Regular Meeting
MINUTES
April 12, 1993 Medina City Hall
7:00 PM 501 Evergreen Point Rd.
CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Cory.
The meeting was tape recorded.
ROLL CALL: Present: Councilmembers Guyton, Hull, Kelly,
Scholl, Potts, and Mayor Crory
Absent: Zubko
City Staff Present: City Manager Papke,
City Clerk Davis, Police Chief Race, Public Works
Supt. Weigle, City Attorney Wines and City
Engineer Hill
MINUTES OF PREVIOUS MEETINGS:
Hull made a motion that the revised portion of the February 8,
1993, minutes, pr-epared by Mayor Cory, be accepted, seconded by
Kelly with the amendment, passed.
Hull moved to approve the minutes of March 22, 1993, seconded by
Scholl, passed.
ANNOUNCEMENTS
The City Manager stated that the Department of Transportation
would be conducting a public information meeting at Medina City
Hall, 7:00 P.M., Wednesday, April 28th, to discuss their plans to
meter the SR520 ramps at 84th and 92nd. Representatives from
Clyde Hill, Hunts Point and Yarrow Point will also be present.
Discussion followed.
The City Manager stated the Library Board is having a meeting on
Wednesday, April 21st, in the Medina City Hall at 7:30 P.M. She
encouraged everyone to come and meet the library board. They
will also have representatives to talk about the new library.
She also informed them there will be openings on the Park Board,
Planning Commission and the Board of Adjustment this summer and
encouraged anyone interested in serving on these Boards, or if
they know of any qualified residents who might wish to serve, to
fill out an application for the specified positions.
The City Attorney spoke on the Comprehensive Plan as it -related
to the SR520 metering, and the Thomas vs. Medina case (1990)
pertaining to turn arounds on private lanes.
Discussion followed.
The City Engineer gave a review of the meeting he attended with
D.O.T. and Clyde Hill pertaining to the meters on SR520.
REPORTS/DISCUSSION
Final Report on Jet Noise Relief
Bob Hartley, Sr. VP of the Rockey Co., pave a lengthy report on
the information he had gathered.
A lengthy discussion followed.
Hull moved that the City take the following action:
1. The Mayor, Pro Tem and City Manager meet as soon
as possible with the FAA and the Port of Seattle. The
purpose of the meeting would be to request a subsequent
meeting between the FAA, the Port and the cities of Medina
and Mercer Island to seek art equitable solution to jet noise
on the Eastside.
2. Where they deem it necessary, the Mayor and City Manager be
authorized to use the assistance of The Rockey Company and
the law firm of Shute, Mihaly and Weinberger to prepare for
these meetings.

3. The results of these meeting are to be reported to the City
Council at its next meeting.
The motion was seconded by Potts, passed.
Council Committee Structure
Discussion on setting up different council committees.
Potts moved to amend the committee structure to what was proposed
by the City Manager with the addition of Intergovernmental as a
separate committee, seconded by Scholl, passed. Kelly and Guyton
voted naye.
Financial Reports & Claims
Scholl moved to approve March claims warrants #6239-6321
totalling $80,955.68, and payroll warrants #12610-12856 totalling
$54,732.98. Seconded by Hull, passed.
Scholl stated he would like to see a report on the amounts which
are reimbursable to the City from consultant's billings.
Police Report
Accepted as submitted.
Public Works Report
Public Works Supt. Weigle reported on the following: applications
for maintenance worker, FEMA reimbursement for storm damages,
purchase of new lawn mower, trucks sold at auction and approval
of Comprehensive Stormwater Management Plan.
ORDINANCES/RESOLUTIONS -- Final Action
Ordinance No. 568- An Ordinance Abolishing the Advance Travel
Expense Revolving Fund, the SR 520 Fountain Fund and the Park
Donation Fund.
Scholl moved to adopt Ordinance No. 568, seconded by Potts,
passed.
Resolution No. 217
A Resolution of the City Council of the City of Medina Regarding
Washington State Department of Community Development Growth
Management Act Grant Funds for 1992-1993.
Hull moved to adopt Resolution No. 217, seconded by Kelly,
passed.
ADJOURNMENT
The meeting adjourned at 9:25 P.M.
