that the City of Medina consider prohibiting fireworks
in the future.
It was the consensus of the Council that the Public Safety
Committee take another look at this issue and come back with
their findings.
Police Report
Accepted as submitted.
Public Works Report
Public. Works Supt.. Weigle reported on the newly installed sign, at
Fairweather Nature Pr-eser've and on the improvement of five
corners. She stated that the 7th St. and 78th P1. construction
projects would be out to bid in a couple of weeks.
ORDINANCES/RESOLUTION
Ordinance No. 569 - An ordinance adopting changes to the Zoning
Section of the Medina Municipal Code.
Discussion followed.
Hull moved to adopt Ordinance No. 569, seconded by Scholl.
Mayor. Cory -read letters from Mr. and Mrs. Andrew Harris, 3607
Ever -green Point Rd. and James F. Stengel, 3221 Evergreen Point
Rd., both requesting that there be additional changes to Chapter
17.76.010 with respect to fences.
It was the consensus of the Council that the issue relating to
fences be given back to the Planning Commission for further
reconsideration and that their findings be brought back to the
Council for their review.

Mayor Cory called for a vote, all voted in favor of adopting Ord.
No. 5c.9, passed.
City Attorney Wines requested permission to insert a diagram of
turnarounds that had been left out of Ord. No. 569, granted.
NEW BUSINESS
Sea-Taq_ Proposed 3rd Runway
Scholl discussed the importance of the City of Medina being
directly involved in the scoping phase of the EIS. The City
Manager stated that she would get back to the council with more
information relating to this issue.
Medina Days
Medina Days Committee volunteer Bruce Flynn was present to give
an update on the upcoming Medina Days Celebration.
