MINUTES
May 10, 1993 Medina City Hall
7:00 PM 501 Evergreen Point Rd.
CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Cory.
The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Guyton, Hull,
Scholl, Zubko and Mayor Cory
Absent: Kelly and Potts
City Staff Present: City Manager Papke,
City Clerk Davis, Public Works Supt. Weigle,
Chief of Police Race, City Attorney Wines,
City Engineer Hill and City Planner Burke
MINUTES OF PREVIOUS MEETINGS:
Hull moved to approve the minutes of April 12, 1993, seconded by
Zubko, passed.
ANNOUNCEMENTS
Mayor Cory stated that the Council would not be considering any
changes on the land and tree ordinance, No. 521, at this time.
They would be discussing proposed changes to the zoning code
only.
PUBLIC HEARING
Comprehensive Stormwater Management Plan
The Public Works Supt. introduced Betsy Peabody, Puget Sound
Water duality Authority. Ms. Peabody showed a slide presentation
on storm water runoff as she gave a commentary designed to
educate the public on the importance of stormwater management.
Engineer Mike Jauhola, Gray & Osborne, and two members of his
staff were introduced to give their presentation on the
Comprehensive Stormwater Management Plan.
Discussion followed.
Resolution_ No. 218 -- A Resolution Adopting Comprehensive
Stormwater Management Plan
Hull moved to approve Resolution No. 218, seconded by Zubko,
passed.
Proposed Changes to Medina Municipal Code - Ord. No. 569 - First
Reading
City Attorney Wines reviewed changes he would like to be included
in the code.
City Planner Burke reviewed the changes that had been
incorporated in the code.
Lengthy discussion followed. The Council will readdress this
matter at the June meeting.

REPORTS/DISCUSSION
Update on D. O.T. plans to meter on -ramp at 84th Ave. N. E. and
install information signs
The City Manager gave a brief summary of the D.O.T. metering
project.
Discussion on having an agreement between, the four
communities,(Clyde Hill, Hunts Point, Yarrow Point and Medina)in
having some input on the proposed project followed.
Hull moved that the Mayor and the City Manager, be authorized to
negotiate and sign an agreement between the four Points
Communities and the State D.G.T. with regards to the metering and
other improvements to 520, and that it is the wish of the Council
that the agreement contain the language submitted tonight with
amendments as proposed in the City Manager's, May 4, 1993,
memorandum. Seconded by Zubko, passed.
Financial Reports & Claims
Scholl moved to approve April claims warrants #6322-641C► and
corrected warrant #99-6087 totalling S72,373.46, and payroll
warrants 412857-12897 totalling $51,944.27, with a grand total of
$124,317.73. Seconded by Hull, passed.
Committee Reports
Intergovernmental
The City Manager stated that a few items discussed at the
Mayors' meeting were: the metering of 520, PSRC resolution and
aircraft noise.
Police Report
Accepted as submitted.
Public Works Report
Public Works Supt. Weigle gave some background on the newly hired
maintenance worker, David R. Stifler, and she stated the City had
received a substantial check from FEMA as partial reimbursement
for storm damages.
OTHER BUSINESS
Zubko inquired about the annual Medina Days celebration.
The City Manager stated she made a recommendation to the Park
Board to appoint a chairperson to head Medina Days celebation.
Park Board member's further involvement should be as private
citizens. The State Auditor recommended that since the City
does not directly manage the event or the finances, it should riot
be involved at a significant level.
Executive Session - Personnel
The regular meeting was adjourned to executive session at 9:45
P. M.
The executive session returned to regular session at 10:45 P.M.
Hull moved that the employment agreement between the City and the
City Manager be approved as amended during discussion in the
executive session, seconded by Zubko, passed.
