Medina City Hall 501 Evergreen Point CALL TO ORDER: The regular meeting of the Medina City Council was called to order at 7:00 PM by Mayor Taylor. The meeting was tape recorded. ROLL CALL: Present: Councilmembers, Cory, Potts, Ross, Scholl and Mayor Taylor Absent: Guyton City Staff Present: City Manager Papke, City Clerk Batchelor, Public Works Supt. Weigle, Police Chief Race and City Attorney Wines MINUTES OF PREVIOUS MEETING: Potts moved to approve and amend the minutes of the June 13, 1994 meeting on pg. 1, under audience participation, 1st paragraph, 1135 M.P.H" be changed to "30 M.P.H". Scholl seconded the motion, passed unanimously. ANNOUNCEMENTS Council Councilmember Potts announced for the record that there would be an executive session at the conclusion of the meeting to discuss personnel related issues. PUBLIC HEARING Resolution No. 226 - A resolution adopting the Six Year Transportation Improvement Program including proposed Urban Arterial Trust Fund Projects. Public Works Supt. Weigle briefly reviewed the Comprehensive Transportation Improvement Plan. Scholl stated that the Public Works Committee had reviewed the plan. He stated that their recommendation is for approval of the plan as submitted. Potts moved to approve Resolution No. 226. Seconded by Scholl, passed unanimously. Ordinance No. 588 - An ordinance requiring mitigation plans for major construction activities. City Attorney Wines reviewed the proposed ordinance. He stated that this ordinance would require a mitigation plan for construction projects which would occur over an extended period of time. Discussion followed. Scholl moved to approve Ord. No. 588 as amended. Potts seconded the motion, passed unanimously. City Council Minutes July 11, 1994 Page Two Ordinance No. 575 - An ordinance relating to view and sun obstruction and tree removal. The following residents were present to speak regarding this issue: Marjorie Danz, 2420 77th Ave. NE Don Welch, 8448 Midland Rd. Lynne Swoope, 7319 NE 18th St. Brien Wygle, 202 Overlake Dr. E. Oren Barker, 8426 Overlake Dr. W. It was the consensus of the City Council to table the public hearing until the next meeting. REPORTS/DISCUSSION Appointments to the Planning Commission and Board of Adjustment Mayor Taylor reviewed the applications for the openings on the Planning Commission and Board of Adjustment. Mayor Taylor moved to approve the reappointment of Dave Martin to the Board of Adjustment and Lynda Saxauer to the Planning Commission; the appointment of Mark Lostrom and Dave Odegard to the Planning Commission; and the appointment of Nancy Price to the Board of Adjustment. Potts seconded the motion, passed unanimously. Mayor Taylor, on behalf of the City Council, expressed sincere thanks to all the applicants that had applied for these positions. Discussion on Regulating the Size and Location of Residential Structures Discussion followed. It was decided to hold a joint workshop, in the next month or two, between the members of the City Council and the Planning Commission to discuss this issue further. Financial Report & Claims Scholl moved to approve the June claim warrants #7475-7567 totalling $189,082.14 and payroll warrants #13517-13571 totalling $61,233.12. Seconded by Cory, passed unanimously. Police Report Accepted as submitted. Public Works Report Accepted as submitted. City Council Minutes July 11, 1994 Page Three ORDINANCES/RESOLUTIONS Ordinance No. 591 - An ordinance adopting Washington State Law by reference relating to the offenses of driving while under the influence of intoxicating liquor or drug or being in physical control of a motor vehicle while under the influence of intoxicating liquor or drug. Scholl moved to approve Ord. No. 591. Seconded by Cory, passed unanimously. Ordinance No. 592 - An ordinance relating to speed limits in the City of Medina. Discussion followed. Scholl moved to approve Ord. No. 592 as amended. Seconded by Cory, passed unanimously. OTHER BUSINESS L+. ,,...._...-1,- Discussion on the feasibility of continuing to allow the discharge of fireworks in the city limits of Medina on the Fourth of July. It was decided that this issue may be brought back for further discussion at a later date. Executive Session The regular meeting was adjourned to executive session at 9:20 PM.
