CALL TO ORDER: The regular meeting of the Medina City Council
was called to order at 7:00 PM by Mayor Taylor.
The meeting was tape recorded.
ROLL CALL: Present: Councilmembers, Cory, Koelemay,
Potts, Scholl and Mayor Taylor
Absent: Guyton and Ross
City Staff Present: City Manager Papke, City
Clerk Batchelor, Public Works Supt. Weigle,
Police Chief Race and City Attorney Wines
MINUTES OF PREVIOUS MEETING:
Scholl moved to approve the minutes of the November 14th & 17th,
1994 meetings. Potts seconded the motion, passed unanimously.
ANNOUNCEMENTS
Mayor
Mayor Dewey Taylor publicly thanked the members of T.R.U.S.T.
(Tolls Represent Unfair State Taxes) for the time and energy they
— have expended regarding their involvement in the negotiations
surrounding the proposed expansion of SR 520.
City Manager
City Manager Papke announced that, as a discussion item only,
later in the meeting there would be a brief discussion of view
ordinance options.
DISCUSSION (CONTINUED)
Ordinance No. 598 - An ordinance allowing the street vacation of
the northerly portion, approx. 45 ft. of 73rd Ave. NE.
Bruce Anderson, of James Cutler Architects, was present to
discuss the four drawings that had been submitted showing the
proposed alternative locations for the emergency turnaround at
the end of 73rd.
Discussion followed.
Scholl moved to approve Ord. No. 598 and drawing "A" for the
location of the emergency turnaround. Cory seconded the motion,
passed unanimously.
PUBLIC HEARING
Mayor Taylor opened the final public hearing to adopt the 1995
Budget.
Since there were no taxpayers present that wished to speak
regarding this issue, Mayor Taylor closed the public hearing.

Ordinance No. 595 - An ordinance adopting the 1995 Budget.
Scholl moved to approve Ord. No. 595. Potts seconded the motion,
passed unanimously.
Ordinance No. 596 - An ordinance certifying the 1995 Tax Levy.
Scholl moved to approve Ord. No. 596. Potts seconded the motion,
passed unanimously.
Ordinance No. 593 - An ordinance establishing a petty cash fund.
Scholl moved to approve Ord. No. 593. Potts seconded the motion,
passed unanimously.
Ordinance No. 597 - An ordinance transferring funds.
Scholl moved to approve Ord. No. 597. Potts seconded the motion,
passed unanimously.
ORDINANCES/RESOLUTIONS
Ordinance No. 599 - Amending portions of Chapter 5.04 of the
Medina Municipal Code and adding a section thereto to eliminate
the Business & Occupation Tax and impose a franchise fee upon
water & sewer utility services.
Cory moved to approve. Ord. No. 599. Koelemay seconded the
motion, passed unanimously.
Resolution No. 227 - A resolution approving the Police Services
Agreement with the Town of Hunts Point.
Discussion followed.
Cory moved to approve Resolution No. 227 and if staff, after
reviewing the indemnification section of the agreement with WCIA
(Washington Cities Insurance Authority), deem that section of the
agreement to be appropriate, grant the City Manager authority to
sign the Police Services Agreement. Scholl seconded the motion,
passed unanimously.
REPORTS
Financial Report & Claims
Scholl moved to approve the November claim warrants #7901-7972
totalling $107,890.89 and payroll warrants #13794-13848 totalling
$61,068.58. Seconded by Potts, passed unanimously.
Police Report
Accepted as submitted.
Public Works Report
Accepted as submitted.

DISCUSSION
view Ordinance
Continued discussion on proposed view ordinance options.
It was decided to continue the discussion regarding this issue to
the next regular City Council meeting.
OTHER BUSINESS
Setbacks from the Shoreline
James Sisley, 3450 Evergreen Point Rd., was present to express
his concerns as outlined in a letter he had submitted on November
22, 1994. He asked that the City consider changing the setback
designation for his property and for the neighboring properties
to "stringline".
Discussion followed.
City Manager Papke stated that city staff would review Mr.
Sisley's request.

Discussion followed regarding long term care benefits for retired
LEOFF I police officers.
Koelemay moved to approve the proposed long term health care
benefits, with a monthly coverage of $3,000. Cory seconded the
motion, passed unanimously.
