CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at. 7:0O PM by Mayor Cory.
The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Guyton, Hull, Kelly,
Potts, Scholl, Zubko and Mayor Cory
City Staff Present- City Manager Papke,
City Clerk Davis, Public Works Supt. Weigle,
Chief of Police Race, City Attorney Wines,
and City Planner Burke
MINUTES OF PREVIOUS MEETINGS:
Hull moved to approve the minutes of May 10, 1993, seconded by
Zubko, passed.
ANNOUNCEMENTS
The City Manager stated that Resolution No. 219 - Interlocal
Agreements with King County pertaining to Home Investment
Partnerships Program and Community Development Block Grant
Program was not in the packet but was Fussed out before the
meeting.
The City Manager also Mated that Chief Race would be arriving
late for the meeting due to the D.A.R.E. Graduation at Bellevue
Christian School.
She also stated that there was a request that Ordinance No. 571
pertaining to fireworks be considered early in the meeting
because some of the residents were present specifically for that
ordinance. The City Manager also requested that item five,(under
reports and discussion) the Labor Agreement, be moved to the end
of the meeting since it will be discussed in executive session
before any action can be taken.
The City Manager announced that the Points Cities• would be
hosting the Suburban Cities Association meeting on August 11th.
Candidates for King County Executive will be present to answer
any questions.
Hull moved to change the order of the agenda by hearing Ordinance
No. 571, pertaining to fireworks, as the first item, seconded by
Scholl, passed.
AUDIENCE PARTICIPATION
Art Dietrich, 707 Ove-rlake Dr. , inquired about tree status of the
aircraft noise report.
Mayor gave a short but positive report.
RETORTS/DISCUSSION
Ordinance No. 571 - An Ordinance revising the code relating to
the sale and use of tart-wOvks in Medina.
City Attorney Wines- gave some background on the ordinance.
Potts stated she met with the Public `.safety Committee and
discussed fireworks with Chief Race.

Potts moved that Ordinance No. 571, version 1, be adopted as
written, seconded by Zubko.
Discussion followed.
Hull moved to amend the rnotion to include publishing the
ordinance in the newsletter with the appropriate precautions on
the safe use of fireworks: and to encourage parental supervision.
The City Manager stated the newsletter would not be out before
the 4th of July.
The motion died because of a lack of a second.
The motion on the floor passed, with Guyton voting naye.

Park Board
Mayor Cory -recommended to the Council that Laurie Haslund and
Mary Oder -mat be appointed to the Park Board. He gave some
background of their qualifications and stated they are both well --
qualified to serve on the Park Board.
Hull moved to accept the Mayor's recommendation appointing Mary
Oderrnat and Laurie Haslund with an expiration date of June, 1997.
Seconded by Zubko, passed with (:,uyton voting naye.
Planning Commission_
Mayor Cory recommended Maryel Duzan be reappointed (to the
Planning Commission) for a second term.
Potts moved to accept Mayor Cory's recommendation for the
reappointment of Marvel I)uzar, to the Planning Commission with ar,
expiration date of June 1997, seconded by Hull, passed.
Board of Adjustment
Mayor Cory recommended Pat Dineen and Al Clise be reappointed (to
the Board of Adjustment) for a second term.
Potts moved to accept Mayor Cory's recommendations for the
reappointments of Pat. Dineen and Al Clise to the Board of
Adjustment, with an expiration date of July 1997, seconded by
Hull, passed.
Update on D.O.T. Contract Re- _ Mete84th Ave. N.E.
The City Manager- gave an update report on the contract. She
stated it was a very positive outcome and that D.G.T. had agreed
to make most of the requested changes. Goyton added some
background information on the subject.

Resolution No. 219 - A Resolution authorizing the Signing of
Interlocal Agreements with King County pertaining to Home
Investment Partnerships Program and the Community Development
Block Grant Program.
The City Manager gave a_:ummary of the agreements and noted the
benefits the City will receive by signing these agreements.
Scholl moved to adopt Resolutior, No. 219, seconded by Hull,
passed.
Height Restrictions
City Planner Burke -reviewed the proposed changes to the zoning
code.
Discussion followed.

The consensus of the Council was to bring hack (ar, ordinance
incorpo-rat.ing the changes asdiscussed) to the July Council
meeting.
Financial Reports & Glaim�:
Scholl moved to approve May claims warrants #6411-64721,and
corrected warrants #98-6409 and 99-6408 and 99-6409 totalling
38, 665. 33, and payroll warrant: #12898--121942' totalling
554, 590. 43, with a grand total of Seconded by Hull,
passed.
Committee_ Reports
Intergovernmental
The City Manager nave a report on the items covered at the
Mayors' meeting.
Public Safet -
Potts -reviewed the items that were discussed at. the meeting. The
main topic was the repainting of crosswalks. Her recommendation
was to continue to paint the crosswalks in the manner they were
painted in the past. She stated there was some concern about the
wide bold stripes. None of the intersections in Medina are
marked by stop lights and there is no way of identifying safe
pedestrian crossing, unless crosswalks are very visible. She
felt this was a safety issue, especially for children.
I)iscussion followed.
The City Manager gave some background on the painting of the
crosswalks and stated that the Council need take no action, ur,le :s
they wished to legislate a change in the way the city is
currently painting crosswalkE;.
Guyton stated for the record, that she, being on the Public
Safety Committee had made every attempt to rearrange tier schedule
to meet with the committee, and that she was thwarted at every
turn. She wanted to file a public objection to the way this
issue, the fireworks issue and the Public Safety Committee has
been handled to this point.
Police Report.
Accepted as submitted.
Chief Race stated he attended the U. A. R. E. Graduation of 71
students at Bellevue Christian School. Medina Elementary School
will have 75 students graduating. That will complete all
D. A. R. E. programs at the local schools for this term.
Chief Race informed the Council that he had hired Officer Larry
Groop with a starting date of August 1st.. He spoke very highly
of Officer Groop.
Public Works _ REpcfrt_
Public Works Supt. Weigle reported on the different project: that.
were completed and which projects are in the works.

Zubko moved to table Ord. No. 569, seconded by Scholl, passed.

Executive cession- - Labor Agreement
The regular meeting was adjourned to e-Xf='_utive session at 3:4.5
P. M.
The executive session ended and the Council returned to regular
session at 9:15 P.M.
Scholl moved to adopt the Labor Agreement between the City and
the Public, Professional & Office -Clerical Employees and Driver,
Local Union No. 7E.'I, seconded by Hull, passed.
ADJOURNMENT
The meeting adjourned at 9:16 P.M.
