EXECUTIVE SESSION/LITIGATION Executive Session - 6:30 PM CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:00 PM by Mayor Cory. The meeting was tape recorded. ROLL CALL: Present: Councilmembe-rs Guyton, Hull, Kelly, Scholl, Potts, Zubko and Mayor Cory City Staff Present: City Manager Papke, City Clerk Davis, Public Works Supt. Weigle, City Attorney Wines and City Engineer Greg Hill MINUTES OF PREVIOUS MEETINGS: Zubko moved to approve the minutes of February S, 1993, second by Potts. Kelly moved to amend the minutes, Guyton seconded. Discussion followed. Potts moved to adopt a portion of the February 8, 1993 minutes up to "Public Meeting," on page 2. Zubko seconded, passed. Potts moved to have a transcription of the minutes starting with "Public Meeting" at the bottom of page 2 be prepared and made public. Seconded by Zubko. Passed. ANNOUNCEMENTS Scholl stated he had attended the Suburban Cities Assoc.. meeting and reported to the Council information he had learned about affordable housing and growth management. The City Manager stated she and the City Planner would like to set a date to meet with the Council and the Planning Commission to discuss changes in the comprehensive plan and code changes. City Manager Papke explained that the Police Chief was absent due to knee surgery. REPORTS/DISCUSSION Mayor Cory gave a progress report on jet noise •relief. He stated the City hired the Rockey Co., a public relations firm in Bellevue to assist the City in attempting to get some relief from the jet noise. He then introduced Bob Hartley, Sr. VP of the Rockey Co., to give a preliminary report on what direction he would be taking. Mr. Hartley stated his purpose in speaking with the Council was to provide them with a brief verbal interim report on the progress toward completion of the consulting contract with the City. A lengthy discussion followed. There were many residents present to voice their concerns. Mr. Hartley stated he would have a final written report before the next council meeting. There was some discussion on the third runway at the airport. Hull moved that the Council authorize Mayor Cory to take the position, at the Puget Sound Regional Council meeting, that the City of Medina opposes the pursuit of a third runway unless there is an equitable solution, of the jet noise problem. seconded by Kelly, passed. Kelly stated she attended the Mayors' breakfast and a few of the topics discussed were D.O.T. installing a metered signal at -the on ramp of 84tb to 3B520; growth management, telephone franchise, municipal court service fees and criminal justice funds. Hull moved to adopt Resolution 216 as amended, seconded by Scholl, passed. OTHER BUSINESS Some of the topics discussed were: Council. etiquette, goals and objectives, real estate signs and parking.
